General Terms and Conditions / Eligibility  
Class of Contractor Eligible : 1) GO Ms. No. 8 T (R&B) Dept. Dated 08-01-2003 Class-V or Higher; 2) GO Ms. No. 132 T (R&B) Dept. Dated 11-08-1998 Class-IV or Higher; 3) GO Ms. No. 94 I&CAD (PW-COD) Dept. Dated 07-07-2003 Class-III or Higher; and Firm Registration along with Partnership Deed in case of Firms;

General Technical Terms and Conditions (Procedure)  
Officer inviting tenders : Executive Engineer, APMSIDC Special Division, Nellore. 1. Tenders are invited on the e-procurement platform for the above-mentioned work from the contractors / contracting firms eligible as per clause-13.8 registered with State Govt. 2. a) Processing fee: A Demand Draft (non-refundable) of (i.e. Rs.1125/- for below Rs.5.00 Lakhs of ECV and Rs.2250/- for above Rs.5.00 Lakhs of ECV) in favour of MD APMSIDC Hyderabad. The Processing fee once received will not be refunded under any circumstances nor adjusted for other works or subsequent calls or on any other account. b) All the participating tenderers should pay a Transaction fee @ 0.03% of ECV (estimate contract value) with a cap of Rs.10,000/- + service tax @ 10.36% on transaction fee)] shall be payable to M/s. C1 India Pvt. Ltd., in the manner mentioned at 5(b) above. 3. a) E.M.D. to be paid by way of Crossed Demand Draft of 1% of ECV drawn in favour of Executive Engineer, APMSIDC Special Division, Nellore. Scanned Processing fee and E.M.D. may be uploaded with the tenders and original processing fee DD must be submitted to the Executive Engineer, APMSIDC Special Division, Nellore through Registered post / Courier so as to reach before 3.00 PM on the date of opening of price bid. Failure to furnish the original DD towards Processing fee before price bid opening date will entail rejection of bid. 4. Period of completion of work was shown above 5. Tender Schedules: Tender schedules can be downloaded from the Web site www.eprocurement.gov.in 6. Form of Contract: Lump sum contract. 7. Class of contractor eligible: Class-IV as per Go.Ms No. 132 Date: 11/08/1998. Note: The dates stipulated above are extendable by an official notification by the department or happen to be Public Holidays. 8. The technical bid evaluation of the tenderers will be done on the certificates /documents uploaded through online only towards qualification criteria furnished by them. 9. After uploading the Technical bid / Price bid, the original Demand Draft in respect of Processing fee (except the Price bid / offer) is to be submitted by the bidder to the EXECUTIVE ENGINEER, so as to reach before 3.00P.M. on the date of opening of the price bid. 10. The tenderer is subject to be disqualified, if he is found to have misled or furnished false information in the forms / statements/ certificates submitted in proof of qualification requirements or record of performance such as abandoning completion of the works, litigation history and or financial failures and or participated in the previous tendering for the same work and has quoted unreasonable high bid price. 11. Even while execution of the work, if found that the contractor had produced false / fake certificates of experience, he will be black listed and the contract will be terminated as per clause 60(a) of PS to APDSS and his EMD will be forfeited. 12. Any other condition regarding receipt of tenders in conventional method appearing in the tender documents may please be treated as not applicable. 13. The contractors are requested to upload the informations in Zip format preferably. 14. Transaction fees: A transaction fee at 0.10% of the estimate contract value of the work towards service charges has to be paid by successful bidder at the time of concluding agreement in the form of Demand draft as follows in favour of : 1)Managing Director, APTS, Hyderabad for 0.04% of estimate contract value with a cap of Rs.10,000/-2)Executive Engineer, APMSIDC Special Division, Nellore for 0.06% of estimate contract value

Legal Terms & Conditions  
To qualify for consideration of award of the contract each tenderer should fulfill the following criteria; 1. The details and certificates are to be furnished as per the Proforma available in the tender schedules. 2. The contractor shall furnish a copy of valid GST registration with commercial tax department. 2. The contractor should furnish copy of permanent account number (PAN). 3. Non refundable Processing fee (i.e. Rs.1125/- for below Rs.5.00 Lakhs of ECV and Rs.2250/- for above Rs.5.00 Lakhs of ECV) to be paid by way of crossed demand draft drawn in favour of MD APMSIDC Hyderabad. 4. Transaction fee of 0.03% of ECV (estimate contract value) with a cap of Rs.10,000/- + service tax @ 10.36% on transaction fee)] shall be payable to M/s. C1 India Pvt. Ltd., in the manner mentioned at 5(b) above. 5. EMD in the shape of DD for 1% of ECV issued by any Nationalised Bank/scheduled bank in favour Executive Engineer, APMSIDC Special Division, Nellore to be valid for 6Months from the date of NIT. 6. Information on Litigation history as per Statement - II The tenderer should submit the particulars preferably in the format specified in the tender schedule along with necessary certificates. 7. The tenderer is subjected to be black listed and the EMD forfeited if he is found to have misled or furnished false information in the forms / statements / certificates submitted in proof of qualification requirements or record of performance such as abandoning of work not properly completed in earlier contracts, inordinate delays in completion of the works, litigation history and / or financial failures and /or participated in the previous tendering for the same work and had quoted unreasonable high bid prices 8. Even while execution of the work, if found that the contractor had produced false/fake certificates of experience he will be black listed and the contract will be terminated under clause 60 (a) of PS to APSS. 9 The Tenderer should submit signed undertaking of tender on line. 12. Procedure for Tender Submission 1 The Tenderers who are desirous of participating in e-procurement shall submit their Technical bids, price bids etc., in the Standard formats prescribed in the Tender documents, displayed at e-market place. The tenderers should upload the scanned copies of documents in support of their Technical bids. The bidders shall sign on all the statements, documents, certificates, uploaded by them, owning responsibility for their correctness / authenticity. 2 After uploading the Technical bid / Price bid, the original Demand Drafts in respect of Processing fee (except the Price bid / offer) is to be submitted by the tenderer to the EXECUTIVE ENGINEER, so as to reach before 3.00 PM on the date of opening of the price bid. The Corporation shall not hold any risk on account of postal delay or non receipt. 3 The Corporation will not hold any risk and responsibility for the loss in transit during uploading of the scanned document, for the invisibility of the scanned document online, and any other problem(s) encountered by the Tenderers while submitting his bids online. 4. The tenderers shall authenticate the bid with his digital certificate for submitting the bid electronically on e-Procurement platform and the bids not authenticated by digital certificate of the bidder will not be accepted on the e-Procurement platform. Eligible class of contractor as per G.O. Ms. No: 1) 94 of I & CAD (PW-COD) Dept. Dt. 01-07-2003 Class-IV and above
