Consultant for Analysis of the current Technical, Vocational Education and Training (TVET) System

Swisscontact has been present throughout South-East Asia for more than 30 years. Swisscontact has been operating in Cambodia since 2013, establishing its office in the country in April 2016.
Skills Development Programme (SDP) is a project of the Swiss Agency for Development and Cooperation (SDC). The SDP phase 2 (2020 to 2024) is implemented by Swisscontact in a consortium with INBAS and in collaboration with the Ministry of Labour and Vocational Training (MoLVT) and the Ministry of Tourism (MoT). The programme works closely with the government at the national and the provincial levels and with partners such as the National Employment Agency, public and non-governmental training providers as well as companies and small enterprises in the hospitality and other sectors.
To support us in the project activities we are looking for a motivated national or international Consultant to be a part of our team.

Responsibility:
The selected consultant / consulting team is tasked to prepare and submit a report, including mappings, visual illustrations, etc., on the current overall situation of the Cambodian TVET and skills development system, including the following:
a. Regulatory mapping:
To conduct a comprehensive and exhaustive compilation of all relevant policies, strategies, action plans etc. that constitute the existing regulatory framework governing and overseeing TVET and skills development in Cambodia.
A particular emphasis will be placed on understanding funding mechanisms and the actual financing and budgeting for TVET and skills development. Special attention will be given to monitoring schemes designed to improve performance outcomes and ensuring accountability contributing to evidence-based policy advice and planning. Moreover, the interface with the labor market and mechanisms for private sector collaboration, ensuring labor market relevance and related instruments, shall be assessed.
b. Institutional/stakeholder mapping:
Conducting an in-depth analysis of, and map out key stakeholders within the TVET landscape of Cambodia, including government bodies, training institutions, and private sector/industry partners. This involves delineating their mandates, roles and responsibilities, strategic positions, potential contributions, and interconnections.
The analysis of the main stakeholders of the TVET and skills development system shall also consider the extent of collaboration and connectivity among them.
Furthermore, it will pinpoint areas for improvement or gaps between assigned roles and their actual implementation.
The main deliverable will be a comprehensive TVET system map showing the relevant stakeholders, visually representing correlations, relationships, and potential synergies for a harmonized and synchronized TVET system.
· Selection Criteria:
o Advanced University degree in policy research, education, or a related social science discipline
o Minimum of five years of experience in policy development, policy research, conducting policy reviews, and/or assessing skills/TVET projects
o Technical proficiency in designing questionnaires, strong analytical skills, and a proven track record of high-quality publications in policy research, education and TVET / skills development
o Exceptional proficiency in Khmer and English for reading, writing, and speaking
o Proficiency in computer use for research and report writing
o Capability to thrive in a multi-cultural environment
o Adherence to high ethical standards, honesty, and integrity
o Display of gender-sensitive behaviour and attitude
