Announcement Description

The project aims to address the pressing challenges of water sensitivity and climate resilience of 6 cities across Laos and Cambodia. As cities continue to face the combined effects of rapid urbanization and climate change, it has become imperative to develop localized planning approaches that can effectively manage water resources and enhance resilience against climate-related risks. 

 The target cities lack clear and identifiable planning for water-sensitive and climate-resilient development of urban neighborhoods. This has resulted in increased vulnerability to water-related issues and insufficient measures to adapt to changing climatic conditions. To bridge this gap, the project seeks to develop a locally adapted plan for water-sensitive and climate-resilient urban district development. 

Through an inclusive and participatory approach, the project will engage municipal stakeholders, decision-makers, and relevant departments to collaboratively develop a comprehensive vision for sustainable urban development. This vision will encompass the challenges posed by climate change and urbanization dynamics, ensuring that the resulting plans align with the long-term goals of the municipality. 

The project will further focus on the preparation of detailed sector strategies for two key areas, such as sanitation, wastewater management, urban drainage, water source protection, and waste management. These strategies will be based on the overarching district plan, considering the unique characteristics and needs of the target city. The development and formal adoption of these implementation plans will empower the municipality to effectively address water-related challenges and enhance climate resilience. 

The project is funded by the German Federal Ministry of Economic Development and Cooperation (BMZ) with a project duration between 2023 – 2025. The underlying consultancy aims to be completed within the year 2024.

Consultancy for City Vision and Sector Development

Assignment 

 BORDA is seeking an independent consultant or consultant company to provide City Vision and Sector Development services in Kracheh City.

Period: 13th of May – 19th July 2024

Deadline for proposal submission: 30th April 2024

Detailed Duties and Responsibilities 

Scope of Work: 

1.       Conduct a thorough review of existing documentation and reports related to wastewater management and sanitation in Kracheh city.

2.       Engage with local stakeholders to gather essential data and insights on existing wastewater management practices, pollution patterns, and governance structures.

3.       Develop a city vision for wastewater management and sanitation, drawing insights from baseline reports and other relevant documents provided by our partners in Kracheh, with a specific emphasis on addressing challenges and opportunities in wastewater management and sanitation.

4.       Develop a detailed sector plan focusing on wastewater management and sanitation, providing short-term, mid-term, and long-term strategy recommendation for the entire city, including specific focus areas such as Sangkats and hot spots of pollution, considering infrastructure and policy interventions, regulatory frameworks, financing options, and potential operators.

5.       Conduct an analysis of water pollution patterns and existing wastewater management practices throughout Kracheh’s Sangkats, identifying hot spots and potential areas for intervention.

6.       Ensure alignment between the sector plan and the city vision, taking into account climate change and urbanization dynamics.

7.       Facilitate stakeholder consultations to gather input and feedback on the proposed sector plan and city vision, with a particular emphasis on the focus areas.

8.       Utilize methods such as SWOT analysis to assess the strengths, weaknesses, opportunities, and threats related to wastewater management and sanitation in Kracheh.

9.       Present the sector plan and city vision to local authorities for acceptance and endorsement.

·         Hand in technical and financial proposal. Technical proposal should not exceed 10 pages. 

·         The budget for this consultancy should include the consultant's fees, travel expenses, tax (if applicable), and any necessary research materials.  

·         Project references related to sector development, especially in urban planning and climate resilience.

·         Provide work reference in workshop facilitation and references in regard to urban planning consultancy services (if any)
