General Terms and Conditions / Eligibility  
1) Class of Contractors eligible as given below: G.O.Ms.No.94 Irr. & CAD (PW-COD) Dept., Dt. 01.7.2003 : Class- V & above Civil 2) i) Vide ref. G.O.Ms.No.174, I&CAD dept dated:1-9-2008, 2) Bid processing fee of Rs.2360/- (non refundable) should be paid by way of online transfer in favour of Executive Engineer, APEWIDC, Krishna, Machilipatam into S.B Account No. 35881465, IFSC Code No. IDIB0SGB001 of Saptagiri Grameena Bank, Rajagari Centre, Machilipatnam. , failure which, the bidder will be disqualified. 3) EMD should be paid through online only as per new tender policy failure which the bidder will be disqualified. 4) The scanned copies of Online paid towards EMD / Bid Proceeding Fee should be uploaded along with the bids. Failure to upload the online in the bid, the bidder will be disqualified/ rejected. No other mode of payment will be accepted 5) Submission of original hard copies of the uploaded in the bid towards EMD / Bid Processing fee by participating bidders to the tender inviting authority before the opening of the price bid is dispensed forthwith. 6) The Bidder should pay 0.04% of estimate contract value or Rs. 10,000/- whichever is less (or as decided by Govt. of Andhra Pradesh from time to time) as shown in page 1 of NIT in the form of Payment Gateway Service on eprocurement platform. The Electronic Payment Gateway accepts all Master and Visa Cards issued by any bank / DD to facilitate the transaction towards transaction / process fee on e-procurement. The service charges payable to M/s Vupadhi Techno Services Pvt. Ltd., as laid down in the G.O.Ms.No.2, Information and Communication Department, Dt. 15.01.2003 and other relevant G.Os are as indicated below. Transaction process fee: 0.03% of the Estimate Contract value of the work Service Tax: 10.30% on transaction/ process fee. The transaction /process fee including service tax is payable by all the bidders through a D.D drawn in favour of M/s Vupadhi Techno Services Pvt. Ltd., Hyderabad at the time of Electronic submission of the bids, which is not refundable. Scanned 7) The tenderer further has to scan and upload Attested copies of the documents relating to the Registration of the firm, Registration as Civil Contractor, Partner ship deed, Articles of Association, Commercial Tax /VAT Registration/ and Clearance cetificate, Income Tax Pan card and copy of latest Income Tax Return submitted with proof of receipt.

General Technical Terms and Conditions (Procedure)  
1. Bids are invited on the e-procurement platform for the above -mentioned work from the Contractors / Contracting firms registered with Government of Andhra Pradesh. The details of Tender conditions and terms can be downloaded form the electronic procurement platform of Government of Andhra Pradesh i.e www.eprocurement.gov.in 2. Contractors would be required to register on the e-Procurement Market place www. eprocurement. gov. in and submit their bids online. The department will not accept any bid submitted in the paper form. 3. The bidders can view / down load the tender documents from the 'e' market place. 4. The tenderer is subjected to be black listed and the EMD forfeited if he is found to have misled or furnished false information in the forms / Statements / certificates submitted or record of performance such as abandoning of work not properly completed in earlier contracts, inordinate delays in completion of the works, litigation history and / or financial failures and / or participated in the previous tendering for the same work and had quoted unreasonable high bid prices. 5. The participated Bidders should have completed similar nature of works during the last five financial years 5. Even while execution of the work, if found that the contractor had produced false / fake certificates he will be black listed and the contract will be terminated. 6. Tenders with an excess of above 0% of the ECV shall summarily be rejected. Note: 1)The dates stipulated above are firm and under no circumstances they will be relaxed unless otherwise extended by an official notification or happened to be Public Holidays. 2)The Executive Engineer, APEWIDC, Machilipatnam reserves the right to reject any or all the tenders with out assigning any reasons there of.

Legal Terms & Conditions  
The GO. Ms. No. 174 -I&CAD dated: 1-9-2008 Deactivation of Bidders If any successful bidder fails to submit the original hard copies of uploaded certificates/documents, DD/BG towards EMD within stipulated time or if any variation is noticed between the uploaded documents and the hardcopies submitted by the bidder, as the successful bidder will be suspended from participating in the tenders on eProcurement platform for a period of 3 years. The eProcurement system would deactivate the user ID of such defaulting bidder based on the trigger/recommendation by the Tender Inviting Authority in the system. Besides this, the department shall invoke all processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delays in the tender process for execution of the development schemes taken up by the government. Other conditions as per tender document are applicable. The bidder is requested to get a confirmed acknowledgement from the Tender Inviting Authority a proof of Hardcopies submission to avoid any discrepancy
