The United Nations World Food Programme seeks Fumigation and Pest Control Service Providers based in Yemen.

The United Nations World Food Programme operations in Yemen (“WFP”) invites applicants from registered service providers based in Yemen  who meet the below requirements for the provision of any of the following services in Yemen.

Services Required:

a.    Fumigation and Pest Control Services which entail fumigation of food commodities spraying and fogging services for WFP warehouses and its partners in all governorates in Yemen. 

Only companies that meet the following criteria need to reply to this Expression of Interest: 

· Companies must be registered with all relevant local authorities and have all the required valid licenses and work permits.

· Companies must have a minimum of three years of relevant experience, preferably Companies that have recent experience working with International Organizations, National and Government Institutions, Large public or private companies.

· Acting technical staff, in contact with and of the implementation of the service with WFP of the service provider should be of relevant academic background as Agriculture engineering with relevant experience in same field of pest control.

· Service provider must have proper storage of equipment and pesticide with proper record keeping. Also to afford proper measurement equipment and personal protective equipment for his staff while acting at WFP premises.

· Service provider must have proper environmental management policy, waste disposal policy, incident management policy.

· Companies must be financially strong and have a secure capital flow to fulfil WFP operational requirements.

· Companies must have sufficient capacity to operate countrywide.

· Companies must also not be blacklisted from any other organization.

· Referees, at least list of three most important clients, preferred working with UN and INGOs including the contact’s name, title, Email address, the duration of contract and contract value.

Companies that meet the above-mentioned criteria and wish to be considered for provision of one or more  of the above-mentioned services for WFP Yemen need to send official letter expressing their interest along with a copy of Trade License translated to English to the following email address:  yemen.logisticscontracting@wfp.org

Please mention the EOI reference in all relevent email subjects.

The letter must be sent no later than 02 June 2024.

Consequently, WFP Yemen will share the questionnaire form to be filled and submitted along with the relevant licenses & company’s documents which includes but not limited to;

(a)    Filled, signed and stamped questionnaire.
(b)    company profile. 
(c)    Valid trade license.
(d)    Technical CVs (as required)
(e)    Local Bank Account details. 
(f)    Any other licenses or authorizations issued by the appropriate government authority, such as Ministry of Agriculture license to handle food fumigation, pest control and dealing with related chemicals.
(g)    Audited Financial Statement of the company for 2022 and 2023. 
(h)    At least three references of major clients.

Companies wishing to apply must translate the company’s trade name at a certified translator and attach a copy of the translation. The trade name in English must be completely identical in all the documents mentioned above.

The above-mentioned documents should be submitted to WFP email  yemen.logisticscontracting@wfp.org  no later than 5 June,2024

The Companies that are currently on WFP shortlists need to apply to this EOI.

Important Note:

This announcement is not a tender and rates are not being requested at this stage. Accordingly, please note that neither this Expression of Interest nor the receipt of  completed questionnaires binds the World Food Program to issue any tenders or contracts to any such interested parties. Following assessment of applications, WFP reserves the right to accept or reject your interest to be included in WFP’s service provider’s shortlist, without any further clarification.

Kindly note that WFP does not charge fees from applicants at any stage of the pre-qualification process.

يُعلن برنامج الأغذية العالمي التابع للأمم المتحدة في اليمن عن رغبته في الحصول على مزودي خدمات التبخير ومكافحة الآفات في اليمن

يدعو مكتب برنامج الأغذية العالمي التابع للأمم المتحدة في اليمن مزودي الخدمات المسجلين في اليمن والذين يستوفون الشروط الواردة أدناه بتقديم طلباتهم لتقديم الخدمات المذكورة أدناه في اليمن

الخدمات المطلوبة:
أ.     خدمات التبخير ومكافحة الآفات والتي تشمل خدمة التبخير للمواد الغذائية والرش والتضبيب لمواقع مخازن برنامج الأغذية العالمي وشركائه في جميع محافظات اليمن 

يجب على الشركات التي تستوفي المعايير التالية الرد على هذه الدعوة لإبداء الاهتمام

· أن تكون الشركة مسجلة لدى كافة السلطات المحلية المعنية ولديها كافة تصاريح ورخص العمل المطلوبة سارية المفعول.  

· يجب أن يكون لدى الشركة خبرة في نفس المجال لا تقل عن ثلاث سنوات، ويفضل أن يكون لديها خبرة حالية مع المنظمات الدولية والمؤسسات الحكومية والمحلية أو مع الشركات الخاصة والعامة الكبيرة. 

· أن يكون لدى الفريق الفني لمزود الخدمة المعني بتنفيذ هذه الخدمات الخلفية الأكاديمية اللازمة ذات الصلة بالهندسة الزراعية وفي مجال مكافحة الآفات. 

· يجب أن يكون لمزود الخدمة القدرة التخزينية المناسبة للمعدات والمبيدات وحفظ السجلات بشكل صحيح، وأن يكون لديه أيضاً المعدات المناسبة للقياس والوزن وكذا معدات الحماية الشخصية لموظفيه أثناء تأدية عملهم في المرافق التابعة للبرنامج. 

· يجب على مزود الخدمة اتباع سياسة إدارة البيئة المناسبة وسياسة التخلص من المخلفات وسياسة إدارة الحوادث.   

· أن يكون لدى الشركة إمكانات مالية قوية وسيولة مالية مؤمنة بما يؤهلها من تلبية متطلبات العمل مع البرنامج

· أن يكون لدى الشركة القدرات والإمكانات الكافية للعمل في كافة أنحاء البلاد.

· ألا تكون الشركة مضافة إلى القائمة السوداء من قبل أي منظمة. 

· تقديم قائمة بثلاثة عملاء رئيسيين كحد أدنى لدى الشركة كجهات يمكن الرجوع إليها، ويفضل من منظمات الامم المتحدة والمنظمات الدولية ممن عملت معهم الشركة، بما في ذلك أسماء العملاء وصفاتهم وبريدهم الالكتروني ومدة التعاقد معهم ومبلغ العقد. 

على الشركات التي تستوفي المعايير المذكورة أعلاه وترغب في تقديم الخدمات المذكورة في هذا الإعلان للبرنامج في اليمن، القيام بإرسال رسالة رسمية تُعرب فيها عن اهتمامها مرفق بها نسخة من السجل التجاري للشركة مترجم الى اللغة الانجليزية وذلك إلى البريد الإلكتروني التالي: yemen.logisticscontracting@wfp.org

يرجى ذكر رقم هذه الإعلان المشار إليها آنفاً في عنوان البريد الإلكتروني اثناء طلب المشاركة في تعبير الاهتمام هذا، على أن يتم إرسال ذلك في موعد أقصاه 02 يونيو، 2024
وبعد ذلك، سيقوم مكتب البرنامج في اليمن بإرسال استمارة يتم تعبئتها من قبل الشركة المهتمة وتسليمها إلى جانب ارفاق تراخيص ووثائق الشركة والتي تشمل، على سبيل المثال لا الحصر، ما يلي: 

أ.    استمارة استبيان معبأة وموقعة ومختومة
ب.    الملف التعريفي الخاص بالشركة
ج.    رخصة سارية المفعول لمزاولة العمل 
د.    سير ذاتية فنية بحسب الطلب (CVs)
ه.    بيانات الحساب البنكي المحلي
و.    أي تراخيص أو تصاريح أخرى صادرة من قبل الجهات الحكومية المختصة كترخيص وزارة الزراعة للقيام بتبخير المواد الغذائية ومكافحة الآفات والتعامل مع المواد الكيميائية ذات العلاقة. 
ز.    الموازنة المالية السنوية للشركة لعامي 2022 ,2023 معتمدة من قبل محاسب قانوني. 
ح.    قائمة تحتوي على ثلاثة من العملاء الرئيسيين كحد أدنى كمرجعيات. 

يجب على الشركات الراغبة في التقديم ترجمة الاسم التجاري للشركة من واقع السجل التجاري لدى مترجم معتمد وارفاق نسخة من الترجمة ويجب ان يكون الاسم التجاري باللغة الانجليزية متطابق تماما في جميع الوثائق المذكورة اعلاه.
يجب إرسال الوثائق المذكورة أعلاه إلى البريد الإلكتروني لبرنامج الأغذية العالمي yemen.logisticscontracting@wfp.org في موعد أقصاه 5 يونيو 2024.

على الشركات المدرجة حالياً في القائمة المختصرة للبرنامج التقديم على هذا الإعلان   

ملاحظة هامة:

ينوه البرنامج إلى أن هذه ليست دعوة لتقديم عطاءات، وليس المطلوب تقديم أي عروض أسعار في هذه المرحلة. ولذا، فإن هذه الدعوة أو تلقي استمارة الاستبيان لا يلزم البرنامج في اليمن بإنزال أي مناقصات أو توقيع أي عقود مع الشركات التي تبدي اهتمامهما من خلال هذا التقديم. وبعد إجراء عملية التقييم للمتقدمين، يحتفظ البرنامج كذلك بحقه في قبول أو رفض طلباتكم بالانضمام إلى قائمة مزودي الخدمات، وبدون تقديم أي مبررات لذلك.

وننوه إلى أن البرنامج لا يلزم أي متقدم بدفع أي مبالغ خلال أي مرحلة من مراحل التأهيل والاختيار.
