Agreement Performace Work on Digital Health

The World Health Organization (WHO) would like to recruit an experienced company as Agreement Performance Work (APW) to support WHE unit to develop an electronic patient record to support the Influenza Surveillance System and other disease programmes at Ministry of Health of Cambodia. During the consultancy period, the incumbent will also be responsible for developing training materials and providing training to national and sub-national health staff on the newly developed database platform. The recruited company will work for 04 months (1-September 2024 to 31 December 2024).
BACKGROUND
The mission of the WHO Health Emergencies Programme (WHE) is to assist Member States in strengthening their national surveillance systems to effectively and efficiently detect and respond to public health emergencies. Data collection and information management are crucial for monitoring disease trends, supporting planning, and decision-making. To date, WHE has aided the Ministry of Health in developing several digital applications to collect, store, analyze, and report data from various surveillance systems. However, health workers at health facilities still record their patient data on paper forms and report to the national level in several formats provided by different programs. This creates a huge burden on the health staff and affects data quality. Therefore, the plan is to develop a digitalized patient registration system at the health center level, starting with the influenza surveillance system. The new system will be capable of sharing patient-level data with other national programs as requested.

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
Under the supervision of WHO Health Emergencies Programme (WHE), WHO country office, the selected company will develop an electronic patient record to support the Influenza Surveillance System and other disease programmes at Ministry of Health of Cambodia. The recruited company will work for 04 months (1-September 2024 to 31 December 2024).
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Under the supervision of the Coordinator, Health Systems, WHO Cambodia, the individual or company will undertake the following activities and related tasks:
· To conduct field assessment and collect data requirements from selected health centers
· To develop a digitalized patient registration system linked with Influenza Surveillance system using a common standard programming language (preferably PHP, Mysql or Postgresql)
· To link the developed system with other national disease programmes
· To develop a user and administrator manual
· To develop training materials and conduct training for users at national and sub-national level
Place of assignment
Company can perform the work remotely and travel is required
Travel
There will be meetings held in province. Travel is self-sponsored (included in the quotation).
· Specific requirements
o Qualifications required:
§ University degree in Information and Communication Technology
o Experience required:
§ Experience in web-based software development using PHP/Laravel and MySQL
§ Experience in mobile application development
§ Pervious working experience with Ministry of Health would be an asset
o Skills / Technical skills and knowledge:
§ Technical skill on Hypertext Preprocessor (PHP) language for web development and Structured Query Language (SQL) for database development
§ Knowledge of management huge dataset
§ Expertise in information security management, and Knowledge of difference type of cyber-attacks.
§ Knowledge of health information system is an advantage
o Language requirements:
§ Good communication in English and Khmer
§ Competencies
o Producing results
o Communication in a credible effective way
o Proven knowledge and capability to perform the required activities mentioned above.
ADDITIONAL INFORMATION:
Expressions of interest should provide a quotation containing the detail of works to be carry out and cost in US$.
