1. La République de Madagascar renforce son engagement dans la lutte contre la pauvreté et dans le développement en intensifiant son investissement dans le secteur de la protection sociale. Le FID a été désigné pour assurer la mise en œuvre de plusieurs projets financés par la Banque mondiale et a l’intention d’utiliser une partie de ces fonds pour effectuer les paiements au titre des contrats décrits en (2) ci-après :

Les prestations du Cabinet consistent à analyser le processus de réalisation des activités achevées et en cours sélectionnées, à examiner l’intégration de la dimension environnementale et sociale et le respect des normes environnementales et sociales par rapport aux procédures décrites dans le manuel.
3. Les principales missions consistent à :
o Evaluer pour chaque activité sélectionnée :
o
§ Le degré d’application des normes environnementales et sociales (NES) applicables aux différents types de sous projets financés ;
§ Le degré d’utilisation et d’approbation des outils de gestion des risques environnementaux et sociaux (GRES) lors de la production des documents techniques (mémoire de préparation de projet (MPP), plan annuel de mise en œuvre (PAMO), plan d’exécution de chantier (PEC), dossier d’appel d’offre (DAO), …)
§ Le degré de conformité de ces outils avec ceux prescrits dans le CGES et le manuel de procédures environnementales et sociales ;
§ L’adéquation pratique et opérationnelle de ces outils, dans la préparation des activités d’infrastructure, argent contre travail (ACT), filets sociaux productifs (FSP) et inclusion productive urbaine (IPU), notamment la revue de la fiche de filtration et plan de gestion environnementale et sociale ;
§ L’appropriation des dispositions et les principes environnementaux et sociaux par les prestataires de service (agence d’exécution (AGEX), agence d’encadrement (AGEC), Entreprise, accompagnateurs spécialisés, …)
o Etablir un plan d’action afin d’améliorer la performance environnementale et sociale pour l’ensemble des activités mises en œuvre par le FID;
o Le Cabinet d’audit assurera sa mission dans les sites ou fokontany d’intervention du FID issus de l’échantillonnage.
o Le FID invite les Cabinets admissibles à manifester leurs intérêts et fournir les informations démontrant qu’ils possèdent les qualifications requises et des expériences pertinentes pour l’exécution des prestations:
o QUALIFICATIONS MINIMALES REQUISES :
o Profil du Cabinet :
§ Cabinet créé depuis au moins 05 ans et en règle vis-à-vis de l’Administration (documents administratifs et fiscaux à jour à l’appui),
§ Cabinet spécialisé dans le domaine d’audit environnemental et social avec satisfaction du/des Client(s) (Attestation de bonne fin à l’appui) :
§ Ayant au moins 5 expériences dans la conduite d’audit et/ou études environnementales et sociales ;
§ Ayant effectué au moins 3 audits environnementaux et sociaux dans des Projets financés par la Banque mondiale ;
§ Ayant au moins une expérience réussie en audit technique ;
§ Ayant
au moins une expérience réussie dans les zones d’intervention :
Madagascar ;
Une expérience confirmée dans le domaine de protection sociale serait un atout
4. Il est porté à l’attention des Cabinets que les dispositions des paragraphes 3.14, 3.16 et 3.17 du « Règlement de Passation des Marchés pour les Emprunteurs sollicitant le Financement de Projets d’Investissement (FPI) publié par la Banque mondiale – version juillet 2016 et ses mises à jour » en matière de conflit d’intérêts sont applicables ;
5. Le cabinet sera sélectionné selon la méthode « Sélection fondée sur la Qualification des Consultants » telle que décrite dans ledit Règlement.
6. Les cabinets intéressés peuvent obtenir des informations supplémentaires à l’adresse (9) ci-dessous pendant les heures de bureau. 7. Le dossier de manifestation, sous enveloppe fermée et avec la mention « AMI n°08-AMI/FID DIRGEN/FSR/24 et l’intitulé de l’AMI » composé des documents listés ci-après est à déposer à l’adresse (9) ci-dessous, au plus tard 23 FEVRIER 2024 à seize heures (16h00mn) :

3. The main missions consist of:
o Evaluate for each selected activity:

§ The degree of application of environmental and social standards (NES) applicable to the different types of funded sub-projects;
§ The degree of use and approval of environmental and social risk management tools (GRES) during the production of technical documents (project preparation memorandum (MPP), annual implementation plan (PAMO), project preparation plan construction site execution (PEC), tender documents (DAO), etc.)
§ The degree of compliance of these tools with those prescribed in the CGES and the environmental and social procedures manual;
§ The practical and operational adequacy of these tools, in the preparation of infrastructure activities, cash for work (ACT), productive social safety nets (FSP) and urban productive inclusion (IPU), in particular the review of the filtration sheet and plan environmental and social management;
§ Appropriation of environmental and social provisions and principles by service providers (executing agency (AGEX), supervision agency (AGEC), Company, specialized support staff, etc.)
o Establish an action plan to improve environmental and social performance for all activities implemented by the FID;
o The Audit Firm will carry out its mission in the FID intervention sites or fokontany resulting from the sampling.
o The FID invites eligible Firms to express their interests and provide information demonstrating that they have the required qualifications and relevant experience for the performance of the services:
o MINIMUM QUALIFICATIONS REQUIRED:
o Firm profile :
§ Firm created for at least 5 years and in good standing with the Administration (up-to-date administrative and tax documents in support),
§ Firm specializing in the field of environmental and social audit with satisfaction of the Client(s) (Supporting certificate of successful completion):
§ Having at least 5 experiences in conducting audits and/or environmental and social studies;
§ Having carried out at least 3 environmental and social audits in Projects financed by the World Bank;
§ Having at least one successful experience in technical audit;
§ Having
at least one successful experience in the intervention zones: Madagascar;
Proven experience in the field of social protection would be an asset
4. It is brought to the attention of the Firms that the provisions of paragraphs 3.14, 3.16 and 3.17 of the “Procurement Regulations for Borrowers requesting Investment Project Financing (FPI) published by the World Bank – July 2016 version and its updates ” regarding conflicts of interest are applicable;
5. The firm will be selected according to the “Selection based on the Qualification of Consultants” method as described in the said Regulations.
