Les offres constituées des documents exigés dans le cahier des charges, doivent être présentées en deux exemplaires (original + copie) sous deux enveloppes fermées et portant cachet humide (offre technique et offre financière) à insérer dans une troisième enveloppe qui devra être obligatoirement fermée et anonyme et ne porter que la mention suivante :
