CONSULTANCY FOR WRITING FUNDING REQUESTS: Social Cohesion, Economic Integration, Professional Training & Access to Employment

PURPOSE OF THE MISSION

Under the responsibility of the Country Manager and in close collaboration with the operational, technical and support teams (HR, Finance, Logistics, Humanitarian Access and Security), this mission should make it possible to support the different stages of project preparation. Specifically, this will involve:

·  Contribute to defining the intervention strategy for economic integration and professional training of young people, taking into account the dynamics of social cohesion, in the departments of Atacora, Donga, Alibori and Borgou.

·  Develop a complete funding request, validated by HI, to submit to donors.

EXPECTED & DELIVERABLE RESULTS

Expected result 1 : Facilitate the definition of HI's intervention strategy in economic integration and professional training of young people, taking into account the dynamics of social cohesion, in the departments of Atacora, Donga, Alibori and Borgou. With the contributions and guidance of the operational and technical team of the HI program and the partners, it will be a question of formulating the axes and the logic of intervention of the project as well as the operational HR set up and support necessary for the implementation artwork.

Deliverables/documents submitted and validated: Prerequisite: Knowledge/capitalization on the actions of HI and other actors in the sector of economic integration, professional training, resilience and social cohesion/risk reduction (reading, interviews). – Mapping of national and departmental frameworks and plans for economic integration and professional training. – Mapping of actors in economic integration and professional training – Report of interviews with partners and actors – Contacts of partners and actors met – Logical framework – Team organization chart and recommendations on the necessary technical set-up – Proposal from actors involved in the implementation of the different aspects of the project (type of partnership, role and responsibilities), – Proposal for a composition and role of the steering committee – Proposals for coordination modalities and possible synergies with other projects and programs intervening on similar issues; – Risk analysis and mitigation measures, developed in conjunction with HI’s Humanitarian Access and Security department.

Expected result 2 : Develop a financing request, validated by HI.

Deliverables/documents submitted and validated: Complete project proposal, including annexes (final format to be specified at the start of the mission – equivalent to a complete financing request in AFD format) Detailed budget (HI format and donor format to be specified at the start of the mission ) developed in conjunction with the financial manager of HI and including a budgetary narrative on the activities section. Collaboration agreements with partners and/or consortium members (according to HI standard formats), where applicable.

Confidentiality: The consultant will respect the confidentiality of his or her activities, and will not use for his or her advantage or that of other people, neither during the duration of his contract nor after, the facts or information revealed by his mission of provider. He/she undertakes during the term of this contract and thereafter not to publish, distribute or make public, without the prior, express and written authorization of HI, the results of his/her activities within the framework of this Contract, or the documents or information provided, produced and received, which will remain the property of HI.

Modalities and execution of the mission Piloting the mission HI will ensure the piloting of the service. A technical committee will be set up by HI to monitor the different stages of the mission. The Consultant will be in close dialogue with HI. The service requires interactive and participatory work.

Organization and schedule of the mission The service will be the subject of a service contract. Based on the expression of needs, the Consultant submits a technical and financial offer in accordance with the terms of reference of the market. HI, through a selection committee, analyzes the offer and notifies the market to the Consultant. The mission will have a maximum execution duration of two months. It will take place according to the timetable proposed by the consultant in the technical offer accepted by HI. All deliverables must be submitted in electronic format. The service will be carried out on the basis of: – A documentary review – Interviews in Benin, with several institutions and actors. The Consultant will make a proposal in his offer. The list of people to meet will be finalized at the start of the mission in mutual agreement with HI. – Field visits in the proposed project intervention area. The contract will be executed in Benin: => in Cotonou for interviews / feedback with HI, institutional actors, technical and financial partners => in the project area (the proposed departments). Several times of discussion are planned with HI (by videoconference or in person). The Consultant will be responsible for organizing appointments for interviews. He will also prepare the restitution sessions of his work. Transport and accommodation costs for missions in Benin will be covered by the Consultant. Any translation needs will also be taken care of by the Consultant.

The application file must include: • A methodological note; • A proposed work plan; • A detailed budget with and without taxes; • A CV of the consultant and/or the team with whom he or she will work; • Three reference letters or end-of-service certificates attesting to the completion of similar work with telephone number and email address of the references' contacts.

Composition and size of the team of consultants The service will be entrusted to a consultant, who must have 10 years of experience in carrying out project writing, in the economic integration sectors. , vocational training and employment. He/she must have a good knowledge of Handicap International. He/She must have significant experience in sub-Saharan Africa and in particular in Benin.

1.1. Administrative criteria (eliminatory) • Legal documents of the service provider in their country of origin – Unique Tax Identifier (IFU). – Extract from the commercial register (RC) – Identity document of the legal representative – RIB – Tax certificate – CNSS certificate. – If the main consultant is different from the legal representative, official identity document of the consultant The name of the legal representative must appear on at least one official document

• Taxation A 20% tax is imposed on services provided in Benin.

• HI forms completed and signed o HI General Conditions of Purchase. o HI good business practices. o AFD integrity declaration.

1.2. Technical criteria: 70% a) CV The consultant will be a senior international expert with more than 10 years of experience in similar missions (management of feasibility studies and formulation of projects in the sectors economic integration, professional training and employment. With higher education (bac +5) in sociology or economics, or any other field deemed equivalent, he/she must have significant experience in the feasibility and setting up of similar projects. He/she will have proven experience in the following areas of expertise: economic integration, professional training, employment. He/she must know the procedures of international donors in the field of international cooperation.

The skills of the proposed team of experts must cover the following criteria: o Expertise and experience in project evaluation and writing; o Knowledge of international donor procedures (knowledge of AFD procedures will be an asset); o Knowledge of HI's mandate is an asset; o Expertise in institutional diagnosis / institutional capacity analysis; o Expertise in developing institutional arrangements and project operating methods, and in designing monitoring-evaluation systems; o Expertise and experience in at least one of the themes concerned; o Specific and complementary experiences.

Tools o Relevance of the tools proposed o Justification of the choices made o Taking into account the limits of the methodology o Taking into account the gender/disability/age dimension

d) Sponsor/focal point relationship o Compliance with the desired approach in the TOR o Number of meetings/feedback o Participatory approach (notably for the formulation of recommendations, or even conclusions)

e) Deliverables o Compliance with the TOR o Contribution of the offer.

f) Schedule o Compliance with the TOR o Availability of the consultant o Feasibility in relation to the proposed methodology o Sufficient level of precision.

1.3. Financial criteria: 30% of the Budget score o Consistency with the proposed methodology o Consistency of ancillary costs compared to Benin o Sufficient level of precision o Taking into account the deliverables o Competitiveness of the financial offer (quality/price ratio).

Discount granted : specify the discount granted on the overall offer, Payment conditions: indicate your payment conditions (rate and frequency of payment, means of payment) Validity of the offer: specify the period over which your offer remains valid (in month).
