The Guidance for Development of Waste Management Centers will deliver appropriate documentation necessary for undertaking feasibility studies for potential recycling and recovery centers in Montenegro. It will cover site selection; technology identification; development of ranking criteria (technical; financial – such as cost effectiveness; social – such as protection of vulnerable groups) for comparing various options; indicative thresholds for such criteria and possible design parameters.In accordance with the detailed Terms of Reference; the Consultant will review the detailed requirements; provide guidance for use by city governments on how a cost-effective project can be prepared that will assist them in meeting the requirements set out in the Plan; and templates to prepare such a project to achieve these objectives efficiently. The guidance to develop an Investment Plan will be prepared based on a detailed technical; legislative; financial and economic analysis. The Consultant will develop a prototype Project Implementation Plan; including formats for procurement; and provide broad estimate possibilities and efficiency of the resources (including energy efficiency; renewable energy potential and impact on greenhouse gas (GHG) emissions and the impact of the investment program on environmental and social aspects.
