25 PROCEDURE FOR SUBMISSION OF TENDERS :
The following documents should be uploaded duly sign by the contractor along with bid by the Tenderes.
1) Attested copy of Registration of contractor in required class (The Contractors registered under Class- IV (Civil) and above as per G.O.Ms.No. 94, I & CAD (PW-COD) dept., Dt: 1.07.2003 or G.O.Ms.No. 130, I & CAD Dept., Dt: 22.05.2007 are only eligible to tender).
2) Attested copy of GST Registration Certficate.
3) Attested copy of Permanent Account Number (PAN).
4) Attested copy of Latest Income Tax returns.
5) Scanned copy of Online payment towards EMD.
6) Contractors declaration.
7) Transaction Fee details.
8) Scanned Copy of payment of annual profession Tax receipt for the pervious year .
Note : The contractors of Class. IV and Class. V can tender for works only within the circle/ divisions where registration is done

Procedure For Bid Submission
Procedure for Submission of Bids:-
a) Intending bidders can contact office of the Executive Engineer, Irrigation Division, Tirupati Andhra Pradesh Ph.No. 0877 - 2286335 for any clarification or information on any working day during working hours.
b) The bidders who are desirous of participating in ?e? procurement shall submit their technical bids, price bids etc., in the standard formats prescribed in the tender documents, displayed at ?e? market place. The bidders should invariably upload the statement showing the list of documents etc., in the ?e? market place in support of their Technical bids. The bidder should load scanned copies of all relevant certificates. The bidder shall sign on all the statements, documents, certificates, uploaded by him, owning responsibility for their correctness / authenticity.
Technical bid evaluation of the tenderers would be done on the certificates / documents uploaded through online only towards qualification criteria furnished by them.
The successful bidder shall invariably furnish the original DD towards E.M.D, certificates / documents of the uploaded scanned copies to the Tender inviting Authority before entering into agreement either personally or through courier or post and the receipt of the same within the stipulated date shall be the responsibility of the successful bidder. The Department will not take any responsibility for any delay in receipt / non-receipt of original DD towards EMD, certificates/documents, from the successful bidder before the stipulated time.
If any successful bidder fails to submit the original Hard copies of uploaded certificates / Documents, DD towards EMD within the stipulated time or if any variation is noticed between the uploaded documents and the hard copies submitted by the bidder, the successful bidder will be suspended from participating in the tenders on e-Procurement platform for a period of 3 years. The e-Procurement system would deactivate the user ID of such defaulting successful bidder based on the trigger/recommendation by the Tender Inviting Authority in the system. Besides this, the Department shall invoke all processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delays in the tender process for execution of the development schemes taken up by the Government as per Go.Ms.No.174 I&CAD (PW-Reforms) Department Dated:01-09-2008.
The tenderer shall furnish the declaration that:
1).They have not been black listed in any department in A.P. due to any reasons.
2). They have not been demoted to lower category in any department in A.P for not filing the tenders after buying the tender schedules in a whole year and their registration have not been cancelled for a similar default in two consecutive years.
3). They will agree to get disqualified themselves for any wrong declaration in respect of the above and summarily reject their tender.
4). The soft copies uploaded by them are genuine. Any incorrectness / deviation noticed will be viewed seriously and apart from canceling the work duly forfeiting the EMD, criminal action will be initiated including suspension of business.

Office inviting Bids,

1) Bids are invited on the ?e? procurement plat form for the above mentioned work from the contractors/ contracting firms eligible as per clause & registered with Government of A.P.
EMD Rs. 18,510/- The Bidders can pay the EMD?s using net banking/ RTGS/NEFT, the bidders should pay EMD?s from their registered bank accounts in favour of Executive Engineer, Irrigation Division ,Tirupati.
2) Tender schedules: Tender schedule can be down load free of cost from the web site www.eprocurement.gov. in
3) The tender is subject to be disqualified, if he is found to have mislead or furnished false information in the forms/Statements/ Certificates submitted in proof of qualification requirements and record of performance such as abandoning of work, not properly completed in earlier contracts, inordinate delays in completion of works, litigation history and or Financial failures and or participated in the previous tendering for the same work and has quoted unreasonable high price.
4) Even while execution of the work, if found that the contractor had produced false/fake certificates of experience, he will be black listed and the contract will be terminated and his EMD will be forfeited.
5) Bid Validity period 90 Days.
6) The Tenders shall invariably be finalized within the stipulated period of validity of tender. In no case the extension of validity of tender shall be sought for from the qualified tenderers, by the Executive Engineer.
7) Communication of acceptance of tender shall be done through online only. The Executive Engineer shall issue work orders along with the acceptance of tender.
8) The tenderers shall find the status of their bids through online only and they should not wait for receipt of LOA by post. Immediately on knowing that their tender is accepted, they should mobilize their men & machinery to site of work to commence the work from the date of concluding the agreement, as the date of signing the agreement itself is the date of handing over of site.
9) A period of 14 days from the date of communication of acceptance of tender through online shall only be allowed to conclude the agreement by the accepted tenderer. If the accepted tenderer does not turn up to conclude the agreement, within the stipulated period, the acceptance of tender shall be revoked immediately on the next day and the work shall be awarded to next qualified tenderer, as per tender conditions, if he voluntarily comes forward and agree to do the work at the rates quoted by the accepted tenderer, without waiting for the initially accepted tenderer.
10) The pre-levels and final work done levels shall invariably be verified by the Deputy Executive Engineer, Construction and Quality control and to be verified by the Executive Engineer, Construction & Quality control and by the vigilance staff as per the prescribed norms in force.
11) No Extension of time to the agreements shall be granted either by the Executive Engineer or the Superintending Engineer in the routine course.
12) a) Transaction fee: The participating bidders has to pay transaction fee of 0.03% on estimated contract value of work with service charges @ 18.00% i.e., Rs./- to Managing Director, APTS ,Ltd., Vijayawada at the time of bid submission electronically through payment gate way service of ICICI Bank and HDFC Bank on ?e? procurement platform.
b) Corpus Fund :- Successful bidder has to pay an amount of Rs./- i.e., at 0.04% on estimated contract value of work with a cap of Rs.10,000/- (Rupees ten thousands only) through demand draft in favour of Managing Director, APTS, Vijayawada towards corpus fund at the time of concluding agreement.
14) Income tax Certificate :-
Furnishing of income tax certificate is dispensed with, however the contractor shall furnish their copy of Permanent Account Number (PAN) card and copy of latest income tax returns submitted along with the proof of receipt.
15) GST:-
The tenderer should furnish the proof of registration under GST along with GST Registration Number (GST)
16) If the lowest tenderer does not turn up to conclude the agreement even after specified time mentioned in the notices, the concerned agreement concluding authorities shall suspend the business of the calling tenderer for a minimum period of one year duly forfeiting the EMD. The agreement concluding authorities shall intimate to M/S.Vupadhi Techno Services Pvt.Ltd., Vijayawada to disable the digital key issued to the bidder for a period of one year from the date of intimation.
17) In case of any discrepancy between the GST and Tender document, the condition in the Tender document prevails.
Note:-
a) Any other condition regarding receipt of tenders in conventional method appearing in the tender documents may please be treated as not applicable.
b) The supplier documents which are uploaded in the internet will only be considered for Technical bid Evaluation.
c) The contractors are to upload the information in Zip format preferably.
d) The contractors should upload the documents duly signing each and every paper. |
