Request for Expression of Interest
for the Procurement for the 2nd Round of Bidding of Transaction Advisory Services for the Agus-Pulangi HEPPs Rehabilitation and Asset Management Plan
(Project Reference No.: 2025-PB-TAS-RAMPAP-001-02)


1. The Power Sector Assets and Liabilities Management Corporation (PSALM), through the 2025 Corporate Operating Budget (for the portion of the Contract to be performed in 2025), 2026 Corporate Operating Budget (for the portion of the Contract to be performed in 2026), and 2027 Corporate Operating Budget (for the portion of the Contract to be performed in 2027) or multi-year budget/project, intends to apply the sum of FOUR HUNDRED FIFTY MILLION PESOS (PHP450,000,000.00) being the Approved Budget for the Contract (ABC) to payment for the Procurement of the Transaction Advisory Services for the Rehabilitation and Asset Management Plan of Agus-Pulangi Hydro Electric Power Plants (Agus-Pulangi HEPPs). In case of participation by a foreign bidder, the bid amount shall be in Philippine currency. Bids received in foreign currency and/or in excess of the ABC shall be automatically rejected.

2. PSALM now calls for the submission of Eligibility Documents for the Procurement of the Transaction Advisory Services for the Rehabilitation and Asset Management Plan of Agus-Pulangi HEPPs (Project Reference No.: 2025-PB-TAS-RAMPAP-001-02). Eligibility Documents of interested bidders must be duly received by the PSALM Bids and Awards Committee (BAC) Secretariat on or before 05 June 2025. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

3. Interested bidders must submit its Expression of Interest and register its email address to the BAC Secretariat at BACSec2025@psalm.gov.ph. Thereafter, the BAC Secretariat shall send the link where the interested bidders may upload its Eligibility Documents.

4. The submission of Eligibility Documents and bid envelopes shall use a two-factor security procedure consisting of an archive format compression and password protection to ensure the security, integrity and confidentiality of the bid submitted.

5. Interested bidders may obtain further information from PSALM BAC and inspect the Bidding Documents at the address given below, during Monday to Friday from 9:00 A.M. to 5:00 P.M.
6. A complete set of Bidding Documents may be acquired by interested Bidders who are Shortlisted beginning on 16 June 2025 from the address and website(s) below and upon payment of an applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of PHP50,000.00.

It may also be downloaded free of charge from the websites of the Philippine Government Electronic Procurement System (PhilGEPS) (https://www.philgeps.gov.ph) and PSALM (https://www.psalm.gov.ph), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

Payment for the Bidding Documents may be made online by depositing the fee to PSALM Land Bank of the Philippines account with the following details:

Thereafter, the Bidder must send the proof of payment and register its email address to the BAC Secretariat at BACSec2025@psalm.gov.ph.
7. The BAC shall draw up the short list of bidders from those who have submitted Expression of Interest, including the Eligibility Documents, and have been determined as eligible in accordance with the provisions of Republic Act No. 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and the 2016 Revised Implementing Rules and Regulations (IRR). The short listing of prospective bidders shall be in accordance with Sections 24 and 24.5 of R.A. 9184 and the IRR, respectively. The criteria and rating system for short listing are:
A. Applicable experience of the Consultant and its members, in case of joint venture - 50%
B. Qualification of Personnel to be assigned to the job- 40%
C. Current workload relative to job capacity – 10%

8. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised IRR of RA 9184. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.

9. PSALM will hold a Pre-Bid Conference on 03 July 2025 at 9:00AM Philippine Standard Time (PST) through hybrid set-up (videoconferencing/webcasting via Zoom and face-to-face), which shall be open to prospective bidders. Prospective bidders may manifest their intent to join the Pre-Bid Conference whether through videoconferencing or face to face by emailing the BAC Secretariat. Thereafter, the meeting ID will be provided to the prospective bidders prior to the schedule for those who will be joining virtually.

10. Bids must be duly received by the BAC Secretariat through online or electronic submission as indicated below on or before 24 July 2025 at 9:00AM PST. Late bids shall not be accepted. Personal or manual submission of bids shall not be allowed.

11. Bid opening shall be conducted on 24 July 2025 at 10:00AM PST through hybrid set-up (videoconferencing/webcasting via Zoom and face-to-face). Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

12. The detailed procedure for the electronic/online submission and opening of bids is contained in Annex “E” - General Policies and Procedures on Electronic/ Online Submission and Receipt of Bids.

13. PSALM shall evaluate bids using the Quality Based Evaluation/Selection (QBE/QBS procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

14. The contract shall be completed within three (3) years or depending on the progress of bidding for the rehabilitation of Agus-Pulangi whichever comes later, upon receipt of the Notice to Proceed.

15. PSALM reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 Revised IRR of RA 9184, without thereby incurring any liability to the affected bidder or bidders.
