Suitably qualified and experienced Insurance Brokers/ Agents are hereby invited to tender for the following services to Debswana Diamond Company (Pty) Ltd:

Preference will be given to:

·         100% Citizens Owned Brokers/Agents that have the capacity to deliver the scope of works.

·         Insurance Brokers/Agents in Joint Venture (JV) with 100% Citizen Owned entities.

1.0 Brief and Scope of Services

 

Debswana Diamond Company wishes to engage a dedicated specialist insurance broker on an insurance broking and consultancy basis to handle matters relating to employee long term insurance benefits.

 

The successful broker shall be required to provide insurance broking services and technical advice on employees' long term insurance benefits to Debswana Diamond Company as well as its subsidiary, associated and affiliated organisations.

 

The covers requested are;

 

1.      Group Life Assurance Cover with an embedded Group Funeral Scheme for Debswana employees inclusive of their spouses and children. GLA is for employees only and Funeral includes spouses and children.

2.      Occupational Disability Benefit Cover

3.      Group Student Cover - Life Assurance

 

The broker must not have a negative balance sheet (as per NBFIRA Report) and must submit a valid certified copy of their license to operate as broker from Non-Bank Financial Regulatory Authority. Letter of good standing from NBFIRA

 

2.0 Citizen Economic Empowerment Policy (CEEP) Requirements

 

To drive the Citizen Economic Empowerment agenda the following four (4) performance dimensions will be assessed as part of tender evaluation and should be considered when compiling tender documents or proposals.

 

 

Ownership: Bidders are required to specify the percentage (%) of the entity owned by citizens. Where there is no citizen capacity, citizen entities can participate through joint ventures with the bidding entity. It is important that where any JVs arrangement is entered into, there is a specified % of the work to be done by citizens and the role of each party shall be clearly outlined. A signed JV agreement must be included in the submission.

a.      Employment: Submit the proposed number of citizens to be engaged as part of delivery of the project, including the roles.

b.      Local Procurement: Bidders to specify proposed level of local procurement for the project. Local procurement refers to goods and services that will be sourced within Botswana, including subcontracting.  

c.       Corporate Social Investment (CSI): Demonstrate commitment to support CSI causes, by indicating % revenue dedicated to CSI. The successful bidder shall be expected to demonstrate a high level of consideration of Citizen Economic Empowerment. Where possible, success criteria shall be clearly defined with clear objectives and targets. 

 

Pre-Tender Clarification

 

There is no requirement for a pre-tender clarification.

 

Tendering on Ariba

 

Debswana has adopted SAP Ariba – an online bidding and supplier management solution for all its tendering and supplier registration requirements. There is no requirement to purchase the Tender document. Please Contact SCMDigitalTransformation@debswana.bw , Tel: 361 4302 specifically for supplier registration on SAP Ariba Platform and support around SAP Ariba platform.

 

Interested tenderers who wish to participate in the tender should register their interest by sending the following details; Company name, Contact person, Contact number and email to ndubane@debswana.bw, +267 361 4278 and gseepa@debswana.bw  by 1700hrs on the 19th April 2024;

 

  1. Debswana will then invite you to participate in the RFP on the 23rd April 2024.
  2. Once invited by Debswana, you will receive an email notification from SAP Ariba that you have been invited to participate in the RFP
  3. Respond to the RFP and submit through SAP Ariba platform. 

 

Submission

 

Tenderers are required to submit their respective bids on or before the 13th May 2024 at 1200hrs through the Debswana SAP Ariba platform as per the instructions to be provided.

 

Tenders received via telephone, telex, email or facsimile will not be considered. Debswana reserves the right to accept or reject any tender and does not bind itself to accept the lowest or any portion of any tender.
