استنادا الى نص المادة (3- اولا ) من تعليمات تنفيذ العقود الحكومية رقم (2) لسنة 2014 وكتاب قسم التخطيط – شعبة تخطيط القطاعات في محافظة البصرة ذي العدد ت/1508 في 7/4/2024 يسر (محافظة البصرة / قسم العقود الحكومية ) دعوة مقدمي العطاءات المؤهلين وذوي الخبرة لتقديم عطاءاتهم (المغلقة) لمشروع (تأهيل وزراعة شارع الزبير (بصرة- زبير) من مجسر الانتفاضة الشعبانية ولغاية جسر الزبير بطول (5.5) كم)
- وبكلفة تخمينية قدرها (17,674,161,500) سبعة عشر مليار وستمائة وأربعة وسبعون مليون ومائة وواحد وستون الف وخمسمائة دينار عراقــــي.

أولاً- سيتم تنفيذ العطاء من خلال إجراءات العطاءات التنافسية الوطنية التي حددتها تعليمات تنفيذ العقود الحكومية العامة رقم (2) لسنة 2014 والصادرة من وزارة التخطيط ، ومفتوح لجميع المتناقصين.
ثانياً- يمكن للمناقصين ذوي الأهلية الراغبين أن يحصلوا على معلومات إضافية من (قسم العقود الحكومية / شعبة اعلان المشاريع) في العنوان أدناه وذلك من الساعة 8:00 صباحا الى 2:00 ظهرا حسب التوقيت المحلي لمحافظة البصرة
ثالثاً- تشمل متطلبات التأهيل (على ان تكون العطاءات مستجيبة لمتطلبات المشتري ) ما يلي :
· القدرة المالية : على مقدم العطاء أن يقدم أدلة موثقة
· تثبت قدرته على القيام بالمتطلبات المالية الآتية:
1- الحسابات الختامية تقديم الميزانية العامة المدققة من قبل المحاسبين القانونيين تعرض الوضع المالي لاخر سنتين ويجب ان تكون معدلاتها رابحة ويجوز تقديم الحسابات الختامية لاخر سنتين تسبق الازمة المالية لعام 2014
2-معدل الايراد السنوي على مدى اخر سبع سنوات يجب ان لا يقل عن (17,919,636,000) سبعة عشر مليار وتسعمائة وتسعة عشر مليون وستمائة وستة وثلاثون الف دينار عراقي محسوبا من الدفعات الكلية المستلمة عن الأعمال المنفذة للعقود المنجزة اوتلك المستمرة ولمدة لا تقل عن سنتين ولاتزيد عن عشر سنوات من تاريخ غلق المناقصة ويتم احتساب معدل الايراد السنوي وفقاً للسنوات المقدمة من قبل مقدم العطاء مع مراعاة عدم ضرورة ان تكون سنوات العمل متسلسلة .
3-متطلبات السيولة المالية : على مقدم العطاء ان يقدم سيولة النقدية بمبلغ لايقل قدره عن (4,418,541,000) اربعة مليار واربعمائة وثمانية عشر مليون وخمسمائة وواحد وأربعون الف دينار عراقي على شكل كشف مصرفي يبين حركة التدفق المالي لاخر سنة او كفاءة مالية بالمبلغ المطلوب من خلال التسهيلات المصرفية وللفترة التي تسبق تاريخ غلق المناقصة .
· الخبرة والقدرة الفنية على مقدم العطاء أن يقدم دليلاً موثقاً يوضح إمكانيته على تلبية متطلبات الخبرة الفنية المدرجة أدناه:
1. تقديم عقد واحد منجز خلال مدة لاتتجاوز (3) سنوات قبل الموعد النهائي لتقديم العطاء .
2. على مقدم العطاء أن يقدم دليلاً موثقاً يوضح إمكانيته على تلبية متطلبات الخبرة الفنية ( الخبرة التخصصية المشاركة بصفة مقاول , أو ادارة عقود, او كمقاول ثانوي في ( 1) عقد وللسنوات( 10) العشرة السابقة قبل الموعد النهائي لتقديم العطاء وبمبلغ لايقل عن(10,604,497.000) عشرة مليار وستمائة وأربعة مليون واربعمائة وسبعة وتسعون الف دينار عراقي .لتنفيذ عقود مماثله لأعمال هذا العقد و تم أنجازها بنجاح بالكامل. و يعنى بالمماثلة حجم العمل ، تعقيداته ، الأساليب والتكنولوجيا المستخدمة المشار اليها في الفصل السادس (متطلبات صاحب العمل)
· توفير الكوادر والمعدات وحسب ما مطلوب ضمن معايير التأهيل في الوثيقة القياسية
· رابعاً- يمكن شراء مجموعة وثائق العطاء الكاملة باللغة العربية من قبل المناقصين الراغبين في العنوان أدناه* ودفـــع رســـم غيــــر مستـــرد قـــدرة (400,000) اربعمائة الــــف دينــــار عراقـــي اعتبــــارا مــــن يــــوم الخميس المصـــادف 18/4/2024
· خامساً- سيتم عقد مؤتمر في قاعة لجان الفتح والاحالة في يوم الاحد المصادف 12/5/2024 الساعة العاشرة صباحاً.
· سادساً -يجب تسليم العطاءات في أو قبل يوم الاحد المصادف 19/5/2024الساعة 11:00 صباحا حسب التوقيت المحلي لمدينة البصرة العطاءات الإلكترونية (لا يسمح بها). العطاءات المتأخرة سيتم رفضها. سيتم فتح العطاءات فعليا وبوجود ممثلين عن المناقصين الذين إختاروا الحضور شخصيا في العنوان التالي : الوقت : الساعة 11:00 صباحا حسب توقيت المحلي لمدينة البصرة .

سابعاً - يجب أن يرفق بجميع العطاءات ضمان العطاء بقيمة ( 176,741,615 ) مائة وستة وسبعون مليون وسبعمائة وواحد واربعون الف وستمائة وخمسة عشر دينار عراقي على شكل صك مصدق او سفتجة او خطاب ضمان نافذ لمدة 28 يوم بعد تاريخ نفاذية العطاءات . وفيما يتعلق بالشركات الاجنبية مراعاة ماورد في كتاب البنك المركزي العراقي /دائرة مراقبة الصيرفة /قسم مراقبة المصارف الاسلامي ذي العدد (9/3/153) في 17/5/ 2020 المعمم بموجب كتاب وزارة التخطيط دائرة العقود الحكومية – قسم الاستشارات والتدريب ذي العدد 4/7/8566 في 30/6/2020.
ثامناً - مدة نفاذية العطاء (120) يوم.
تاسعا – على مقدم العطاء التزام بما تتطلبه الوثيقة القياسية بكافة أقسامها والمتمثلة بـ
(1- رسالة العطاء وملحق العطاء 2-الجداول الكاملة المطلوبة والنماذج المطلوبة وفق القسم الرابع من الوثيقة القياسية وجداول الكميات المسعره وبموجب المواد (12-14) من تعليمات لمقدمي العطاءات .
