GGGI for its projects in Jordan invites eligible companies to submit their bids for the provision of consulting services for the Green Climate Fund Jordan Readiness Project – Enhancement of GCF Pipeline and Private Sector Road Map.

PROJECT BACKGROUND AND OBJECTIVES:
Developed under the leadership of Jordan’s National Designated Authority (NDA), the Ministry of Environment, the GCF approved a Readiness Proposal and strategic framework for Jordan with GGGI as its delivery partner, “Support NDA's Engagement with Stakeholders, Accreditation of National Entity, and Enhancement of Concept Notes in Jordan”. This Readiness Proposal is designed to build upon and add value to the previous readiness program implemented by other delivery partners and GGGI. This readiness proposal aims to strengthen the institutional capacities of the NDA and potential DAEs to efficiently engage with the GCF and enhance country ownership. It includes interlinked activities aimed at three key readiness objectives: capacity building, strategic frameworks, and pipeline development. This Terms of Reference supports the strategic frameworks and pipeline development outcome: GCF recipient countries have strategies for transforming and attracting private sector investment for low emissions and resilience developed and being used; and an increase in the number of quality project concept notes developed and submitted.

Private Sector Road Map Enhancement
Supporting GCF outcome: Strategies for transforming and attracting private sector investment for low emissions and resilience developed and being used; a draft private sector road map will be updated and expanded upon to support the public-private engagement mechanism institutionalized
for attracting private investment for climate activities. This workstream.

Pipeline Development - Simplified Approval Process Concept Notes
Supporting GCF outcome: An increase in the number of quality project concept notes developed and submitted; Jordan’s project pipeline will be strengthened with 2 high quality SAP CNs that support NDC/NAP implementation. This workstream will enhance two existing selected concept notes to ensure they meet all GCF investment criteria for submission to the GCF. The concept note will need to be reviewed, gaps identified and filled, and placed in the SAP template provided by the GCF and accompanied by a pre-feasibility study.

Objective of the assignment:
This Terms of Reference is about enhancing existing deliverables that require greater technical expertise to finalize the Private Sector Road Map draft and 2 SAP concept notes. Therefore, GGGI is seeking to contract a Consultancy Firm who has in depth knowledge about GCF project design, investment criteria, and private sector engagement by government, to provide such services

PROPOSED ACTIVITIES:
Under the scope of work, the consultancy firm shall be required to perform the following activities:

1. Private Sector Road Map:
a. Conduct initial assessment of relevant private sector actors to identify the current
investment appetite for the green growth prioritized sectors within mitigation and
adaptation. The sectors to be assessed are outlined in the National Green Growth Action
Plans, the National Determined Contributions (NDCs), and National Adaptation Plan;
• Conduct a situation analysis for the selected sectors, based on results of
assessment.
• Targeted private sector consultations including green finance institutions

b. Desk review of current draft private sector road map to validate and/or update existing
format and data (within the Jordanian context);
• Implement feedback from quarterly private sector roundtables and existing policy
documents (e.g. National Green Growth Action Plans, Green Finance Strategy etc.)

c. Develop the private sector road map to include an engagement strategy and workplans
based on the results from a and b.
• Existing draft road map to serve as foundation for enhancement
• Road map to include key information for private sector on available climate finance
mechanisms and project development

d. Ensure best practices for government and private sector engagement are reflected in the
road map and its implementation arrangements;
• Methods to accelerate and promote PPPs in climate change mitigation and adaptation
is key.
• The document will act as a recommendation and guideline for the Ministry of
Environment to engage private sector and attract their involvement in climate actions
specifically with regards to climate finance.

2 SAP Concept Notes:
e. Desk review of current draft of concept notes to validate and/or update existing data in
the project concept (within the Jordanian context);
• Study can make use of existing information and data from secondary sources and
complement these with primary data as needed;

f. Define/Update methodology to be employed;
• Steps to be taken (E.g. 1. Context setting 2. Objective of the Project 3. Assessment 4.
Implementation Arrangements 5. Recommendations 6. References) and approach for
each step.
• Please reference Annex A for examples of potential methodology components.

g. Conduct assessment of feasible options for project implementation using
existing/available data, studies, resources, consultations, and field visits (where
applicable);
• Technical studies, data and information can be collected from previously implemented
projects, or projects that are approaching the end of their implementation

h. Organize the study according to the GCF format outlined in Annex A; enhance and update
the concept note in GCF SAP template.


SCOPE OF WORK:
1. Carry out initial assessment of the relevant private sector actors’ investment appetite climate actions in Jordan. The methodology of assessment should be proposed by the Firm.

2. Develop a situation analysis section for the selected actors. The situation analysis must include:
a. Analysis of the benefit and importance of private sector engagement in the highlighted sectors
b. Barrier analysis on private sector engagement in the sectors presenting the key investment and implementation challenges.
c. Institutional map to identify important private-sector networks and key entities who are active in the domain of the sectors.

3. Design the private sector road map. The document should include:
a. Develop strategy and clear implementation roadmap based on the situation analysis.
b. Review the approaches used by peer countries for private sector engagement in mobilizing green investment and consider whether they could be applicable in Jordan.
c. Provide recommendation of potential public-private financing structures for at least two of the sectors, showcasing viable business models which can be used to develop two GCF concept notes for submission. List key actors, associations, groups from private sector whom the NDA should target to collaborate in accessing the GCF.

4. Ensure the SAP concept notes address a climate rationale which includes scientific analysis. The assessment shall enhance the overall quality of the concept note for submission to GCF. The assessment will be carried out in close consultations with important stakeholders under guidance from GGGI team. At a minimum, the Consultant shall consider the following:
• Sectors’ characteristics (Size, growth, subsectors, trends, success factors, barriers and
gaps, etc.)
• Project characteristics (Size, stakeholders, financing, complexity, etc.)
• Bankability (readiness to be financed through existing financial mechanisms)
• Scalability (replicability of project processes, tools, financing structures, etc.)
• Potential impact (GHG emissions and marginal abatement cost, economic savings, etc.)
• Institutional capacity and effectiveness (Government agencies, financial institutions,
market participants, end-users, etc.)
• Recommended financing mechanisms and instruments (loans, equity, funds, facilities,
green bonds, credit enhancement, etc.)
• Risks (environmental, financial, political, technical, etc.)

5. Lead intensive stakeholder consultations throughout the implementation of the tasks.
6. Write reports as listed in the Deliverables

IMPORTANT TIMELINES:
The tender submission deadline is SEPTEMBER 13, 2024 16:00 HRS KOREAN STANDARD TIME (KST).
If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 13 Sept KST, then the due date for submission of request for clarification is 16:00 6 Sept KST).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).
