Request for Information about upcoming Procurement of Design and Build of a
Waste Water Treatment Plant, Sodium Hypochlorite Generation Plant and Ocean
Outfall in Dili, Timor-Leste
The United States of America acting through the Millennium Challenge
Corporation ("MCC") and the government of Timor Leste (the
"Government" or "GoTL") have entered into a Millennium
Challenge Compact for Millennium Challenge Account assistance to help
facilitate
poverty reduction through economic growth in Timor Leste (the
"Compact") in the amount of approximately 420,000,000 USD
("MCC Funding"). The Government, acting through Millenium
Challenge Account – Timor-Leste (the "MCA Entity" or the
"Employer") intends
to apply a portion of the MCC Funding to eligible payments under a contract
for which this Prequalification Document is issued. Any payments made under
the proposed contract will be subject, in all respects, to the terms and
conditions of the Compact and related documents, including restrictions on
the use and distribution of MCC Funding. No party other than the Government
and the Employer shall derive any rights from the Compact or have any claim
to the proceeds of MCC Funding.
The Compact Program includes the Water, Sanitation and Drainage (WSD)
Project. The WSD Project seeks to reduce pathogens in piped and stored
water and groundwater through a catalytic infrastructure investment that
will introduce the country’s first central wastewater system, make related
improvements to the drainage network, and build a plant to produce
disinfectant chemical that will be used to treat the city water supply
across the capital city of Dili and four nearby municipalities. The project
will also support key policy and institutional reforms to support long-term
sustainability of the infrastructure and social and behavior change efforts
to improve household water management and hygiene practices.
The Employer through its Procurement Agent, Charles Kendall and Partners,
intends to invite applications for pre-qualification for the execution and
completion of Contract 1: Procurement
of Design-Build of a Waste Water Treatment Plant, Sodium Hypochlorite
Generation Plant and Ocean Outfall.
Important:
This is not a request for offers/proposal/expression of interest. MCA-TL is
not hereby requesting the submission of proposals in response to this
Request for Information notice. This is also not intended to be a
shortlisting or pre-qualification process. MCA-TL intends to publish an
“Invitation for Pre-qualification” and issue the Pre-qualification Document
publicly (including to those that expressed interest), and finally issue to
the prequalified Applicant/Bidder, the Bidding Document with final Scope of
Work/Employer’s Requirement approaching the last quarter of 2024.
The purpose of this Request for Information notice is as follows:
(a) Obtain information from prospective contractors.
(b) Receive feedback from the construction industry on the approach to the
Design-Build procurement and incorporate it, as applicable, into the
Bidding Documents.
(c) Identify interested and qualified contractors willing to submit their
company profile (preferably not more than 7 pages) and place them on
MCA-Timor-Leste mailing list to receive the pre-qualification documents
following the posting of the Invitation for pre-qualification when it
becomes available.
This Request for Information notice does not obligate Millenium Challenge
Account – Timor-Leste (the "MCA Entity") to release a
Prequalification Application document and/or Bidding Document or award a
Contract, nor does it commit Millenium Challenge Account – Timor-Leste (the
"MCA Entity") to pay for costs incurred in response to this
Request for Information notice.
