on LMC of Gorrigedda Reservoir Project in
Thummalapalem (V) of Madugula (M) in
Anakapalli District.

1. Bids are invited on the e?procurement platform for the above mentioned work from the contractors/contracting firms eligible as per clause 7 registered with Government of A.P.
2. Approximate estimate contract value of work is Rs.42,23,430/-.
3. a) EMD Rs .42,234/- to be paid through payment gateway in favour of P.A.O, Works & Projects,, Visakhapatnam. Scanned copy of payment receipt towards EMD may be uploaded with the bids and originals must be submitted to the Department through registered post / courier on or before the concluding the agreement. Failure to furnish the originals of Scanned copies will entail the rejection of the bid and liable for non-participation of Tenders called for by the Department during the next 3 Years.
b) Before concluding the agreement with L 1 tenderer, the tender inviting authority shall ensure the genuinity of payment receipt furnished by bidder towards EMD and all the certificates uploaded by the bidder online by deputing a responsible departmental official.
4. Tender schedules: Tender schedule can be downloaded free of cost
from the web site www .apeprocurement.gov.in.
5. Class of Contract Eligible:
(i) Registration as Class ?IV Civil and above as per G.O.Ms.No.94, I &CAD (PW-COD) Dept. Dated 01-07-2003 Registered by Government of A.P, are only eligible to tender.
The intending bidders would be required to enroll themselves in e? procurement market place www. apeprocurement.gov. in and submit their Bid online.
6. The tenderer is subject to be disqualified, if he is found to have mislead or furnished false information in the forms/statements/Certificates submitted in proof of qualification requirements or record of poor performance such as abandoning of work not properly completed in earlier contracts, in ordinate delays in completion of works litigation history and or Financial failures and or participated in the previous tendering for the same work and has quoted unreasonable high bid price.
7. Even while execution of the work, if found that the contractor had produced false/fake certificates of experience, he will be black listed and the contract will be terminated and his EMD will be forfeited.
8. Transaction fee: The participating bidders has to pay transaction fee of 0.03% on estimated contract value of work with service charges @ 18% on 0.03% of E.C.V. i.e., Rs1495/- to M/s. Vupadi Technologies Pvt Ltd., Hyderabad at the time of bid submission electronically through payment gate way service of ICICI Bank and HDFC Bank on ?e? procurement platform. Payment of transaction fee by the participating bidders through the Electronic payment gateway is made mandatory for tenders.
9. Corpus Fund :- Successful bidder has to pay an amount of Rs.1993/- i.e., at 0.04% of ECV+18% GST on 0.04% of ECV on estimated contract value of work through demand draft in favour of Managing Director, APTS, Hyderabad towards corpus fund at the time of concluding agreement.
10. Income Tax Certificate: - Furnishing of income tax certificate is dispensed with, however the contractor shall furnish their copy of Permanent Account Number (PAN) card and copy of latest income tax returns submitted along with the proof of receipt.
11. Goods & Service Tax :- The tenderer should furnish the proof of registration under GST, along with Tax payers Identification Number (TIN) from the Commercial tax department.
11(a) Professional Tax: The bidders shall submit the proof of payment of annual profession tax for the previous year as per G.O.Ms.No.44, Dt: 09.09.2021 and it is mandate for the contractors to upload the scanned copy of profession tax receipt as proof of payment in the e-procurement platform.
12. Quality Control:
The tender has to do testing of materials with his own equipment and satisfy himself that they conform to the specifications of respective BIS codes before rendering.
For all the works costing more than Rs. 2.00 Crores, the contractor shall submit quality plan and also show proof of owning quality laboratory or having tie up with established quality laboratory. The Contractor should be equipped with the required quality testing equipment in respect of the items to be executed. The bidders may produce ISO certification if available.
13 .If the lowest tenderer does not turn up to conclude the agreement even after specified time mentioned in the notices, the concerned agreement concluding authorities shall suspend the business of the erring tenderer for a minimum period of one year duly forfeiting the EMD. The agreement concluding authorities shall intimate to M/S Vupadi Technologies Pvt Ltd to disable the digital key issued to the bidder for a period of one year from the date of intimation
14. In case of any discrepancy between the NIT and Tender document, the condition in the Tender document prevails.
15. All construction materials like cement, steel, hume pipes, bitumen, etc., shall be procured by the Contractor at his own cost.
16..The tenderer need not quote his rate item-wise, he should indicate his willingness to do the work either at estimated value of the work or at a percentage less or more than the estimated contract value of the work at the end of Schedule?A?. He should indicate the bid amount as well as the percentage of excess or less both in figures and words.
17.Tenders with an excess of more than 5% over the estimated contract value shall be summarily rejected. No negotiations will be conducted with the tenderers at any level.
18.Tenders upto 25% less than the estimate contract value may be accepted, but for tenders which are less by more than 25% of the estimate contract value, a Bank Guarantee or demand draft for the difference between the tendered amount and 75% of the estimated contract value should be taken so that if the tenderer leaves the work midway and the department is forced to call for tenders for the work once again, the Bank Guarantee or Demand Draft shall be used to Finance the re- tendered work.?( As per G.O. Ms. No. 17 Dt. 6.2.2004 of I & CAD (PW ?CAD) Department.)

a. Any other condition regarding receipt of tenders in conventional method appearing in the tender documents may please be treated as not applicable.
b. The supplied documents which are uploaded in the internet will only will be considered for Technical Bid Evaluation.
c. The contractors are to upload the information in Zip format preferably.
d. The contractors should upload the documents duly signing each and every paper.
e. Change in quantity of cement due to adoption of design mix should be borne by the Contractor. |
