المشروع عبارة عن(توفير أدوية و مستلزمات طبية لتشغيل المركز الطبي ،وذلك وفقا لتفاصيل مجال العمل والمواصفات الفنية العامة لشركة راس لانوف لتصنيع النفط والغاز، وشروط كراسة العطاء) .
على الشركات المتخصصة في هذا المجال ولديها التراخيص سارية المفعول ولديها الخبرة الكافية والقدرة على التنفيذ أن تتقدم إلي لجنة العطاءات الرئيسية بخطاب تخول فيه من تراه لإستلام كراسة عطاء المشروع قبل نهاية موعد تسليم الكراسات المذكور أعلاه، و أن تتوفر فيها الشروط التالية :-
· أن تكون الشركة متخصصة في هذا النوع من الأعمال .
· أن لا يقل رأس مالها عن(1,000,000) مليون دينار ليبي .
· أن لا تقل سنوات الخبرة لديها في هذا المجال عن (5) سنوات .
o علي المتضامنين المتقدمين بعرض مشترك وكذلك من يقدم عرض يشمل مقاول اخر من الباطن ان يرفق بعرضه التجاري غير المسعر المستندات والتراخيص والموافقات التي حددها القانون في مثل هذه الحالات .
و تقديم العروض وفق الأسس والشروط التالية :
· أن تكون تراخيص مزاولة النشاط سارية المفعول وتخولها القيام بالأعمال المطلوبة، وعلى الجهة المتقدمة للمشاركة أن تقدم ما يؤيد خبرتها في المجال و متخصصة في توريد و توفير الأدوية و المستلزمات الطبية .
· أن يقدم العرض وفقا للشروط والمتطلبات الواردة في كراسة العطاء في مظاريف مغلقة ومختومة بالشمع الأحمر ومعنونة باسم لجنة العطاءات الرئيسية – شركة راس لانوف لتصنيع النفط والغاز، و أن تعنون بوضوح بحيث تحمل إسم الشركة مقدمة العرض وإسم ورقم المشروع والمحتوى على الشكل التالي:
أ- الظرف الأول ( العرض الفني ) بدون أسعار .
ب- الظرف الثاني ( العرض المالي غير المسعر ) و الذي يجب ان يحتوي ايضاً علي الحسابات الختامية للمناقص
عن أخر ثلاث سنوات مالية صادر و مصادق عليه من مكتب محاسبة قانوني .
ج- الظرف الثالث ( العرض المالي المسعر ) .
د- الظرف الرابع ( التأمين الإبتدائي ) صك مصدق بإسم شركة راس لانوف لتصنيع النفط والغاز ، يكون صادرا من حساب الشركة و ليس من حساب شخصي ، او خطاب ضمان صادر من مصرف في ليبيا غير مشروط و غير قابل للالغاء او من مصرف دولي درجة اولي عن طريق المصرف الليبي الخارجي صالح لمدة (60) يوم بعد تاريخ صلاحية العرض .
هـ- إستيفاء نموذج الشفافية و توقيعه و ختمه و إرفاقه بالعطاء .
· يدفع ثمن كراسة العطاء المعلن عنه عن طريق صك مصدق باسم شركة راس لانوف لتصنيع النفط والغاز ، وأن يكون الصك صادرا من حساب الشركة وليس من حساب شخصي .(علما بأن هذا المبلغ لا يسترد) .
· أن يكون العرض صالح لمدة (120) يوما من تاريخ تقديمه، و أن يتحمل مقدم العرض كامل المسئوولية عن النفقات المتعلقة بإعداد عرضه ولا تتحمل شركة راس لانوف لتصنيع النفط والغاز أية مسئوولية عن تلك النفقات .
· لجنة العطاءات غير ملزمة بقبول أقل العروض سعرا .
o سيقتصر التقييم التجاري على العروض المقبولة فنيا .
· ترفض العروض التى تصل بعد التاريخ المحدد لإستلام العروض، ولن تستلم العروض التى لا تستوفى الشروط المذكورة أعلاه .

The project consists of ( providing medicines and medical supplies to operate the medical center , in accordance with the details of the scope of work, the general technical specifications of the Ras Lanuf Oil and Gas Manufacturing Company, and the terms of the tender brochure).
Companies that specialize in this field, have valid licenses, and have sufficient experience and ability to implement must submit a letter to the main bidding committee authorizing whoever it deems appropriate to receive the project bid brochure before the end of the brochure delivery date mentioned above, and that it must meet the following conditions:
· The company must specialize in this type of business.
· Its capital must not be less than ( 1,000,000 ) million Libyan dinars.
· Her years of experience in this field must not be less than (5) years.
o Joint partners submitting a joint offer, as well as those submitting an offer that includes another subcontractor, must attach to their unpriced commercial offer the documents, licenses and approvals specified by law in such cases.
Submitting offers according to the following principles and conditions:
· The licenses to practice the activity must be valid and authorize it to carry out the required work, and the party applying to participate must provide evidence that supports its experience in the field and specializes in supplying and providing medicines and medical supplies .
· The offer must be submitted in accordance with the conditions and requirements contained in the bid brochure in closed envelopes sealed with red wax and addressed in the name of the main bidding committee - Ras Lanuf Oil and Gas Manufacturing Company, and clearly addressed so that it bears the name of the company submitting the offer, the name and number of the project, and the content in the following format:
A- The first circumstance (technical offer) without prices.
B- The second envelope (the unpriced financial offer), which must also contain the tenderer’s final accounts.
For the last three financial years, issued and certified by a chartered accounting office.
C- The third circumstance (the priced financial offer).
D- The fourth envelope (primary insurance) is a certified instrument in the name of Ras Lanuf Oil and Gas Manufacturing Company, issued from the company’s account and not from a personal account, or a letter of guarantee issued by an unconditional and irrevocable bank in Libya or from a first-class international bank. The Libyan Foreign Bank route is valid for (60) days after the offer’s validity date.
E- Complete the transparency form, sign and stamp it, and attach it to the bid.
· The price of the announced bid brochure must be paid via a certified instrument in the name of Ras Lanuf Oil and Gas Manufacturing Company, and the instrument must be issued from the company’s account and not from a personal account (note that this amount is non-refundable) .
· The offer must be valid for a period of (120) days from the date of its submission, and the offeror must bear full responsibility for the expenses related to preparing his offer, and Ras Lanuf Oil and Gas Manufacturing Company does not bear any responsibility for those expenses.
· The Bidding Committee is not obligated to accept the lowest priced offers.
o Commercial evaluation will be limited to technically acceptable offers.
· Offers that arrive after the specified date for receipt of offers will be rejected, and offers that do not meet the conditions mentioned above will not be received.
