Engagement on learning poverty and improving foundational reading

The World Bank is looking for the services of a firm for two complementary deliverables: (i) outreach and  parental engagement campaign on foundational learning and (ii) complementary dissemination and communications campaign for the World Bank’s provincial policy briefs to reduce Learning Poverty and catalyze learning in Pakistan.

Purpose and duration of the assignment

The assignment will be split into two complementary deliverables to (1) pilot parental engagement with their children’s learning and (2) disseminate messages around the drivers of learning poverty, recommendations to reduce learning poverty and the importance of reading as a foundation for all learning and (2). The deliverables are described below:

Deliverable 1: Pilot a behavior science led communications intervention that allows parents to meaningfully engage with their children’s learning. Using an easily accessible solution, parents should be able to i) assess the quality of their children’s learning at home, ii) understand the role they can play in helping build a learning-friendly environment at home, and iii) better engage with teachers on the quality of their children’s learning. Through this activity, we expect to support the development of communications products that bridge the gap between parents’ perception of their children’s quality of learning and the poor quality that is showing on nationally rolled out assessments.

Deliverable 2: Deliver a dissemination and advocacy plan for the World Bank’s learning poverty research. The World Bank is developing provincial policy briefs to identify the main drivers of learning poverty and provide actionable, costed recommendations to improve foundational learning levels. These knowledge products are expected to be leveraged to engage the government on education reform. Knowledge sharing will involve Planning and Development, as well as Finance departments at both provincial and federal levels. The goal is to maintain focus on the importance of investing in education for increased productivity and economic growth.

SUBMISSION REQUIREMENTS

The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES

Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
