Sa mission est de mettre ensemble la recherche innovante, l’expertise du marché et les partenaires stratégiques des secteurs publics et privés pour identifier et mettre à l’échelle des solutions durables pour la nutrition des sols et des plantes qui profitent aux agriculteurs, aux entrepreneurs et à l’environnement.

A cet effet, IFDC recherche un fournisseur d’internet capable de fournir une bonne connexion internet et back up lors des coupures.

A. L’OBJET DU MARCHE

1. Contexte

En raison de la forte utilisation de la connexion Internet, et du nombre croissant de ses utilisateurs, le bureau d’IFDC Burundi est à la recherche d’une solution haute disponibilité de connexion Internet. Afin d’assurer une haute disponibilité. IFDC Burundi est à la recherche d’une connexion Internet pouvant prendre en charge de façon optimale les nombreuses ressources indispensables à son bon fonctionnement au quotidien ; il s’agit entre autres de la messagerie, de l’accès aux plates formes de collaboration, de l’application de gestion financière, administrative, des ressources humaines, etc. Et un accès à haute capacité au réseau Internet public.

Le fournisseur d’accès Internet (FAI) doit assurer un service de bout en bout, notamment en garantissant une bande passante dédiée, un support 365/24/7j. Il est attendu aussi du fournisseur de proposer une fourniture du service internet à domicile.

2. Objectif

Obtenir une connexion Internet et back up de très bonne qualité à des prix raisonnables pour le siège d’IFDC Burundi.

3. Prestations et matériels à fournir :

Fourniture de la connexion internet au bureau d’IFDC Burundi (la bande passante requise est de 20 Mbps / 20 Mbps dédié avec back up, et sur une bande non partagée avec un tiers par liaison fibre optique. Installation et configuration.

4. Contenu des offres

Chaque offre doit comporter une proposition technique et une proposition financière qui doivent être envoyer via à l’adresse Électronique ifdcburundi@ifdc.org. Le prestataire pourra proposer plusieurs offres en fonction de la technologie et préciser pour chaque cas la technologie utilisée (Fibre optique, ou Fibre optique en combinaison avec une liaison radio et avec back up). Chacune de ces offres étant accompagnée de l’offre financière correspondante.

Les prestataires intéressés sont invités à présenter leurs propositions techniques et financières avec taxe (TVA) et libellées en Francs Bu sous pli fermé, conformément aux clauses et conditions du présent avis d’appel d’offres.

B. TERMES DE REFERENCE

1. DESCRIPTION ET SPECIFICATIONS TECHNIQUES

Les prestations et matériels à fournir dans le cadre de cet appel d’offres sont constitués d’un seul lot. Ils devront aboutir à :

– Fournir la connexion internet au bureau IFDC BURUNDI par une liaison fibre optique ou Fibre optique en combinaison avec une liaison radio avec Back up.

2. INFORMATIONS COMPLEMENTAIRES

i) Situation géographique

Le bureau d’IFDC BURUNDI est situé à KABONDO OUEST, AVENUE DU LARGE N°10 à côté du bar restaurant la détente.

NB : Les fournisseurs sont vivement encouragés à visiter le site pour une meilleure évaluation des paramètres et contraintes techniques pouvant influencer la solution à proposer. Une attestation de visite de site sera délivrée à cet effet tous les jours ouvrables à partir de 19/3/2024 jusqu’au 27/3/2024.

3. DETAILS TECHNIQUES DU SERVICE

Le fournisseur tiendra compte des exigences techniques suivantes :

 Tous les équipements réseaux et télécommunications requis pour la mise en œuvre de la solution proposée seront pris en compte dans l’offre.

 Les frais relatifs aux travaux d’installation et/ou de génie civil doivent également être clairement expliqués dans la proposition.

 Le débit de 20/20Mbps, alloué à IFDC Burundi, sera dédié.

 La possibilité de consultation en temps réel des graphes de consommation de la bande passante au bureau IFDC BURUNDI.

 Accompagnement pour la mise en œuvre d’une politique de gestion de la bande passante souscrite.

 La latence entre un point du réseau et la destination internet ne doit pas dépasser 25 ms, pour autant que la connectivité ne soit pas encombrée par le bureau de IFDC Burundi.

La proposition financière devra être libellée en Francs Bu et fera bien ressortir les éléments suivants :

 IFDC BURUNDI mettra en place un système d’évaluation périodique des services rendus par le fournisseur.

 Avoir fourni des services internet auprès des services du gouvernement, des organismes internationaux ou dans le Système des Nations Unies ;

 Avoir une bonne référence dans l’installation des technologies de communication ;

6. RESPONSABILITE D’IFDC BURUNDI.

7. l’IFDC BURUNDI est responsable de l’exactitude des informations et des exigences données ausoumissionnaire.

8. L’IFDC BURUNDI sera responsable de la fourniture de l’énergie électrique. Toute fourniture deservice en dehors des heures de service en raison de l’absence d’énergie électrique dans le site ne sera pas considérée lors de l’évaluation de la disponibilité du service spécifié par le soumissionnaire.

7. RESPONSABILITES DU SOUMISSIONNAIRE

1. Tous les supports administratifs et logistiques ayant contribué à l’installation et la maintenance de des liaisons seront de la responsabilité du prestataire de services.

2. Le soumissionnaire retenu doit porter l’entière responsabilité de tous les sous-arrangements contractuels nécessaires pour remplir le contrat.

3. Le fournisseur est responsable de tous les travaux de génie civil qui sont susceptibles d’être requis, travaille à l’intérieur ou extérieur du bâtiment et mise en bonne état des lieux démolies, connecteurs, panneaux de brassage, rallonges …etc.

4. En cas de défaillance du matériel, le soumissionnaire est responsable de la réparation et/ou du remplacement et les coûts des services.

5. Le fournisseur garantira la confidentialité des données et la non-limitation ou blocage de trafic sur quelque port que ce soit.

The application file will consist of the following documents:

 An Administrative offer

 A technical offer;

 A financial offer;

 The Administrative offer will include:

1. A letter of transmission addressed to the Country Director of IFDC Burundi;

2. A brief description of the Supplier

3. A certificate of non-tax liability;

4. The commercial register,

5. Three certificates of service provided within the framework of the contract with an NGO/non-profit organization/company 6. Copy of the tax identification number;

6. A VAT registration certificate.

Any submissions not accompanied by the above documents classified in the order indicated and not conforming to the required model will be rejected.

 The technical offer will include:

1. Summary presentation of the structure

2. Understanding the terms of reference (mission)

3. Presentation of the proposed methodology and a strategy for carrying out the mission

;

4. The composition of the team and the responsibility of its members (list);

5. The curriculum vitae (CV) of the proposed experts (duly signed by the experts) with photocopies of each diploma and/or certificate obtained;

6. The calendar of activities or work schedule;

7. The general references of the structure (copies of documents, work contracts, letter of order, certificate or minutes of receipt of projects already carried out, as well as at least two copies of similar reports carried out);

 The financial offer will include all costs linked to the execution of the mission. b. Submission of Offers

The submission file written in French and marked “ Submission to the market for “Provision of Internet Connection and back up to the IFDC BURUNDI office ” should be sent to the Country Director via the electronic address ifdcburundi@ifdc.org at the latest late March 31, 2024 at 5:30 p.m.
