About Gender and Economic Inclusion Department (GEIG): Gender is a cross-cutting corporate priority for IFC, as highlighted in the WBG’s Gender Strategy. IFC works toward a private sector that provides women, men, and underserved communities with equal economic opportunities as leaders, employees, entrepreneurs, consumers, and community members. We develop research and evidence on the business case and solutions for reducing gender gaps and including underserved groups such as persons with disabilities and LGBTI people; support mobilization through impact investing and social bond principles; work with IFC funds and clients to identify good practices; forge public and private sector partnerships; and provide tailored operational solutions that create economic opportunities and development for all.
Context: IFC is launching with int@j (ICT Association of Jordan), the Jordanian National Commission for Women (JNCW) & the Chamber of Commerce, Industry and Agriculture of Beirut & Mount Lebanon (CCIA-BML), the “Care Arabia Regional Peer Learning Platform (PLP)”, building on two previous similar platforms with the same partners. The platform aims to build the knowledge and capacity among a cohort of 20 private sector employers on providing childcare support solutions to their employees; increasing female labor force participation and demand for private childcare services.
Objective of the assignment is to implement a series of activities under the Care Arabia Regional Peer Learning Platform. These activities will focus on enabling the 20 companies (10 from Jordan & 10 from Lebanon) participating in the PLP cohort to design, plan & subsequently self-implement employer-supported childcare solutions, in their respective workplaces, in accordance with national regulations and international best practices. The activities aim to enhance the knowledge and improve the technical capacity of the cohort, enabling them to provide family-friendly childcare support solutions to their employees. Types of childcare support solutions that might be developed with the participating employers include but not limited to; flexible working policies, parental hours/leaves, discounted/preferential rates at nearby nurseries, subsidized nursery fees or stipends, etc. Companies will also be invited to publicly pledge their commitment to providing care solutions to employees in their company and supported in implementing their commitment.
1. SCOPE OF WORK
IFC is seeking a qualified consulting firm/consortium (“the Consulting Firm”) to carry out the assignment and support the implementation of the activities of the Care Arabia PLP (PLP) under the guidance and supervision of the IFC team across all activities listed below.
IFC will kick off the PLP initiative, by selecting 20 private sector champion companies; 10 from Jordan and 10 from Lebanon who will become members of the PLP cohort. This is an activity that the IFC will have concluded prior to the commencement of activities below. The PLP cohort activities are expected to have an indicative duration of approximately 15 months from the date of contract award.
All materials produced under this scope of work will be reviewed by IFC prior to being circulated with the cohort of companies and before being deemed final.
Prior to kick-starting the activities detailed below, the IFC and the vendor will hold an inception meeting to discuss, agree and finalize the approach, timeline and detailed workplan of the assignment. This will be wrapped-up with an inception report produced by the consulting firm. The consulting firm is expected to implement the following activities with the selected cohort:
1. Pledge Preparation: to familiarize companies with concept of pledges and request willing companies to submit the “pledging form”, ahead of the launch event. The consulting firm will:
1. design and develop the pledge brochure and form,
2. administer it through an online platform to the 20 companies of the PLP (Survey Monkey or similar), to familiarize them with concept of pledges and request willing companies to submit the “pledging form”, this includes necessary follow-ups,
3. share the results of submissions with the IFC team, and;
4. organize & hold the 1:1 meetings with companies that pledged. These meetings will support companies in finalizing their pledge with management and its announcement at the Launch event to follow.
Deliverable: One pledge brochure and form circulated, with subsequent 1:1 meetings with companies that submitted.
(Activities 2 and 3 below will be administered in parallel or will be switched up in sequence, depending on the date of vendor selection)
1. Diagnostics to develop companies’ Care Profiles and Groups: Design and conduct two baseline needs assessments among the 20 companies and their employees. Building on the toolkit of IFC’s Guide for Employer-Supported childcare. Specifically, the consulting firm will:
1. Develop two needs assessments to be run with the PLP cohort:
1. one to identify employers’ strengths and in their current childcare solutions they offer to employees, as well as potential solutions they would like to develop; and
2. one to identify the employee care needs of each company,
2. Circulate the two surveys in a virtual meeting, ensuring understanding of the assessment questions,
3. Analyze results and develop one baseline report collating the findings as well as a short “Care Profile” for each company; highlighting strengths and gaps, providing recommendations for bridging these gaps and the solution to be worked on together.
4. Present the findings to each company and validate.
5. Develop a list of suggested groups of companies (~5 groups of ~4 companies) grouped based on similar Care Profiles & Solutions from both Jordan, Lebanon together and share with the IFC team for finalization.
Results will inform the Care Profile of each company, grouping of companies together and the care solutions to be developed at the design sessions (workshops) below.
Deliverables: Two needs assessments, collated in one baseline results report, one Care Profile per company, List of suggested groupings of companies based on similar needs identified.
1. Launch Event of PLP & Pledge Campaign #DARE2CARE. Not all cohort members are expected to pledge at event. The pledges do not need to match the care solutions the companies will be working on as part of the Care Cafés below. The consulting firm will:
1. Identify stakeholder discussion topics and experts and mobilize speakers/experts (may include external guest speakers that IFC may mobilize)
2. Develop launch event agenda and invitation
3. Brief and prepare experts/speakers ahead of the launch
4. Brief and prepare cohort of companies of role in the launch
5. Prepare pledging companies on event sequence with the IFC
6. Facilitate through the launch and prepare any necessary presentations
7. Design and disseminate participant satisfaction survey and collect results
8. Support in venue preparation and logistics on the day
The IFC project team will lead on the venue allocation and bookings.
Deliverables: One Launch Event agenda, support in briefing cohort companies on role in launch, including pledging companies, and one satisfaction survey developed and circulated.
1. Pledges Monitoring & Support: To the companies that pledged their commitment, deliver one pledge KPI & Action Plan Session to support them in their ability to commit to it, as well as quarterly check-ins. The consulting firm will:
1. Hold one virtual session after launch & before tool design sessions (step 5 below) to track and monitor progress on pledges with the companies that participated in the #Dare2Care pledge campaign. The firm will work with the companies to develop at least one KPI to monitor the progress of their pledges, enabling IFC to track its progress.
2. Hold pledge check-ins quarterly to ensure pledge completion and future implementation.
3. Develop & circulate pledge KPI monitoring tool following delivery of all Care Café design sessions (step 5 below). The tool will be based on the KPIs developed by companies and will enable the team to assess the pledge status to measure pledges progress after project completion. This will also enable the team to select “Pledge Movers”* that will be announced at the closing & award ceremony of the PLP.
*“Pledge Movers” are companies that have made strides & progress on their pledges and will be provided with a certificate/trophy of recognition from the IFC at the closing event of the PLP.
The IFC project team will provide the consulting firm with examples of pledge KPIs and action plans from previous projects, as well as monitoring tools.
Deliverables: One KPI & Action Plan setting session and tool, quarterly check-ins, one KPI monitoring tool.
1. Design & Deliver childcare solution design session/workshops (Care Cafés): The consulting firm will enable and support the selected companies in developing childcare support tools and initiatives through three to five experts (the “Care Coaches”), who will coach the 20 companies (5 groups of 4 companies) and provide them with the actions needed to develop their own childcare support tools. The consulting firm will divide the cohort into a range of ~5 groups of ~4 companies, where the grouping will be based on the results of the needs assessments conducted in activity 2 above. Specifically, the consulting firm/Care Coaches will:
1. Design & develop the agenda (for each session), content & workbook templates for the Care Cafés. The coaches will develop the content of each of the five design sessions including joint action plan to develop the childcare solution, a workbook that will include worksheets to be filled, the template of the HR childcare policy, process or procedure to be developed with each “Care Café" group. This will support companies to address steps needed to develop the childcare solution and allow exchange and mutual learning between the grouped companies on the common topic of priority. The IFC project team will support the coaches/consulting firm in developing & reviewing these, including support from the IFC Care experts.
2. Hold a kick-off meeting with each group of companies to familiarize them with the steps and timeline of sessions to follow.
3. Deliver five “Care Café” solution design sessions to each group covering the process of designing one customized childcare support HR tool for each firm. The five “Care Cafés” will guide and support companies in developing their care solutions. A “Care Café” is a session where grouped companies with similar Care Profiles and similar care solutions, are coached by the Care Coach. The Care Café design sessions will provide best practices, guidance and templates for design, planning, and implementation of care solutions. The final session (virtual) will focus on supporting companies in finalizing care solutions and prepare them for implementation. These are expected to take place over a period of 6 months. Further check-in calls will be scheduled with companies to ensure progress.
It is expected that the sessions will take place in person and on the same day for all five groups, logistics relating to venue will be led on by the IFC team.
Deliverables: Five design sessions for five groups of companies = total 25 sessions (~2 – 4 hours per session), One virtual kick-off meeting per group = total of 5 kick-off meetings
1. Prepare & Launch Cohort Competition: The cohort of companies will be invited to submit a simple application to compete for the prize of a mentorship opportunity. The IFC will mobilize a jury made up of IFC childcare experts to evaluate applications and select companies based on criteria. The top 2 winners will receive a study visit to a company with int’l best practice advanced care solutions. The consulting firm will:
1. Develop and circulate the competition form with support from the IFC,
2. Share the results of the submissions with the IFC team.
Competition prize: mentorship by international companies and study visit. The IFC team will be responsible to identify the international companies.
Deliverables: One competition form, administration of application submissions.

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
