1. Le Gouvernement de Madagascar a reçu un Financement de la Banque mondiale pour la mise en œuvre du Projet Filets Sociaux de Sécurité, et à l’intention d’utiliser une partie dudit Financement pour effectuer des paiements au titre du Marché relatif à l’Impression et multiplication des outils MACC, SES et supports Alphabétisation :
o Lot 01 : Impression et multiplication des Affiches en bâche. (Pour DIR Fianarantsoa)
o Lot 02 : Impression et multiplication des supports et affiches en papier. (Pour DIR Fianarantsoa)
o Lot 03 : Impression et multiplication des Affiches en bâche. (Pour DIR Toliara)
o Lot 04 : Impression et multiplication des supports et affiches en papier. (Pour DIR Toliara)
2. Le Fonds d’Intervention pour le Développement (FID) sollicite des offres fermées de la part de soumissionnaires éligibles et répondant aux qualifications requises pour la réalisation du marché.
3. La procédure sera conduite par mise en concurrence en recourant à une Demande de Cotation telle que définie dans le « Règlement de Passation des Marchés dans le cadre de Financement de Projets d’Investissement – Juillet 2016 de la Banque mondiale, et ses mis à jour » et ouverte à tous les soumissionnaires de pays éligibles tels que définis dans les Règles de passation des marchés.
4. Les Soumissionnaires intéressés et éligibles peuvent obtenir des informations complémentaires et prendre connaissance du dossier de consultation à l’adresse mentionnée ci-dessous (9) de 08h30mn à 16h30mn.
5. Le Dossier de Consultation en Français peut être demandé par e-mail à l’adresse en (9) par tout soumissionnaire intéressé en formulant une demande précisant la référence et l’objet du présent avis et les coordonnées du Demandeur (Nom, Téléphone, e-mail, adresse physique)
6. Les offres sous pli fermé avec la référence du présent dossier et la mention « NE PAS OUVRIR AVANT : 11 mars 2024 à ONZE HEURES (11 h00mn)», devront être remises à l’adresse ci-dessous (9) au plus tard le 11 mars 2024 à ONZE HEURES (11 h00mn), heure locale. La soumission des offres par voie électronique ne sera pas autorisée.
7. Les offres seront ouvertes en présence des représentants des soumissionnaires le même jour que la date limite fixée pour la remise des offres à dix heures (10 h00mn).
8. L’offre doit comprendre une garantie de soumission sous forme de chèque de banque certifié ou de lettre de garantie bancaire libellée au nom de « FID FSS FA3 », et valable pendant cent vingt (120) jours après la date d’ouverture des plis fixée dont le montant est de :
o Lot 01 (Affiche en bâche Fianarantsoa) : Cinq cent mille ariary (Ar.500 000)
o Lot 02 (Affiche en papier Fianarantsoa) : Cinq cent cinquante mille ariary (Ar.550 000)
o Lot 03 (Affiche en bâche Toliara) : Quatre-vingt mille ariary (Ar.80 000)

1. The Government of Madagascar has received funding from the World Bank for the implementation of the Social Safety Nets Project , and intends to use part of the said funding to make payments under the Contract relating to Printing and multiplication of MACC, SES tools and Literacy supports:

2. The Development Intervention Fund (FID) solicits closed offers from eligible bidders who meet the qualifications required to carry out the contract.
3. The procedure will be conducted through competitive bidding using a Quotation Request as defined in the “Procurement Regulations within the framework of Financing Investment Projects – July 2016 of the World Bank, and its updates” and open to all bidders from eligible countries as defined in the Procurement Rules.
4. Interested and eligible Bidders can obtain additional information and read the consultation file at the address mentioned below (9) from 8:30 a.m. to 4:30 p.m.
5. The Consultation File in French can be requested by e-mail at the address in (9) by any interested bidder by formulating a request specifying the reference and subject of this notice and the contact details of the Applicant (Name, Telephone, e -email, physical address)
6. Offers in a closed envelope with the reference of this file and the mention “DO NOT OPEN BEFORE: March 11, 2024 at ELEVEN HOURS (11:00 a.m.)” , must be delivered to the address below (9) no later than the 11 March 2024 at ELEVEN HOURS (11:00 a.m.) , local time. Submission of bids electronically will not be permitted.
7. Tenders will be opened in the presence of the tenderers' representatives on the same day as the deadline set for the submission of tenders at ten a.m. (10:00 a.m.).
8. The offer must include a bid guarantee in the form of a certified bank check or bank guarantee letter made out in the name of “FID FSS FA3”, and valid for one hundred and twenty (120) days after the fixed bid opening date. the amount of which is:
