bids for the provision of Green Skills Training Program: Heat Pump Technician
Training
PROJECT BACKGROUND:
Jordan faces resource scarcity, particularly in water and fossil fuels,
necessitating a transition towards a more sustainable and resource-efficient
economy. Environmental challenges, such as desertification, land degradation,
and water scarcity, can be mitigated through green jobs that minimize the
negative environmental impact of industries and encourage sustainable
practices. High unemployment rates, especially among refugees, youth, and
women, can be addressed by generating new green employment opportunities,
targeting marginalized groups, and promoting social equality. Green jobs also
contribute to climate change mitigation, helping Jordan meet its commitments
under the Paris Agreement. Furthermore, green jobs projects align with the UN
SDGs. In sum, sustainable, inclusive green jobs creation projects in Jordan
can contribute to addressing the country's economic, social, and
environmental challenges.
GGGI is implementing the project titled "Creating Sustainable Green Jobs
for Refugees and Host Communities through the Green Economy in Jordan"
co-financed by KOICA and GGGI over three years (2023-2026). The project aims
to achieve the following three main outcomes:
1. Provide evidence of the economic and environmental benefits of green
employment to enable a green employment environment in Jordan;
2. Enhance job seekers' employability in green sectors through skill
development and increased climate change awareness (especially women and
youth); and,
3. Establish green business incubation & acceleration on/offline programs
for green entrepreneurs / green startups for green entrepreneurs/green
startups.
OBJECTIVE OF ASSIGNMENT:
The objective of this assignment is to support the delivery of Outcome 2.
GGGI seeks the services of an experienced partner to implement the Green
Skills Training Program: Heat Pump Technician Training. This training program
aims to equip trainees with the necessary technical skills to install,
maintain, and operate heat pump systems. This training supports
decarbonization with the transition away from conventional gas and
diesel-fueled heating and cooling systems to a more energy efficient
technology. Heat pump technology, particularly those with higher COP
(Coefficient of Performance) ratings, are a low-emissions option in light of
surging demand, particularly for cooling in Jordan. By offering a well-rounded
curriculum, the program ensures that participants are versatile and prepared
for various roles within the green energy sector. A significant focus of the
training will be on marginalized groups, targeting certification of 150
trainees from Amman, Irbid, Mafraq, and Zarqa. The program will include a
minimum of 50% refugees, 30% women, and 25% youth, particularly from
financially vulnerable populations. This targeted approach aims to foster
social inclusion and support economic integration for these groups,
addressing both unemployment and social inequality.
To ensure that trainees are job-ready, the program should provide
comprehensive training in heat pump systems as well as include job placement
support and partnerships with potential employers to facilitate employment
opportunities for trainees. By bridging the gap between training and
employment, the program aims to enhance the overall job prospects of
participants.
The training program should be accredited by a well-recognized certification
body relevant to heat pump systems, ensuring that trainees receive a
recognized and appropriate certification upon successful completion. The
selected partner should already have an existing accredited curriculum and
training program. The certification received by graduates should
significantly enhance their credibility and employability in the job market.
The program should also incorporate theoretical and practical training, with
laboratory work and field-based training, within a minimum of 240 accredited
training hours over 2-3 months, providing hands-on experience to complement
theoretical learning.
SCOPE OF WORK & PROPOSED ACTIVITIES:
This assignment should achieve the following expected outcomes:
• 150 trainees (min. 50% refugees, 30% women, and 25% youth) in Amman, Irbid,
Mafraq, and Zarqa have the skills and knowledge to design, install, test, and
operate heat pump systems.
• Trainees receive heat pump certification from an accredited body to enhance
their employability in the job market.
• Trainees are equipped to enter the job market as heat pump technicians,
supporting Jordan's green transition.
The service provider’s existing, accredited training curriculum must align
with the following training requirements:
• Curriculum encompasses all necessary theoretical and practical components
aligned with the Jordanian Professional Competency Standards and industry
best practices. The approach should provide substantial investment in
practical training. Below is the suggested ideal distribution:
- Theory: 50% of hours of classroom instruction covering the fundamentals of
heat pump technologies and their role in energy saving and energy efficiency
enhancement.
- Practical: 50% of hours of hands-on practical training, which includes both
laboratory sessions and in-company/field-based training experience, including
installing, maintaining, and operating heat pump systems.
• The training content should cover a minimum of the following topics:
o Heat pump technologies and their role in energy efficiency
o Design, installation, testing, and operation of heat pump systems
o Hybrid heat pumps integrating solar heaters and geothermal heat
o Classification, components, operation, maintenance, and fault diagnosis of
different heat pump systems
o Solar and floor heating systems
o Calculating heating and cooling loads and determining thermal requirements
for heat pump systems
o Control systems and their application in thermal systems
o Analyzing and designing various heat pump systems, applying critical
theories to meet labor market demands
The service provider must have existing, equipped training facilities
available to undertake the theoretical and laboratory components of training
delivery and that facilitate access of participation from across the
geographical scope of the project (Amman, Irbid, Mafraq, and Zarqa).
Proposals must detail the facilities they will be using, including their
locations, and confirm that these facilities are equipped for the training.
Proposals must identify who their existing program is accredited by.
The implementation partner will be responsible for the following activities:
A. Curriculum Review & Training Program Design:
• Design of training program in alignment with the participant target group
and geographic requirements identified by GGGI (see below, B. Participant
Recruitment).
• Review of existing curriculum and training program structure in
consultation with GGGI and relevant stakeholders to ensure a gender-sensitive
and inclusive approach.
• Demonstrate proof of program accreditation by a recognized and appropriate
certification body.
B. Participant Recruitment:
• Recruit participants from Amman, Irbid, Mafraq, and Zarqa, distributed
across the program regions of approximately 1/3rd Amman participants, 1/3rd
Irbid participants, 1/6th Mafraq participants, and 1/6th Zarqa participants.
• Ensure the selection process prioritizes refugees and women, particularly
those from financially vulnerable backgrounds, meeting or exceeding the
minimum target of 50% refugees, 30% women and 25% youth.
• Undertake a fair and transparent selection process to ensure the
recruitment of the most motivated and suitable candidates.
C. Training Implementation:
• Organize and deliver the training program, ensuring high-quality
instruction and practical experience. The program will last 2 to 3 months
(minimum of 240 accredited training hours, including theoretical and
practical training). The service provider will propose the exact duration of
the training strategy, and each training cohort should NOT exceed 25 participants.
• Provide all necessary training materials, tools, and equipment for hands-on
sessions.
• Arrange field experience for heat pump installation and maintenance for
practical, real-world learning experiences.
• Implement a mixed-learning approach that includes classroom instruction,
practical training, and field visits.
• Ensure trainees’ accessibility to the training program, including covering
transportation.
• Cohorts are expected to run in parallel to complete the training within the
10-month timeline. Training can be implemented in parallel across different
locations (e.g., Amman, Zarqa, Irbid) and can include both theoretical and
practical components simultaneously. The suggested implementation approach
should be suggested by the provider in the technical proposal.
D. Assessment and Certification:
• Design and administer ongoing assessments to monitor trainee progress and
provide constructive feedback.
• Conduct a final examination to evaluate the trainees' knowledge and skills.
• Ensure that at least 90% of trainees receive certification upon successful
completion of the program.
E. Job Placement Support:
• Develop a job placement strategy that links trainees with employers.
• Establish partnerships with employers in the green energy sector to facilitate
job placements.
F. Monitoring and Reporting:
• Implement a robust monitoring and evaluation system to track training
outcomes and impact (please see page 7, evaluation, including pre- and
post-surveys).
• Prepare and submit regular progress reports to GGGI, detailing trainee
performance, job placements, challenges, and overall program effectiveness.
• Collect and analyze data on trainee performance, job placements, and
employer feedback, including conducting post-training follow-ups to measure
long-term outcomes and sustainability (see page 7).
• Capture written success stories from the training as well as video format
success stories.

IMPORTANT TIMELINES:
GGGI will convene a virtual pre-bid conference for this RFP on Thursday 15
August 2024 at 10:00 am Jordan local time/ 16:00 Hrs Korean Standard Time to
address any queries/clarifications relating to the assignment and procurement
process.
Interested parties should send the attendees' email addresses through
e-Procurement Portal (Correspondence Tab) to receive the e-invitation.
The tender submission deadline is SEPTEMBER 11, 2024, 17:00 Hrs JORDAN LOCAL
TIME/ 23:00 HRS KST (Korean Standard Time).
If any bidder has any request for clarification on the TOR or any part of the
tender documents, GGGI will be happy to clarify if they are received on or
before 7 days before the deadline (namely: if the tender submission deadline
is 16:00 11 Sept KST, then the due date for submission of request for
clarification is 16:00 4 Sept KST).
Interested parties will be required to register their details on the GGGI
e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).
HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting
‘View Details’ on the relevant notice and then clicking the ‘Tender
Application’ button. If you are a new supplier, you will be required to
register your details. If you have an existing account, you will need to
login to the portal. Please refer to the guidance documents under the
`Supplier Guidance` area of the portal for further information.
ONLINE TENDER MANAGEMENT:
Once in the Tender Management Area for the tender, there are five possible
tabs: ‘Tender’, `Tender Documents`, ‘Correspondence’, ‘Clarifications’ and

OPTING IN & OPTING OUT:
Please note that you may be required to ‘Opt In’ before you can start
populating your response. The ‘Opt Out’ functionality will also be available
throughout the duration of the tender process. Opting out will give you the

in relation to this tender along with the opportunity of providing comments

SUBMITTING YOUR RESPONSE VIA THE PORTAL:
Please note that you may be required to ‘Opt In’ to be able to submit a
response through the portal. Tenderers will be required to upload any

available. Your proposal will not be submitted until you click `Submit
