Background
The IGAD Centre of Excellence for Preventing and Countering Violent Extremism (ICEPCVE) was established to promote regional sharing of good practices and lessons learnt in preventing and countering violent extremism (P/CVE) initiatives, and to bring together actors involved in P/CVE work in the region to ensure an inclusive and holistic approach. Complementing the work of Intergovernmental Authority on Development (IGAD), ICEPCVE closely collaborates with partners to strengthen the capacity of state and non-state actors to consistently apply diverse preventive methodologies to counter violent extremism and terrorism. Since 2016, ICEPCVE has sought to engage with actors in the field of P/CVE to strengthen regional capacity, strengthen the capacity of at-risk communities, strengthen rule of law and justice systems and to promote research and knowledge sharing.
Project Description
As the nascent field of preventing and countering violent extremism (P/CVE) continues to evolve in the region, it has largely remained blind to the gender dynamics with limited participation of women at the community, national and regional levels. It is imperative that gender perspectives are integrated in P/CVE and counter terrorism (CT) efforts to ensure that all human rights are upheld on the basis of equality between men and women, and without discrimination.
It is on this background that the IGAD Centre of Excellence for Preventing and Countering Violent Extremism (ICEPCVE) in partnership with the Government of Sweden through the Swedish International Development Cooperation Agency (SIDA) designed a programme with the aim to contribute to narrowing gender gaps and amplifying the voice of women and their contribution in P/CVE work in the Horn and East Africa region. The Folke Bernadotte Academy (FBA), the Swedish agency for peace, security and development has in course of implementing the project supported capacity development including provision of technical support in development and delivery of training as well as advised on Women, Peace, and Security (WPS) subject to ICEPCVE’s needs.
The programme which commenced on 01 December 2022 and ends on 30 May 2024 seeks to enhance gender sensitive approaches in P/CVE by state and non-state actors including legislators, criminal justice officers, researchers, media practitioners, youth and CSOs drawn from nine select countries: Djibouti, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, Sudan, Tanzania, and Uganda to detect and interrupt violent extremism.
Purpose and Objectives
This Summative Evaluation is commissioned by each grant implementing unit at the very end of the grant implementation period in line with the Grant agreement. The evaluation serves the main purpose of assessing the project’s results, documenting and compiling lessons from the design and implementation to provide lessons for grants units to continue to pursue their mandates.
The Required Qualifications:
Key qualifications in the team should be:
· Relevant academic degrees (master’s level) in public policy, peace and conflict or security studies or other relevant social sciences
· Sound and proven knowledge and working experience in the field of peace and security as well as relevant security structures in the Horn of Africa region. A minimum of eight years’ experience and expertise in the Peace and Security field. Experience in the area preventing and countering of violent extremism and terrorism will be an added advantage.
· Team leader has conducted at least five evaluations in the last five years ideally in the relevant field.
· Team member(s) have participated in at least three evaluations ideally in the relevant field.
· Knowledge of the region with focus on topics such as violent extremism, public policy, peace and conflict, intergovernmental organizations
· Experience in evaluation exercises with the European Union and bilateral aid agencies including SIDA
· Experience in organizational development and project cycle management.
· Experience and expertise in cross-cutting issues and principles (gender equality, equal and non-discriminatory participation, environmental sustain- ability)

The Expression of Interest (EOIs) shall include the following components:
· A cover letter outlining the suitability of the consultant for the assignment, motivation and summarizing the relevant experience.
· Detailed Curriculum Vitae of consultants who will undertake the assignment, including names, addresses, and contacts (e-mail and telephone numbers) of three referees.
· Copies of relevant work undertaken in the last three years (electronic version).
No Technical or Financial Proposals Required in this Stage.
