Submission
The Eligibility and qualification criteria for considering of award of work .
a) Registration : Having appropriate class i.e., Class IV Registered Contractor in PH Circle, Visakhapatnam or Class-III and above Class of registration as per G.O. Ms 94 I&CAD Dt. 01-07-2003 in Civil are eligible to tender. - Mandatory.

General terms and Conditions :
I. Bids are invited on the e-procurement for the above mentioned work from the contractors/ contracting firms registered with Government of Andhra Pradesh. The details of tender conditions and terms can be down loaded from the electronic procurement platform of Government of Andhra Pradesh i.e https://tender.apeprocurement.gov.in
II. Approximate estimated cost of work Rs. ??.. lakhs Contractors would be required to register on the e-procurement market Place https://tender.apeprocuremement.gov.in and submit their bids on line. The Municipality will not accept any bid submitted in the paper form.
1. EMD to be paid by way of Net Banking / RTGS / NEFT for Rs??? /-i.e. 1.00% of ECV) Drawn in favour of Commissioner, Parvathipuram Municipality along with bids. The balance EMD @ 1.5% Contract value to be paid at the time of concluding agreement.
2. The following orders are applicable as per G.O. Ms No. 174 I&CAD (PW Reforms) Dept., Dt. 01-09-2008.
i. All the bidders shall invariably upload the scanned copies of online payment of EMD in the e-procurement system and this will be the primary requirement to consider the bid as responsive.
ii. The Municipality will carry out the technical bid evaluation solely based on the uploaded certificates/ documents, online payment details towards EMD in the e-procurement system and open the price bids of the responsive bidders.
iii. The Municipality will notify the successful bidder for submission of original hard copies of all uploaded documents, online payment details towards EMD prior to entering into agreement.
iv. The successful bidder shall invariably furnish the online payment details for EMD certificates /documents of the uploaded scanned copies to the tender inviting Authority before entering into agreement either personally or through couriers or post and the receipt of the same with in the stipulated date shall be the responsibility of the successful bidder. The Municipality will not take any responsibility for any delay in receipt /non-receipt of online payment details EMD, certificates/Documents, from the successful bidder before the stipulated time. On receipt of the documents, the Municipality will ensure the genuinity of the BG towards EMD and all other certificates/documents uploaded by the bidder in e-procurement system in support of the qualification criteria before concluding the agreement
v. If any successful bidder fails to submit the original hard copies of the uploaded certificates/Documents., online payment details towards EMD with in the stipulated time or if any variation is noticed between the uploaded documents and the hard copies submitted by the bidder, the successful bidder will be suspended from participating in the tender on e-procurement platform for a period of 3 (three) years. The e-procurement system would de-active these ID of such defaulting successful bidder based on the trigger/recommendation by the Tender Inviting Authority in the system. Besides this, the Municipality shall invoke all processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delay in the tender process for execution of all development schemes taken up by the Government. the information to this extent will be displayed in the e-procurement platform website.
SPECIAL CONDITIONS :
The Provision of ?over heads and contractor?s profit is a part of the A.P. Revised Standard date approved by the Government in G.O.Ms. Nl. 49, I & CAD (PW-Reforms) Department, Dt. 02-03-2009 and this component shall be operative in all the date items of the estimates and rates of the finished items subject to the fulfillment of the conditions given below by the contractor.
i. The accommodation, setting up plant, access road, water supply, electricity and general site arrangements.
ii. Office furniture, equipment and communications.
iii Expenditure on:
a) Corporate office of contractor.
b) Technical agents for site supervision. (Reimbursement to the technical agents provision is dispensed with where ?over heads and contractor?s profit? provision is included in the data rates)
c) Documentation and ?as built? drawings.
d) Mobilization/ de-mobilization of resources. (Payment of mobilization advances shall be dispensed with where ?over heads and contractor?s profit? provision is included in the data rates)
e) Labour camps with minimum amenities and transportation to work sites.
f) Light vehicles for site supervision including administrative and managerial requirements.
g) Laboratory equipment and quality control including field and laboratory testing. (For all the works costing more than Rs. 2.00 Crores contractors have to establish Quality Control laboratory)
h) Minor T&B and survey instruments and setting outworks, including verification of lines, dime3nsions etc.,
i) Watch and ward.
j) Traffic Management/Safety Management during construction.
k) Expenditure on safeguarding environment.
IV. Sundries
3) The bidders can view/down load the tender documents from the ?e? market place
4) The tenderer shall be required to furnish a declaration in on-line stating that the soft copies uploaded by them are genuine. Any incorrectness/deviation noticed will be viewed seriously and apart from canceling the work duly forfeiting the EMD, Criminal Action will be initiated including suspension of business.
5) The bidders who are desirous of participating in ?e? procurement shall submit their Technical bids, price bids etc., in the standard formats prescribed in the Tender documents displayed at ?e? market place. The bidders should upload the scanned copies of all the relevant certificates, Documents etc., in the ?e? market place in support of their Technical Bids. The bidders shall sign on all the statements, certificates uploaded by him owning responsibility for their correctness/authenticity.
6) Copy of Latest Income Tax Return along with proof of receipt and copy of Pan Card may be uploaded or shall be submitted before entering into agreement.
7) Copy of VAT Registration Certificate along with TIN No. obtained from Commercial Tax Department and latest Clearance Certificate may be uploaded or shall be submitted before entering into agreement.
8) Period of completion : 45 days + 2Years Defect liability Period
9) Each bidder should demonstrate the availability of key and critical equipment either owned or leased as shown in the NIT.
10) The date stipulated in the NIT is fixed and under no circumstances they will be relaxed under unless otherwise extended by an official notification or happen to be Public Holiday.
Any other condition regarding receipt of tenders in conventional method appearing in the tender documents may please be treated as not applicable.
Procedure for Submission of Bids :
a) Bidders need to contact, Commissioner, Parvathipuram Municipality for information on e-procurement.
b) Bidders need to register on the electronic procurement market place of Government of Andhra Pradesh i.e, https//aptender.eprocurement.gov.in in on registration on the e-procurement market place they will be provided with a user ID and password by the system using which they can submit their bids online.
c) While registering the e-procurement market place, Bidders need to scan any upload the required documents only as per the Tenders requirement onto their profile.
d) Such uploaded documents pertaining technical Bid need to be attached to the tender while submitting the bids on live. Steps for registering and submission of bids are described in details in the ?bidders Training Booklet? available with the Municipality as well as at the above website.
e) The Successful (L1) tenderer shall furnish the original hardcopies of all the documents /certificates/statements uploaded by him before concluding agreement.
V Financing Expenditure
VI Sales / Turn overtax (This is a material VAT Component only, however the provision towards works Contract Value Added Tax at 5% on the finished work items as defined in AP VAT Act ? 2005 shall be added in the estimates.
VII Work insurance / compensation (Reimbursement to the work insurance provision is dispensed with where ??over heads and contractor?s profit provision is included in the data rates)
The contractors should ensure the fulfilment of the above conditions in respect of the provisions of ??Contractor Profit and over head charges? failing necessary recoveries shall be effected.
