تعلن لجنة العطاءات الرئيسية بشركة سرت لإنتاج وتصنيع النفط والغاز عن طرح العطاء المبين أدناه في مناقصة عامة وذلك كما يلي: –

1	(إستبدال خط نقل مياه الصرف الصحي بالمنطقة الثالثة  ) وصف عام للعمل : الهدف من هذا المشروع هو تركيب خط أنابيب رئيسي جديد لمياه الصرف الصحي من الرفع محطة إلى محطة المعالجة. هذا هو عقد EPC وبالتالي يجب على المقاول  ان يكون مسؤولاً عن الهندسة الكاملة والمشتريات المواد وأعمال البناء المطلوبة لـلمشروع. بالإضافة إلى ذلك، الأعمال الميكانيكية / الأنابيب / الحفر / الردم / حوض التجميع غرف التفتيش / الأعمال الخرسانية	TP- 222308X	,0005 د. ل	الاحـــــد  03/03/2024م

فعلى كافة الشركات المتخصصة والتي لديها الخبرة في هذا المجال والراغبة في المشاركة في العطاء المذكور أعلاه والتي تأنس في نفسها القدرة والكفاءة على التنفيذ الجيد لهذا المشروع الحضور إلى مكتب أمانة سر لجنة العطاءات الرئيسية بشركة سرت لإنتاج وتصنيع النفط والغاز بمرسى البريقة لسحب كراسة الشروط والمواصفات مقابل دفع المبلغ المبين قرين المشروع في شكل صك مصدق (صادر عن حساب الشركة وليس حساب شخصي) أو نقداً، (غير قابل للترجيع).

المستندات التالية مطلوب تقديمها مع العروض:

–   عقد التأسيس

–   رخصة مزاولة العمل (سارية المفعول).

–   شهادة إثبات سداد الضريبة (سارية المفعول).

–   قرار وزارة الاقتصاد والتجارة بالإذن بممارسة النشاط (للشركات الأجنبية).

–   الشهادات الدالة على الخبرة السابقة والقدرة على تنفيذ العمل المطلوب.

–  في حالة وجود شريك متضامن إحضار اتفاقية التضامن (على أن يكون الشريك المتضامن مقيد ومسجل لدىَ جهات الاختصاص بالداخل وتقديم المستندات الدالة على ذلك مع العرض).

هام جداً:

الشركات الراغبة في سحب مستندات المناقصة والتي تنوي تقديم عرضها بالتضامن مع شريك أو أكثر، عليها تقديم اتفاقية تضامن مبرمة بينهم مصدق عليها من جهات الاختصاص، تنص على إلزام أطرافها مجتمعين ومنفردين بتنفيذ كافة الأعمال وتحديد الممثل القانوني لتنفيذ هذه الاتفاقية أمام الشركة.

وسوف لن يقبل أي عرض مخالف لما ورد أعلاه.

· تسحب كراسات الشروط والمواصفات طيلة أيام الأسبوع عدا يومي الجمعة والسبت والعطلات الرسمية وذلك اعتباراً من يوم الاحد الموافق 28/01/2024م ولغاية يوم الاحد 11/02/2024م، وذلك خلال الفترة من الساعة 10:00 صباحاً إلى الساعة 12:00 ظهراً.

شروط تقديم العروض:

· تقدم العروض وفقاً لكراسة الشروط والمواصفات ومتطلبات تقديم العرض المرفقة بها وسوف لن يلتفت إلى العروض غير المستوفاة للشروط المطلوبة.

· يجب تقديم العروض في مظروفين منفصلين مغلقين بالشمع الأحمر ومختومين بختم مقدم العرض مع بيان اسم المشروع ورقم المناقصة. يتضمن المظروف الأول عرضاً فنياً من (أصل + صورتين + نسخة على قرص مضغوط) وعرض مالي غير مسعر، ويتضمن المظروف الثاني عرضاً مالياً من أصل وصورة.

· يرفق مع العرض المالي غير مسعر تأمين ابتدائي بقيمة (50,000 د.ل) خمسون  الف دينار ليبي بموجب خطاب ضمان أو صك مصدق صادر من أحد المصارف العاملة بليبيا باسم شركة سرت لإنتاج وتصنيع النفط والغاز في ظرف منفصل مغلق ومشمع. ولن يقبل أي عرض ما لم يكن مصحوباً بالتأمين الابتدائي، يتم ترجيع قيمة التأمين الابتدائي لمن لم يرس عليه العطاء.

· على الفائز بالعطاء أن يقدم تأميناً نهائياً بمبلغ لا يقل عن 10% من القيمة الإجمالية خلال مدة 30 يوماً من إخطاره بقبول عرضه، ويجب أن يبقى التأمين النهائي ساري المفعول طول مدة العقد، وحتى يفي المقاول بكافة التزاماته، ويتم الإفراج عن التأمين النهائي بعد انتهاء مدة الضمان (ضمان حسن الأداء) التي لا تقل عن سنة من تاريخ الاستلام المبدئي للأعمال، وبعد أن يكون المقاول قد أوفى بكافة التزاماته التعاقدية المنصوص عليها في العقد.

· للشركة الحق في استبعاد الشركات التي ليس لها المقدرة على التنفيذ أو لا تنطبق عليها الشروط المطلوبة.

· تسلم العروض إلى أمانة سر لجنة العطاءات الرئيسية بمقر الشركة بالبريقة خلال ساعات الدوام الرسمي وحسب الموعد المحدد قرين المشروع، بمقرها الكائن بالمبنى الإداري الرئيسي بالمنطقة الأولى – مرسى البريقة.

· على الشركات الراغبة في سحب مستندات المناقصة توجيه كتاب معنون إلى لجنة العطاءات الرئيسية تبدي فيه رغبتها بالمشاركة متضمناً تخويل أحد مستخدميها لسحب الكراسة.

Conditions for submitting offers:

· Bids will be submitted in accordance with the terms, specifications and bid submission requirements attached thereto, and bids that do not meet the required conditions will not be considered.

· Bids must be submitted in two separate envelopes sealed with red wax and stamped by the bidder, indicating the project name and tender number. The first envelope includes a technical proposal ( original + two copies + a CD copy ) and an unpriced financial offer. The second envelope includes a financial offer, including an original and a copy .

· The unpriced financial offer shall be accompanied by a preliminary insurance amounting to (50,000 L.D.) fifty thousand Libyan dinars under a letter of guarantee or a certified instrument issued by one of the banks operating in Libya in the name of the Sirte Oil and Gas Production and Manufacturing Company in a separate, sealed, waxed envelope . No bid will be accepted unless it is accompanied by the initial insurance. The value of the initial insurance will be refunded to those who did not win the bid.

· The winning bidder must provide a final insurance in an amount of not less than 10 % of the total value within a period of 30 days from being notified of the acceptance of his offer. The final insurance must remain in effect for the duration of the contract, until the contractor fulfills all his obligations, and the final insurance is released after the expiration of the contract period. The guarantee (performance guarantee) is not less than one year from the date of initial receipt of the works, and after the contractor has fulfilled all his contractual obligations stipulated in the contract.

· The company has the right to exclude companies that do not have the ability to implement or do not meet the required conditions.
