Terms of Reference (ToR)
1. Development of architectural and structural plans for a border post to enhance governance transhumance routes and regulate crossborder trade between Ethiopia and Sudan
2. Develop architectural and structural plans for business incubation centres in two cross-border areas (Morungole, Kaabong district, Uganda and Narus, Kapoeta East County, South Sudan) and
3. Develop architectural and structural plan for one poultry house for Akandeyu, Ethiopia
Background
The IGAD Centre for Pastoral Areas and Livestock Development (ICPALD) was established in July 2012 as an Intergovernmental Authority on Development (IGAD) Specialized Institution mandated to “promote and facilitate sustainable and equitable drylands and livestock development in the IGAD region.” To fulfil its mandate, ICPALD provides a platform for regional cooperation and coordination in drylands, pastoralism and livestock development. ICPALD has the mandate to promote and facilitate gender, conflict and environment responsive sustainable and equitable livestock and complementary livelihoods development in arid and semi-arid areas of the IGAD region.
Promotion of governance along crossborder transhumance routes and promoting pastoralist entry into alternative livelihoods
Transhumance pastoralism (mobility) is the order of the day in Sustainable Ecosystem Management (SEM) project intervention crossborder areas between Ethiopia- Sudan and South Sudan- Uganda. Mobility is often attributed to search for pasture and water especially during prolonged dry spells or drought attributed to effects of climate change as an indigenous coping strategy but with consequences for other variables such as property rights, institutions, governance, environmental management and conflict. Occasionally, crossborder mobility is due to trade, most of which is informal. Establishment of recognized formal points of entry and exit for the transhumance of livestock and herders along the designated corridors in the cluster regions is important to regulate livestock movement as well as encourage formal trade.
Additionally, the project will promote exploitation of already commercialized rangelands’ natural products such as honey production, artisanal mining, artcraft, poultry keeping among others to serve as a support for pastoral dropouts, the elderly, youths, men and women. This aims to build the resilience of pastoralists towards the negative effects of climate change and conservation of biodiversity which will contribute to healthy and sustainable rangeland ecosystems and secure livelihoods. Two business incubation centers will be constructed, one each in Narus, Kapoeta East County and another in Morungole Sub-County in Kaabong District. One poultry house will be constructed in Akandeyu, Ethiopia. Moreover, training and capacity building will be provided through delivering business incubation centers which will be equipped after detail context and product supply analysis based on each identified site.
Project Overview
Sustainable Ecosystem Management (SEM) for pastoralism in cross-border areas of the IGAD region is a three-year (2023- Dec 2025) project funded by the Swedish International Development Agency (SIDA). The project goal is to enhance the resilience of pastoralist and agro-pastoralist livelihoods through sustainable management and the use of shared rangelands in cross-border areas of the IGAD region.
Sustainable ecosystem management is the core of resilience building, especially for communities reliant on natural resources. In line with the IGAD Cluster-based approach, the project is being implemented in two IGAD cross-border areas (Kaabong/Kapoeta (Uganda-South Sudan) and Benishangul-Gumuz Region/ Blue Nile State (Ethiopia/ Sudan) addressing cross-cutting and regional issues for communities sharing resources. The intervention areas correspond to the shared ecosystem and transhumance routes.
SEM will be implemented by ICPALD in close collaboration and in partnership with the relevant government ministries, other civil society organizations, and with communities, with the ultimate aim of enhancing the resilience of pastoralist and agro-pastoralist livelihoods and thereby accelerating sustainable economic and social development for the poor and marginalized persons especially women and youth.
The Project would focus on the following five objectives:
1. To build knowledge and understanding about the status of shared rangelands in those border areas to support sustainable management,
2. To enhance feed and fodder availability for men and women pastoralists and agro-pastoralists through regulated use and management of shared rangelands in cross-border areas,
3. To diversify livelihoods for men and women pastoralists and agro-pastoralists through sustainable production and use of wild and domesticated rangelands products (gum and resin, Aloe vera, etc) and other enterprises,
4. To support research that informs sustainable rangeland ecosystem and pastoral resilience, and
5. To improve governance of transhumance routes and wildlife corridors in cross-border areas.
Objectives of the work:
The main objective of the design consultancy work is to prepare the typical designs of civil structures of 1) border post, 2) business incubation centre and 3) poultry house with ancillary facilities, water reticulation and electrical architecture
The specific objectives of design of building structures are:
1. To prepare number of typical architectural designs as per the guideline of ICPALD and concerned government authorities.
2. To prepare structural analysis and report of the approved architectural drawings.
· Prepare detailed bill of quantities (BoQ) with estimates of the designed border post, business incubation centre and poultry house.
1. Prepare the specification of the materials and methodologies to be used in construction works.
2. Provide technical backstopping to local engineers recruited to supervise the construction works
3. Test and commission the finished structures before hand over to established groups
Deliverables:
1. Architectural design and detail working drawings for three rooms border post, an incubation centre and poultry house structures.
2. Structural analysis and detail structural drawings of the designs.
· Electrical layout, water reticulation and sanitary drawings.
1. Bill of quantities with detailed estimation of design.
2. Specification of materials and methodology to be conducted during the construction period.
Qualifications, Competence, Skills and Knowledge
Academic Qualifications
A bachelor’s or master’s degree in architectural engineering from a recognized institution with a professional engineering license.
Work Experience and Competencies
· Ten (10) years overall experience in the fields relevant to the assignment;
· Current knowledge of industry trends, technology, codes, and regulations.
· Has ability to diagram designs both manually and with computer-aided drafting.
· Understanding of the IGAD region drylands.
Other Experience/ Knowledge / Abilities
· Self-starter with the ability to strategically plan to execute the work;
· Experience working with regional and international organization (s), including construction companies;
· Strong interpersonal skills and ability to deal with technical and people management challenges.
· Verbal and written communication skills in English.
Consultancy Duration and Fees
· The consultancy work shall start within 10 (ten) days or less after the signing of the work contract with IGAD,
· The consultancy is fixed at a maximum of 30 person-day spread over a period of 6 months.
Assignment Location and Office Accommodation
The research institution will work closely with project technical staff from ICPALD.
Equipment
The research institution will use its office accommodation and facilities. During the visit to ICPALD offices in Nairobi, the assigned research staff will access photocopying, telephone and Internet facilities from ICPALD office.
Reporting and Management of the Assignment
The Consultant will work under the direct supervision of the ICPALD Director and the Technical Team comprising of Livestock/ rangeland specialists. The outputs indicated above and adherence to the time schedule will be approved by the technical lead, and any payment will be subject to this approval by the Director. All paper copies of the deliverables must be accompanied by electronic versions in the respective Microsoft Office application format (e.g., MS Word for documents, MS Excel for spreadsheets). All images shall be provided in an editable digital format (e.g., high-quality JPG or PNG), and all software submitted with source code.

Selection criteria
The selection criteria will base on relevant education background, work experience (as described above); good track record in delivering similar assignments and experience of working in the IGAD region.

Insurance cover and Taxes
