Background
The Intergovernmental Authority on Development (IGAD) is a Regional Economic Community with a membership of eight countries in Africa namely- Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda. The Secretariat of IGAD is in Djibouti with a vision to achieving peace, prosperity, and regional integration in the IGAD region. IGAD fosters collaboration among member states through four overarching pillars including Agriculture and Environment, Economic Cooperation, Health, and Social Development: Peace and Security.
IGAD has been committed to promote Gender Equality and Women’s Empowerment (GEWE) through its comprehensive Gender Strategy 2016-2020 and Gender Strategy Implementation Plan 2016-2020 which were developed based on the need and evidence that gender plays an important role in determining economic growth, poverty reduction, and development effectiveness. This Gender Strategy was further based on the premise and realization that gender equality and Women’s Empowerment are fundamental pre-requisites for the regions and indeed Africa’s socio-economic and political transformation. The IGAD gender strategy is currently under a review process to incorporate key current and unfolding challenges and adopt working frameworks to push gender equality and women empowerment further.
The IGAD Gender Department mandated to coordinate gender commitments and actions enshrined under the gender strategy and other regional legal frameworks, had gone through restructuring process since 2022 to be better equipped with an organizational culture that responds to increasing demand for achieving concrete gender equality.
In 2023, the IGAD Gender Department is committed to continue pushing for positive and concrete changes towards gender equality and women empowerment both with in IGAD as an institution and its Member States.
Under the framework of the ISAP program, IGAD Gender Department seeks to assess the state of gender considerations in different IGAD divisions, programmatic interventions to better support divisions.
The Main Objectives of the Assignment:
The key commitments of IGAD Gender Department for 2023 to start engaging with different IGAD divisions to strengthen their capacity on promoting gender mainstreaming. Towards this end, the Gender Department staffs have been engaging experts, and Gender Focal Points to ensure that gender is taken as a priority in different program interventions.
The consultant/firm is expected under the direct supervision of IGAD Gender Manager, the regional consultant will undertake the following tasks:
· Assess the level of capacity and understanding on gender mainstreaming with divisions and programs.
· Identify strengths, weaknesses, opportunities, and threats on gender mainstreaming.
· Identify divisions with dedicated resources for gender mainstreaming and review gender analysis reports.
· Assess the monitoring and evaluation systems at all levels to understand its gender responsiveness.
· Assess the level of engaging of women and men in program interventions.
identify sex disaggregation in proposals and reports.
The Key Deliverables
The following deliverables are expected from the consultant:
The Consultancy Firm will provide the following deliverables.
1. A comprehensive inception reports with methodologies of assessment.
2. Comprehensive draft assessment report on staff capacity needs and the state of gender mainstreaming in selected IGAD divisions
3. Incorporation of comments and feedback from IGAD Gender Department and IGAD staff from different divisions.
4. Final report on State of Gender Mainstreaming in selected IGAD divisions
The duration of the assignment:
The assignment is for a total of 2 month (60 working day) starting from the date of signing a contract with IGAD.
The Required Qualifications:
· The Specialist/Expert must have a master’s degree in social science or other relevant fields from a reputed public university with at least 10 years of relevant experiences in social and gender development, preferably in development programs and understand the policies and strategies in relation to gender.
· Excellent presentation skills with written and oral communication are desired.
