دعوة لإبداء الاهتمام

رقم:(YEM/WFP/LOG-EOI/03/2024)

يُعلن برنامج الأغذية العالمي التابع للأمم المتحدة عن رغبته في الحصول على شركات متخصصة في جمع وإعادة تدويرالطبليات الخشبية والبلاستيكية غير المستخدمة والاكياس الفارغة والكراتين والعُلب الفارغة المعدنية والبلاستيكية . 

يدعو مكتب برنامج الأغذية العالمي التابع للأمم المتحدة في اليمن الشركات المتخصصة والمؤهلة التي تستوفي الشروط الواردة أدناه لشراء، جمع  وإعادة تدوير المواد غير المستخدمة التالية: 

· أكياس بولي بروبلين (بعلامة أو بدون علامة مميزة) 

· أكياس كبيرة (أكياس بولي بروبلين)

· طرابيل بلاستيك

· طبليات (خشبية وبلاستيكية) 

· علب (بلاستيكية ومعدنية) 

· كراتين 

· فواتير (ورق عادي وورق مقوى)  

 فقط الشركات المتخصصة والمؤهلة التي تستوفي المعايير التالية  مدعوة  للرد على إبداء الاهتمام:

· أن تكون الشركة مسجلة لدى كافة السلطات المعنية ولديها كافة تصاريح ورخص العمل المطلوبة سارية المفعول.  

· يجب أن يكون لدى الشركة خبرة لا تقل عن ثلاث سنوات في مجال خدمات إعادة تدوير المواد، ويفضل أن يكون لديها خبرة في العمل مؤخراً مع المنظمات الدولية والمؤسسات الحكومية والمحلية أو مع الشركات الخاصة والعامة الكبيرة. 

· أن يكون لدى الشركة إمكانات مالية قوية وسيولة مالية مؤمنة.

· يجب أن يكون للشركات المعدات والقدرات الفنية المناسبة. 

· يجب أن يكون للشركات خبرات جيدة في شراء وجمع ونقل وتخزين وإعادة تدوير وتجديد المواد المستخدمة وغير المستخدمة بما يتماشى مع قوانين البيئة اليمنية. 

· أن يكون لدى الشركة القدرات والإمكانات الكافية للعمل في كافة أنحاء البلاد.

على الشركات التي تستوفي المعايير المذكورة أعلاه وترغب في تقديم الخدمات المذكورة في هذا الإعلان للبرنامج في اليمن، القيام بإرسال رسالة رسمية تُعرب فيها عن اهتمامها مرفق بها نسخة من السجل التجاري للشركة مترجم الى اللغة الانجليزية وذلك إلى البريد الإلكتروني التالي: yemen.logisticscontracting@wfp.org

يرجى ذكر رقم هذا الإعلان المشار إليه آنفاً في جميع مواضيع البريد الإلكتروني ذات الصلة، على أن يتم إرسال رسالة إبداء الاهتمام في موعد أقصاه 27  يونيو، 2024م. 

 وعند انتهاء مكتب البرنامج  من مراجعة رسالة الطلب وبيانات السجل التجاري المذكورة اعلاه وتوافقها مع متطلبات البرنامج؛ سيقوم بعد ذلك بإرسال استمارة استبيان يتم تعبئتها من قبل الشركة المهتمة وتسليمها مرفقة بتراخيص ووثائق الشركة والتي تشمل، على سبيل المثال لا الحصر، ما يلي: 

أ.    استمارة استبيان معبأة وموقعة ومختومة
ب.    الملف التعريفي الخاص بالشركة
ج.    رخصة سارية المفعول لمزاولة العمل 
د.    سير ذاتية فنية بحسب الطلب (CVs)
ه.    بيانات الحساب البنكي المحلي
و.    أي تراخيص أو تصاريح أخرى صادرة من قبل الجهات الحكومية المختصة لمزاولة هذا العمل في اليمن كترخيص وزارة التجارة والصناعة وترخيص الهيئة العامة لحماية البيئة للقيام بالتعامل وإعادة تدوير المواد المستخدمة وغير المستخدمة. 
ز.    البيانات المالية للشركة لعامي 2022 ,2023 معتمدة من قبل محاسب قانوني. 
ح.    قائمة تحتوي على ثلاثة من العملاء الرئيسيين كحد أدنى كمرجعيات. 

يجب على الشركات الراغبة في التقديم ترجمة الاسم التجاري للشركة من واقع السجل التجاري لدى مترجم معتمد وارفاق نسخة من الترجمة ويجب أن يكون الاسم التجاري باللغة الانجليزية متطابق تماما في جميع الوثائق المذكورة اعلاه.

يجب إرسال الوثائق المذكورة أعلاه إلى البريد الالكتروني التالي: yemen.logisticscontracting@wfp.org في موعد أقصاه 4 يوليو 2024م.

على الشركات المدرجة حالياً في القائمة المختصرة للبرنامج التقديم على هذا الإعلان   

ملاحظة هامة:

ينوه البرنامج إلى أن هذه ليست دعوة لتقديم عطاءات، وليس المطلوب تقديم أي عروض أسعار في هذه المرحلة. ولذا، فإن هذه الدعوة أو تلقي استمارة الاستبيان لا يلزم البرنامج في اليمن بإنزال أي مناقصات أو توقيع أي عقود مع الشركات التي تبدي اهتمامهما من خلال هذا التقديم. وبعد إجراء عملية التقييم للمتقدمين، يحتفظ البرنامج كذلك بحقه في قبول أو رفض طلباتكم بالانضمام إلى قائمة متعهدي الخدمات، وبدون تقديم أي مبررات لذلك.  
وننوه إلى أن البرنامج لا يلزم أي متقدم بدفع أي مبالغ خلال أي مرحلة من مراحل التأهيل والاختيار.

Expression of Interest (EOI)

The United Nations World Food Programme seeks for Specialized Companies to Collect and Recycle Unusable Plastic & Wooden Pallets, Empty Bags & Cartons and Jerrycans.

WFP invites applicants from registered companies based in Yemen who are specialized, qualified, and meet WFP requirements to Buy, Collect and Recycle the following unusable materials:

· Polypropylene bags (Marked & Unmarked)

· Jambo bags (Polypropylene bags)

· Plastic tarpaulin 

· Pallets (Plastics & Wooden)

· Cans (Jerry Cans & Metal Cans)

· Cartons

· Vouchers (Paper & Cardboard)

Only companies that are specialized, qualified and meet the following criteria are invited to reply to this Expression of Interest: 

· Companies must be registered with all relevant government authorities and have all the required valid licenses.

· Companies must have a minimum of three years of materials recycling services experience. Prefer Companies that have recent experience working with International Organizations, National and Government Institutions, Large public or private companies.

· Companies must be financially strong and have a secure capital flow.

· Companies must have specialized equipment and technics.

· Companies must have good expertise in buy, collect, transport, store, recycling, and recondition used / unused materials in line with the Yemen environment rules.

· Companies should have sufficient capacity to operate nationwide.

Companies that meet the above-mentioned criteria and wish to be considered for the provision of the above-mentioned services for WFP Yemen need to send official letter expressing their interest along with a copy of Trade License translated to English to the following email address:  yemen.logisticscontracting@wfp.org
Please mention the EOI reference in all relevant email subjects. The letter in which you express your interest must be sent no later than 27 June 2024.

Once WFP reviews the submitted letter of interest and trade licenses mentioned above, and finds them in line with WFP’s requirements, consequently WFP Yemen will share the questionnaire form with these companies, to be filled and submitted along with the relevant licenses & company’s documents which includes but not limited to;

(a)    Filled, signed and stamped questionnaire
(b)    company profile. 
(c)    Valid trade license.
(d)    Technical CVs (as required)
(e)    Local Bank Account details. 
(f)    Any other licenses or authorizations issued by the appropriate Government authorities to operate this business in Yemen such as Ministry of Trading & Industry and Environment Authority license to handle and recycling used / unused materials.
(g)    Audited Financial Statement of the company for 2022 and 2023. 
(h)    At least three references of major clients.

Companies wishing to apply must translate the company’s trade name at a certified translator and attach a copy of the translation. The trade name in English must be completely identical in all the documents mentioned above.

The above-mentioned documents should be submitted to WFP email  yemen.logisticscontracting@wfp.org    no later than 04 July,2024.

The Companies that are currently on WFP shortlists need to apply to this EOI.

Important Note:

This announcement is not a tender and rates are not being requested at this stage. Accordingly, please note that neither this Expression of Interest nor the receipt of completed questionnaires binds the World Food Program to issue any tenders or contracts to any such interested parties. Following assessment of applications, WFP reserves the right to accept or reject your interest to be included in WFP’s service provider’s shortlist, without any further clarification.

Kindly note that WFP does not charge fees from applicants at any stage of the pre-qualification process.
