BACKGROUND:
The Government of Antigua and Barbuda in partnership with the Ashley Lashley Foundation and UNICEF will be hosting a Small Island Developing States (SIDS) Global Children’s and Youth Action Summit in Antigua and Barbuda May 24 – 26. The event will bring together 60 children and youth from all the SIDS territories, along with other UN partners and donor agencies. To this end, we are seeking an entity to provide Audiovisual services to facilitate this event.
OBJECTIVE:
The objective of this contract is to (1) Provide a livestream of specific portions of the event, namely a 90-minute opening ceremony, 90-minute discussion and 60-minute closing ceremony on UNICEF Eastern Caribbean’s and partners’ Facebook and YouTube platforms; (2) Video record approximately two hours of various sessions on each of the three event days; (3) Provide stable intent connectivity to facilitate the livestreams.
DELIVERABLES:
The company is expected to:
1. Livestream the virtual conference from the conference venue
· Conduct a site visit to assess logistics and make arrangements with the conference venue prior to the event.
· Videotape two 90-minute and one 60-minute session at the event
· Facilitate a live broadcast of the three identified sessions on UNICEF and partner’s Facebook and YouTube channels.
· Create lower third graphic for all speakers/panelists.
· Livestream requested sessions at the conference at a bitrate between 720p / 30FPS and 1080p 60FPS.
2. Capture footage of other sessions on all three days of the conference, including outdoor tours (approximately two hours per day)
3. Provide optional backup internet connectivity capable of supporting the livestreaming of the event. The connection should be able to support upload speeds of at least 35mbps and downloads speeds of 50+mbps.[MB1]
EXPECTED BACKGROUND AND EXPERIENCE:
The institutional contractor should be recognized with the capacity to undertake quality work within a short space of time. Interested companies should meet the following minimum qualification criteria:
· Be an officially registered legal entity based in Antigua and Barbuda
· Experience in live streaming conferences and events on a stable web platform
· High quality of video and production
· A proven track record in videography demonstrated by a portfolio of recent work.

EVALUATION CRITERIA:
The technical evaluation will be considered in accordance with the following information:
Technical Proposal: 70 points
1) Overall Response (15 points):
a) Understanding of, and responsiveness to UNICEF requirements;
b) Understanding of scope, objectives and completeness of response;
c) Overall concord between UNICEF requirements and the proposal.
2) Company and key personnel, experience (30 points):
a) Team: Relevant experience, qualifications, skills and competencies;
b) Professional expertise, knowledge and experience with similar clients;
c) Relevant experience videotaping/livestreaming conferences
3) Internet (25 points):
a) Ability to provide seamless backup internet connectivity for livestreaming.
Note: The Financial Proposals will be opened only to the companies considered technically approved (range between 49 to 70 points).

RECOURSE:
UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. Performance indicators against which the satisfactory conclusion of this contract will be assessed include timeliness/quality of submission and responsiveness to UNICEF and counterpart feedback.
PROPERTY RIGHTS:
UNICEF shall hold all property rights, such as copyright, patents and registered trademarks, on matters directly related to, or derived from, the work carried out through this contract with UNICEF. The bidder must submit all documentation and source code where necessary to UNICEF upon successful launch.
PROVISION OF SERVICES AND GENERAL TERMS OF AGREEMENT:
Under the General Terms and Conditions of a Contract with UNICEF, the Contractor will provide the Services and deliver the Deliverables in accordance with the scope of work set out in the Contract, including, but not limited to, the time for delivery of the Services and Deliverables, and to UNICEF’s satisfaction.
PAYMENT TERMS:
Full payment will be made against all agreed upon deliverables after successful provision of the services and submission of final invoice to the Contract Manager. Full payment within 30 days after completion of the satisfactory performance. UNICEF General Terms and Conditions will apply for non-satisfactory performance.

*Financial Proposal to be issued exclusive of Antigua and Barbuda 15% Sales Tax (ABST)/VAT in accordance with UNICEF’s Basic Cooperation Agreement with the Government of Antigua and Barbuda.
3. Evidence of similar services provided in the past or currently; include a maximum of two (2) examples showcasing company expertise in the areas outlined in this terms or reference:
