Creative invites qualified vendors to submit a quotation for Procuring Teaching and Learning Material (TLM) Kits for items listed on attachment B (List of Items and Specifications). The Agreement resulting from this RFQ will be a BLANKET PURCHASE AGREEMENT (BPA) that will allow for a fixed price Purchase Orders to be issued up to the ceiling value of the BPA in support of the Basic Education Activity funded under USAID Cooperative Agreement No. 72029423CA00011.

All quotations are due by the date and time stated above. Any quotation received after the required time and date specified for receipt shall be considered late and non-responsive. Late quotations will not be evaluated.

This RFQ consists of:

Invitation -REQUEST FOR QUOTATION (RFQ).

Attachment A - RFQ REQUIREMENTS.

Attachment B - List of items and specifications and distribution table (to be completed, signed & stamped by Offeror).

Attachment C - COMPLIANCE CERTIFICATION (to be completed by Offeror).

Attachment D – MISSION ORDER 21 MANDATORY FLOW DOWN CLAUSES.

Attachment E- RFQ Cover Letter (to be completed, signed & stamped by Offeror).

Creative encourages Offerors to indicate their interest in this procurement by submitting a quotation according to the instructions contained within this RFQ. Creative will make an award to the responsible Offeror(s) submitting a quotation which provides the best value to the project.

To be considered, Offerors should submit a complete quotation no later than the Offer deadline date and time on the front page. Offerors should ensure that the quotation is well-written in English, easy to read, follows the instructions provided, and contains only requested information.

Questions and Answers:

Questions regarding this RFQ will be considered only if submitted in writing and emailed to BEAprocurement@crea-bea.com no later than July 29, 2024. The solicitation number (RFQ No. BEA-2024-021) should be stated in the subject line. Creative responses to questions will be distributed by July 30, 2024.

Pre-bid meeting:

A pre-bid meeting will be held at the Creative office in Ramallah on July 28, 2024, at 10:00 AM. All potential offerors are encouraged to attend.

Creative office is located at Al Wataniya Building, 3rd floor, 34 Bireh Municipality Street, Al Bireh.

Quotation Submission:

To be considered, Offerors should submit a complete quotation though an email to beaprocurement@crea-bea.com no later than the RFQ deadline date and time (August 11th, 2024 @ 2:00 pm). Offerors should ensure that the quotation is well-written in English, according to the instructions provided, and contains only requested information.
