Introduction:
People in Need (PIN) is international, non-governmental, non-profit making organization with headquarter in Prague, Czech Republic. Organization is providing relief aid and development assistance for the past 30 years in more than 20 countries around the world. People in Need is registered by the Ministry of Planning and International Cooperation in the Republic of Yemen with Principal Cooperation Agreement signed on the 25/11/2021.
SCOPE OF TENDER
Contract Title: Framework agreement for Providing Security guards service
Qualified tender offers (bids) are sought from competent contractors registered with company registration and document permitting providing non–armed security guards with security equipment (for the list of equipment please see Annex 3 of tender notice).
The preferred bidder will be required to enter into a framework agreement for 12 months with the possibility of extension with PIN for the provision of providing non-armed security guards trained professionally to comprehend, assess, and act to security related situations, and provide security equipment on conditions set out in attached annexes of the tender documentation.

Applicants/Tenderers must submit tender notice documents (Technical and Financial) offers to the following emails:

· Only questions sent to the email address procurement.yemen@peopleinneed.net before 27/03/2024 by 3 pm local time will be answered.
· Late tender submissions will be automatically rejected.
Offers should clearly include the following:
1- Tenderers have to include a copy of their valid company registration, valid business license, Valid Tax card, and Business bank account.
2- Tenderers preferably have a physical main office or branch in Aden Gov. Ability to reach and work.
3- Previous Experience (preferably in the same field of this tender supplies)
4- Tenderer offer must remain valid for the period of 60 days from the date of closing unless withdrawn in writing before the close of tenders.
5- Provide separate (Technical and Financial) offers.
PIN is not bound to accept any application or give reasons for rejection or acceptance.

إن منظمة الشعوب المحتاجين هي منظمة غير حكومية غير ربحية، ومقرها في براغ، جمهورية التشيك. تُقدم المنظمة مساعدات إغاثية وتنموية على مدى الثلاثين العام الماضية في 20 دولة حول العالم. إن المنظمة مسجلة لدى وزارة التخطيط والتعاون الدولي في جمهورية اليمن، وقامت بتوقيع اتفاقية التعاون الرئيسية في 25/11/2022م.
نطاق المناقصة
عنوان العقد: اتفاقية إطارية لتقديم خدمة الحراسة الأمنية
يتم طلب عروض العطاءات المؤهلة (العطاءات) من المقاولين المختصين المسجلين لدى تسجيل الشركة ووثيقة تسمح بتزويد حراس أمن غير مسلحين بمعدات أمنية (للاطلاع على قائمة المعدات، يرجى الاطلاع على الملحق 3 من إشعار المناقصة).
سيُطلب من مقدم العرض المفضل الدخول في اتفاقية إطارية لمدة 12 شهرًا مع إمكانية التمديد مع PIN لتوفير حراس أمن غير مسلحين مدربين بشكل احترافي لفهم المواقف المتعلقة بالأمن وتقييمها والتصرف فيها، وتوفير المعدات الأمنية. بالشروط المبينة في المرفقات المرفقة لوثائق العطاء.

التقديم:
يمكن للمتقدمين / مقدمي المناقصات تقديم مستندات المناقصة يدويًا إلى مكتب المنظمة بالعنوان المسجل المذكور أعلاه في مظاريف منفصلة ومختومة (العروض التقنية والمالية).
يجب تقديم العطاءات الإلكترونية عبر البريد الإلكتروني.

- سيتم رفض طلبات المناقصة المتأخرة تلقائيًا.
يجب أن تتضمن العروض بوضوح ما يلي:
1. يجب على مقدمي المناقصات تضمين نسخة من تسجيل الشركة سارية المفعول، ورخصة تجارية سارية، وبطاقة ضريبية سارية، وحساب بنكي تجاري.
2. يفضل أن يكون لمقدمي المناقصات مكتب رئيسي فعلي أو فرع في محافظة عدن؛ أي القدرة على الوصول والعمل.
3. الخبرة السابقة (يفضل أن تكون في نفس مجال توريد متطلبات مناقصة مماثلة)
4. يجب أن يضل عرض المناقصة ساري المفعول لمدة 60 يومًا من تاريخ الإغلاق ما لم يتم سحبه كتابيًا قبل إغلاق المناقصات.
5. تقديم عروض منفصلة (تقنية ومالية).
إن المنظمة ليست ملزمة بقبول أي طلب أو إبداء أسباب الرفض أو القبول.
