EMERGENCY SOCIAL PROTECTION AND RESPONSE TO FOOD CRISES PROJECT

AON n° : 004/FR/IDA-ECSP/MASS/2024

Acquisition of food products

1. The Government of Djibouti received a donation from the International Development Association to finance emergency social protection and food crisis response project, and intends to use part of this donation to make payments under the Contract for the acquisition of food products which is made up of the following four (4) lots: 

• Lot 1: Purchase of 20,000 bags of 25 kg of Bellam rice
• Lot 2: Purchase of 20,000 bags of 25 kg of flour
• Lot 3: Purchase of 20,000 bags of 25 kg of sugars
• Lot 4: Purchase of 6,667 cartons of edible oil (6X3 liters)

2. The Ministry of Social Affairs and Solidarity (MASS) solicits closed offers from eligible bidders meeting the qualifications required to supply food products.

3. The award of the contract will be conducted by national call for tenders (AON) as defined in “the Procurement Regulations within the framework of the financing of investment projects (November 2020)”, and open to all bidders. from eligible countries as defined in the Regulations.

4. Eligible and interested bidders can obtain information from MASS and review the tender documents during office hours 8:00 a.m. to 5:00 p.m. (Djibouti local time).

5.Interested and eligible Bidders may obtain a complete tender dossier in French by making a written request to the address mentioned below and against a non-refundable payment of fifteen thousand Djibouti francs (15,000 FDJ ). This call for tenders will also be published on the website of the Ministry of Social Affairs and Solidarity.

6. Offers must be submitted to the following address on Wednesday April 17, 2024 no later than 8:00 a.m. Submission of bids electronically will not be permitted. The Late bids will not be accepted. Bids will be opened in the presence of representatives of the bidders present in person at the address number mentioned below on Wednesday April 17, 2024 at 9:00 a.m. local time (National Public Procurement Commission, headquarters: palace of the people of Djibouti).

7.All offers must include a bid submission guarantee in the amount of:

• Lot 1: 1,100,000 FDJ (One million one hundred thousand Djibouti francs)

• Lot 2: 800,000 FDJ (Eight hundred thousand Djibouti francs)

• Lot 3: 1,500,000 FDJ (One Million Five Hundred Thousand Djibouti Francs)
• Lot 4: 700,000 FDJ (Seven hundred thousand Djibouti francs)

8. In accordance with the Procurement Plan: “Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the beneficial ownership of the successful Bidder, as part of the Notification of Award of the Procure, using the Beneficial Ownership Disclosure Form as included in the tender document. »
