Advancing social accountability in climate actions in Cambodia
Description
The World Bank has been supporting the Implementation of Social Accountability Framework (ISAF) in Cambodia through operations that support both the “supply” and “demand” sides of social accountability, implemented by the National Committee for Subnational Democratic Development Secretariat (NCDDS) and the civil society organization World Vision International. Here, social accountability is understood as an approach toward building accountability that relies on civic engagement, i.e., in which ordinary citizens and/or civil society organizations participate directly or indirectly in exacting accountability. In a public sector context, social accountability refers to a broad range of actions and mechanisms that citizens, communities, independent media and civil society organizations can use to hold public officials and public servants accountable. Some of the key outcomes of ISAF operations in Cambodia to date include an increased emphasis accorded by policy makers to social accountability and the fulfillment of citizens’ rights to participate in decision making, strengthened government-civil society engagement, increased access to services by the poorest, and incremental improvements in service delivery.
Currently, there is a need to extend the social accountability processes to local climate actions, and to ensure that vulnerable groups can meaningfully participate in these processes. An ongoing assessment of local climate action in Cambodia suggests that there are three main challenges hampering local communities’ effective participation in local climate actions: first, limited capacity of the local governments for undertaking climate resilience planning and providing effective mechanisms for communities, especially vulnerable groups, to engage fully in the process; second, limited capacity of communities to engage effectively and provide inputs for better climate resilience planning; and third, a lack of policy-oriented research to understand the nexus between social accountability, and climate policies and actions in the country.
The study aims to understand and advance mechanisms for social accountability in local climate resilience planning and implementation, by:
· Examining existing mechanisms for social accountability and public participation in climate policy and local development planning in Cambodia.
· Assessing knowledge and capacity gaps among communities and local governments (i.e., communes/sangkat councils) to engage effectively in climate resilience planning.
· Identifying entry points, best practices, and innovative approaches and provide concrete policy and programmatic recommendations for strengthening social accountability mechanisms in local climate actions in Cambodia.
It is expected that the study will include mixed methods, including review of secondary data, and collection of primary qualitative data.

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
