Les offres doivent être constituées de tous les documents exigés dans le cahier des charges, et présentées sous deux enveloppes distinctes fermées et portant le cachet humide, ainsi que la mention correspondante « offre technique » et « offre financière » selon le cas, ces deux enveloppes doivent être insérées dans une troisième enveloppe qui devra être obligatoirement fermée, anonyme et ne porter que la mention suivante :
