with Action Aid International Cambodia
Cambodia is ranked amongst the 4 most at-risk countries in Asia, according to the 2018 World Risk Report. The 2017 Climate Change Vulnerability Index ranks Cambodia between “High and Extreme Risk,” which implies a probability that climate change impacts will lead to a higher frequency of hydrological disasters both in terms of floods, drought and reduced water availability throughout Cambodia, ActionAid International Cambodian is designing a new project named Advancing Early Warning Systems in Cambodia under funding support from the GSMA -FCDO budget to promote an early warning system in Cambodia. The project aims to reduce the impact of disaster risk in target disaster-prone areas: 1) Ground Water Level Monitoring (GWLM) systems strengthened and expanded to additional disaster-prone areas to expand the coverage and impact of the mobile EWS 1294. 2) Communities have increased access to disaster early warning information through an effective and innovative mobile early warning system, EWS 1294. 3) Stakeholders’ coordination on disaster risk reduction and early warning systems is strengthened among relevant ministries and the national disaster management committee.
The project will be implemented within 18 months period, starting from October 2023, with funding support from GSMA Innovative Fund (GSMAIF) and will be implementing 11 provinces, including Kratie, Stung Treng, Preah Vihear, Oddar Meanchey, Pursat, Kampong Speu, Kampot, Koh Kong, Kampong Thom, Svay Rieng, and Prey Veng Provinces.

Overall Goal:
Develop a mobile application, user-friendly, and convenient mobile application for all key stakeholders to access water levels both drought and flood
Objectives of the assignment:
· To ensure that the proposed application is applicable in using both Android and IOS smartphone
· To ensure that the development of this app is friendly use with the interface of both Android and IOS smartphone
· The developer shall provide 5 five-year maintenance service for the mobile application and server, starting from the launching of the mobile app
Main Deliverables with timeframe:
3 months (July 2024 to September 2024)
Budget:
The bidder's price for this job will be determined and expressed in dollars, including taxes. Bidders should specify the cost per unit and the cost for all materials quoted in the bidding form by your company. The unit price provided is based on the specifications and scope of work described in the appendix of each material. Payment will be made based on the results of the agreed-upon implementation and will be verified by ActionAid Cambodia and stakeholder representatives if it differs from the planned technical scope and scope of work.

All bidding documents must specify the subject and be sent in a sealed envelope to the office of ActionAct Cambodia in Phnom Penh before the closing date 2024 at 16:00 by using office address provided in the contact details.
Process of evaluation:
The following evaluation process will be used:
Step 1: Check the documents confirming that the company is registered in the Kingdom of Cambodia to carry out construction work or supply in Cambodia .
Step 2: After completing the first step, ActionAid Cambodia will evaluate the remaining proposals based on the following criteria (see more details in file attached)
Content of submit proposal:
All requests must comply with the requirements, including the following attachments:
· Interesting of this bidding
· Draft estimate expense of budget (Form by supplier)
· Plan of the timeframe of this scope of work
· Supplier attachments with documents such as: certificates of registration company, VAT registration.
· Bank information (3-month bank statement)
· Reference and documentation of experience
Note: Companies or suppliers may use the attachment form of their organization or company to participate in the bidding, but must provide sufficient information that ActionAid requires above or contact the organization to obtain a bidding form from ActionAid Cambodia.
Process of Bidding:
All bids will be opened jointly by the Committee of ActionAid Cambodia after the announcement is closed. Successful contractors will be notified of the selection via email or appropriate means of communication. Any bidder's attempt to bias or influence ActionAid Cambodia other than the guidelines set forth in this RFP in the process of reviewing, evaluating and comparing proposals, or to obtain confidential information. Others related to the decision regarding the delivery of the contract may result in the immediate rejection of the bidder's request.
