Le Gouvernement de la République du Burundi a reçu un financement de la Banque mondiale pour couvrir le coût du Projet de Facilitation du Commerce et Intégration dans la région des Grands Lacs (PFCIGL) et a l’intention d’affecter une partie du produit à des services de consultant.
L’étude vise les objectifs suivants :

1) Recueillir et comparer les données concernant les diverses expériences et pratiques déjà existantes (au Burundi et en RDC ou dans d’autres pays) liées aux stratégies de système d’approvisionnement et de distribution à travers le groupage des marchandises par les Associations des Commerçants Transfrontaliers (ACT) :

a. Entreprendre une collecte de données et une évaluation structurée des fonctions clés de système d’approvisionnement et distribution, et les examiner lors d’une réunion de bilan ;
b. Fournir des renseignements détaillés sur le mode de fonctionnement des achats groupés, notamment modéliser le fonctionnement de l’opération en faisant apparaitre les coûts, le temps et les risques. (Analyse SWOT) ;
c. Établir une cartographie des produits du groupage afin de recueillir des données sur les gammes et prix des produits importés et/ou exportés, au moyen d’une méthode adaptée afin d’éviter des taxations arbitraires lors de la traversée des frontières et ainsi permettre une intégration des échanges transfrontaliers dans le Système Douanier Automatisé, SYDONIA en sigle ;
d. Préciser les facteurs de succès des activités d’approvisionnement et distribution, l’expérience acquise et les problèmes et contraintes rencontrés dans ces activités ;
e. Proposer le transport le plus adapté pour une pérennisation du groupage des produits à la fois au niveau des frontières et des centres de collectes pour les chaines des valeurs qui seront développées ;
f. Recommander les mesures pour améliorer les prestations des ACT afin de permettre une pérennisation de l’activité ;
g. Proposer les mesures incitatives à mettre en place pour permettre l’essor du groupage.

2) Proposer les mesures nécessaires pour que les activités de groupage soient (i) privilégiées par les services aux frontières, (ii) traitées dans les meilleurs délais selon une procédure simple et rapide tout en garantissant le contrôle des agents aux frontières ; (iii) enfin définir l’organisation et les équipements que les services aux frontières devraient avoir pour faciliter ces opérations.
3) Montrer comment le groupage peut contribuer à la formalisation du commerce transfrontalier. Formuler des mécanismes à travers lesquels cette mutation du secteur informel vers le formel sera possible. Proposer des activités à développer pour la pérennisation du groupage pour les différentes parties prenantes.
4) Identifier les sources potentielles de conflits et proposer des mesures pour les atténuer.
5) Définir la taille optimale de chaque ACT permettant de créer ou de maintenir les économies d’échelle.

Un élément important de la conception de cette étude consistera à examiner les bonnes pratiques par les pairs selon la formule « apprendre en évaluant » et « apprendre à évaluer », les évaluations se faisant en RDC.

Le bureau devra étudier si le modèle d’organisation du système d’approvisionnement et distribution des produits grâce à la stratégie d’achats groupés par les commerçants transfrontaliers est conforme au droit commercial, aux accords bilatéraux signés par le Burundi et respecte les normes de l’OMC, CEPGL, COMESA, ZLECAF et EAC.

Les Termes de Référence (TDR) pour l’étape de procédure primaire d’acquisition pour la mission peuvent être obtenus sur demande à l’adresse ci-dessous.

L’Unité de Gestion du PFCIGL invite dès à présent les firmes de consultants admissibles (« Consultants ») à faire part de leur intérêt à fournir les Services. Les Consultants intéressés doivent fournir des informations démontrant qu’ils possèdent les qualifications requises et l’expérience pertinente pour exécuter les Services. Les critères de sélection d’une liste restreinte sont les suivants :

Le Bureau d’études devra avoir les qualifications suivantes :

–  Avoir une expertise et expérience de 5 à 10 ans dans l’évaluation des capacités des besoins des organisations et PME impliquées dans le domaine de I ‘entreprenariat et développement et spécifiquement le commerce transfrontalier ;
–  Avoir une expérience dans le domaine d’appui aux PME, coopératives et associations et en renforcement des acteurs impliqués des chaines de valeur agricoles et commerciales ;
–  Avoir une Excellente connaissance du secteur privé burundais ;
–  Avoir la connaissance des marchés régionaux (EAC, RDC, etc.) serait un atout ;
–  La connaissance des procédures burundaises d’exportation et des procédures régionales d’importation est un atout.

La liste restreinte comprendra de 5 à 8 cabinets.

L’attention des Consultants intéressés est attirée sur la Section III, paragraphes, 3.14, 3.16 et 3.17 du « Règlement de Passation des Marchés pour les Emprunteurs de FPI » de la Banque mondiale, juillet 2016, révisé en novembre 2017, août 2018, novembre 2020 et septembre 2023(« Règlement de Passation des Marchés »), qui énonce la politique de la Banque mondiale en matière de conflits d’intérêts.

Les Consultants peuvent s’associer à d’autres firmes pour améliorer leurs qualifications, mais ils doivent indiquer clairement si l’association prend la forme d’un groupement et/ou d’une sous-traitance. Dans le cas d’un groupement, tous les membres du groupement d’entreprises seront solidairement responsables de l’ensemble du contrat, s’ils sont sélectionnés.

Un Consultant sera sélectionné selon la méthode de Sélection Fondée sur la Qualité et le Coût (SFQC) telle que décrite dans le Règlement de Passation des Marchés et qui sera expressément énoncé dans la Demande de Propositions.

Title of the Mission  : Conduct a study on the product supply and distribution system thanks to the group purchasing strategy by cross-border traders

The Government of the Republic of Burundi has received funding from the World Bank to cover the cost of the Trade Facilitation and Integration Project in the Great Lakes Region (PFCIGL) and intends to allocate part of the proceeds to consulting services.
The study has the following objectives:

1) Collect and compare data concerning the various experiences and practices already existing (in Burundi and the DRC or in other countries) linked to supply and distribution system strategies through the grouping of goods by Traders' Associations Cross-border (ACT):

has. Undertake data collection and structured assessment of key supply and distribution system functions, and review them at a debriefing meeting;
b. Provide detailed information on how group purchasing works, including modeling how the operation will work by showing costs, time and risks. (SWOT analysis) ;
vs. Establish a map of groupage products in order to collect data on the ranges and prices of imported and/or exported products, using a suitable method in order to avoid arbitrary taxation when crossing borders and thus enable integration cross-border trade in the Automated Customs System, ASYCUDA in acronym;
d. Specify the success factors of supply and distribution activities, the experience acquired and the problems and constraints encountered in these activities;
e. Propose the most suitable transport for the sustainability of product grouping at both borders and collection centers for the value chains that will be developed;
f. Recommend measures to improve ACT services in order to ensure the sustainability of the activity;
g. Propose the incentive measures to be put in place to enable the growth of groupage.

2) Propose the necessary measures so that grouping activities are (i) prioritized by border services, (ii) processed as quickly as possible using a simple and rapid procedure while guaranteeing the control of border agents; (iii) finally define the organization and equipment that border services should have to facilitate these operations.
3) Show how consolidation can contribute to the formalization of cross-border trade. Formulate mechanisms through which this shift from the informal to the formal sector will be possible. Propose activities to develop for the sustainability of grouping for the various stakeholders.
4) Identify potential sources of conflict and propose measures to mitigate them.
5) Define the optimal size of each ACT to create or maintain economies of scale.

An important element of the design of this study will be to peer review good practices using the “learning by evaluating” and “learning to evaluate” formula, with evaluations taking place in the DRC.

The office will have to study whether the organizational model of the system of supply and distribution of products thanks to the strategy of group purchasing by cross-border traders complies with commercial law, bilateral agreements signed by Burundi and respects the standards of the WTO, CEPGL, COMESA, ZLECAF and EAC.

The PFCIGL Management Unit now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria for selecting a shortlist are as follows:

The Design Office must have the following qualifications:

–   Have expertise and experience of 5 to 10 years in assessing the needs of organizations and SMEs involved in the field of entrepreneurship and development and specifically cross-border trade;
–   Have experience in the field of supporting SMEs, cooperatives and associations and strengthening the actors involved in the agricultural and commercial value chains;
–   Have excellent knowledge of the Burundian private sector;
–   Having knowledge of regional markets (EAC, DRC, etc.) would be an asset;
–   Knowledge of Burundian export procedures and regional import procedures is an asset.

The shortlist will include 5 to 8 firms.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16 and 3.17 of the World Bank “Procurement Regulations for REIT Borrowers”, July 2016, revised November 2017, August 2018, November 2020 and September 2023 ("Procurement Regulations"), which sets out the World Bank's policy on conflicts of interest.

Consultants may associate with other firms to improve their qualifications, but they must clearly indicate whether the association takes the form of a grouping and/or subcontracting. In the case of a group, all members of the group of companies will be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected using the Quality and Cost-Based Selection (QCBS) method as described in the Procurement Regulations and which will be expressly set out in the Request for Proposals.
