GGGI Indonesia is inviting eligible firms/entities to submit their proposals for the following scope of work:

PROJECT BACKGROUND:
GGGI through the Sustainable Landscape Investments Partnership in Indonesia Project aim to support the Government of Indonesia to increase the Natural Capital Asset (NCA) by private and public initiatives through incentivizing and mobilizing investments that result in significant contributions to national forest and land use FOLU net sink targets. The aim of this assessment is to analyse and design the intervention to accelerate social forestry program in Indonesia.

South Kalimantan, a province committed to climate change mitigation, has started implementing FOLU Net Sink 2030 since December 2022. The province has switched its development policy from natural resource extraction to green growth, aiming to address deforestation and land degradation. Since 2016, the provincial government has endorsed over 17 local policies, including the 'Green Revolution', which aims to restore 500,000 Ha of degraded land. The province also has a high commitment to develop social forestry. South Kalimantan received 161,668 hectares of social forestry from the central government, with only 96,583 hectares of this area achieved to date (SK forestry agency, 2024). There are 457 SF groups but less than 22 percent of them meet the platinum and gold criteria. To enhance the SF progress, the provincial government endorsed the SK Governor Regulation No.2/2024 about Facilitation for Social Forestry Management Acceleration, aim to aligning cross-sectoral policies and regulations to support the utilization of social forestry potential for improving people's welfare, and conserving forests and the environment. The local regulations also mandated the forestry agency to establish and develop IAD, but there is a lot to be done to make this happen amidst limited resources.

Tahura (Forest Park) Sultan Adam is a biodiversity hotspot in South Kalimantan. It is the province’s largest conservation area with 113,716 ha of land cover and provides drinking water for more than 2 million people, a major water supply source and a strategic national facility for powering a huge 30MW hydropower plant to support electricity in Kalimantan Island as well as other essential ecosystem services to the entire landscape. High ecological and social significance has also made the forest park a part of the currently proposed UNESCO Global Geopark, namely the Meratus Geopark. The area is also home to 37,230 local people in 27 villages and is in the administrative areas of Banjar and Tanah Laut regencies. Both the districts registered 120 SF group with only 1 group categorized as platinum class and 36% is gold class. However, none of the SF groups are in the Tahura.

To effectively support and identify potential Integrated Area Development (IAD) opportunities in South Kalimantan, particularly in the District of Banjar and Tanah Laut including the possibility of implementing the concept in the province's largest conservation area, Tahura Sultan Adam, the series of assessment and facilitation to Accelerate of Inclusive Social Forestry Development through Establishment of Integrated Area Development is needed. This initiative aims to provide comprehensive information to both national and sub-national governments regarding important factors for strengthening social forestry, establishing conservation partnerships, and developing Integrated Area Development (IAD) in districts and conservation areas managed by provincial governments. The focus of the IAD Action Plan relates to the Tahura and surrounding areas of Banjar and Tanah Laut Districts within the same development landscape. The action plan will refer to Perpres 28/2023 on Integrated planning to Accelerate Social Forestry in particular the relevance of a landscape-based approach (Article 12,2) and integrated collaboration between government institutions at the district and province levels as integral parts of Integrated Area Development (IAD). The action plan will be spatially based within an identified area with indicative boundaries to identify which key stakeholders should be involved, their rights, responsibilities, roles and relationships. The Action Plan will identify its spatial scope including indicative specific area boundaries to identify geo-spatial and socio-economic relationships together with their roles and responsibilities

OBJECTIVE OF THE ASSIGNMENT:
GGGI is seeking to select a firm to undertake facilitation and assessment to Accelerate of Inclusive Social Forestry Development through Establishment of Integrated Area Development aimed at supporting the development and progress of social forestry implementation and foster conservation partnerships by facilitating and assessing the potential for Integrated Area Development (IAD) establishment in two districts that administratively host the largest conservation area in South Kalimantan. The work will focus on assessment of potentially developing the IAD in Banjar and Tanah Laut District while at the same time identifying crucial factors to improve the existing SF group, opportunity to facilitation of new permit including support for development of pre-requisition of conservation partnership as initiation of collaboration for sustainable management forest. The Firm must provide a dedicated team of consultants for this study.

IMPORTANT TIMELINES:
The tender submission deadline is 5 September 2024, 16:00 pm KST (Korean Standard Time) / 5 September 2024, 14:00 pm Jakarta Time (WIB).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).

Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal.
