Mauritius is highly dependent on imported fossil fuel to meet its energy demand. The Government of Mauritius (GoM) aims to reduce greenhouse gas (GHG) emissions by 40% by 2030 through a green energy transition; including increasing the share of renewable energy (RE) to 60% and phasing out coal by 2030. In this context; IFC is working with an independent power producer (IPP) to support a transition from coal-bagasse to fully biomass at a hybrid power plant in Mauritius. The aim of the assignment is to provide a high-level financial; market; and climate analysis to evaluate the potential impact of switching from coal to biomass (also considering production and transport of biomass) – and that of not doing so – and benchmarking with other possible low-carbon energy production scenarios. The consultant is expected to conduct the following activities: 1) review of biomass supply chain; 2) review of alternative (candidate) generation options; and 3) compare levelized-cost of energy (LCOE) and development scenarios.
