Les offres doivent être constituées de tous les documents exigés dans le cahier des charges, doivent être présentées sous deux enveloppes distinctes fermées et portant le cachet humide, ainsi que la mention correspondante « offre technique » et/ou « offre financière » selon le cas, ces deux enveloppes doivent être insérées dans une troisième enveloppe qui devra être obligatoirement fermée et anonyme et ne porte que la mention suivante :
