Thailand is inviting eligible firms/entities to submit their proposals for
the following scope of work:
PROJECT BACKGROUND:
The SPAR6C project team, through its “Article 6 Toolbox” led by Carbon
Limits, has been working since its launch on developing the initial set of
six guides on Article 6. These Guides, three of them already announced during
COP28, will be fully available by Q3 2024.
These guides, along with complementary and additional materials that will be
developed under WPII.7, provide a simple, action-oriented approach to Article
6 for the target audiences. A set of comprehensive training packages based on
these guides are currently being developed for building the capacity among
two main audiences: i) the initial target audience for each guide (e.g.,
government officials or activity participants), and ii) additional local
stakeholders that can foster activity implementations (e.g., academia,
industry, local consultants).
The SPAR6C program in Thailand supports the Division of Climate Change and
Environment (CCE) and Thailand Greenhouse Gas Management Organization (TGO)
with technical assistance and capacity building in the areas of medium- and
long-term emissions planning, governance, and mitigation activity development
to achieve its market engagement objectives under Article 6 (A6) of the Paris
Agreement.
To further enhance knowledge on A6 in Thailand a capacity building roll out
is planned for 2025 using the materials produced by SPAR6C.
As a result of this support, multiple specific outcomes are expected:
• DCCE will have gained the in-house knowledge to manage its Article 6
operations as outlined in Thailand’s Article 6 Operations Manual, and
additional key knowledge needed
• TGO will also have sufficient in-house knowledge to execute its role as the
public-facing responsible entity managing carbon credits in Thailand, and in
particular its roles as aligned
• Specialized staff within DCCE and TGO responsible for specific processes
around Article 6 implementation and daily operation will have gained the
technical knowledge required to carry out their functions, e.g. staff
responsible for project evaluation, UNFCCC reporting and communications, etc.
• Private sector organizations and individuals will have the knowledge
required to develop Article 6 activities and will be aware of Thailand’s
Article 6 implementation efforts, and specific regulatory frameworks that
guide these activities.
OBJECTIVE OF THE ASSIGNMENT:
SPAR6C is seeking qualified firms or consortia with lead entities based in Thailand
to support the capacity building roll out. The selected firm will use a
customized package of capacity-building materials, based on the six Article 6
Implementation Toolbox guides and produced by SPAR6C. The Firm shall
collaborate closely with GGGI's consortium partners to deliver tailored,
high-quality training sessions, aimed at enhancing Article 6 knowledge among
a broad range of stakeholders.
SCOPE OF WORK:
The Firm shall conduct training intended to cover a range of topics which
have been identified as being of importance to national stakeholders. The
training program will be implemented in a variety of in-person, hybrid
approaches or online, depending on the audience to be targeted.
The capacity building materials for this training will primarily be developed
by the SPAR6C program, prior to the commencement of this project. This
material will largely be provided in English and Thai with some presentations
only developed in English. The development of core capacity building
materials is therefore not required, except for minor adaptations to suit the
specific needs of each training session. The SPAR6C training materials are
scheduled to be finalized by Q1 2025, after which the training session can
commence.
IMPORTANT NOTE:
Note that the exact contents of the training sessions and targeted audience
shall be reassessed prior to each training and adapted according to actual
needs in consultation with local partners as well as the SPAR6C consortium
partner.

IMPORTANT TIMELINES:
The tender submission deadline is 30 August 2024, 16:00 pm KST (Korean
Standard Time) / 14:00 pm Thailand Time (GMT+7).
If any bidder has any request for clarification on the TOR or any part of the
tender documents, GGGI will be happy to clarify if they are received on or
before 7 days before the deadline (namely: if the tender submission deadline
is 16:00 15 April KST, then the due date for submission of request for
clarification is 16:00 8 April KST).
Interested parties will be required to register their details on the GGGI
e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).
HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting
‘View Details’ on the relevant notice and then clicking the ‘Tender
Application’ button. If you are a new supplier, you will be required to
register your details. If you have an existing account, you will need to
login to the portal. Please refer to the guidance documents under the
`Supplier Guidance` area of the portal for further information.
ONLINE TENDER MANAGEMENT:
Once in the Tender Management Area for the tender, there are five possible
tabs: ‘Tender’, `Tender Documents`, ‘Correspondence’, ‘Clarifications’ and
‘History’. Select the 2nd tab (`Tender Documents`) where you will find useful
information regarding the RFP. Scroll down to the heading ‘Tender Documents
Received’ where you will be able to view / download the documents.
OPTING IN & OPTING OUT:
Please note that you may be required to ‘Opt In’ before you can start
populating your response. The ‘Opt Out’ functionality will also be available
throughout the duration of the tender process. Opting out will give you the
option of declaring you no longer want to receive any further communication
in relation to this tender along with the opportunity of providing comments
and feedback for this decision. You can choose to ‘Opt In’ at any time during
the tender process if you initially decided to ‘Opt Out’.
SUBMITTING YOUR RESPONSE VIA THE PORTAL:
Please note that you may be required to ‘Opt In’ to be able to submit a
response through the portal. Tenderers will be required to upload any
mandatory Placeholders (i.e. specified documents) within the `Tender
Documents` tab. The ability to attach additional documents may also be
available. Your proposal will not be submitted until you click `Submit
Return`, located towards the bottom of the screen. On clicking `Submit
Return`, you will receive a receipt confirming that your proposal has been
submitted to GGGI.
