General Terms and Conditions / Eligibility  
To qualify for consideration of award of the contract each tenderer should fulfill the following. 1. Eligible class of contractors as per G.O. Ms.No. a) 178, Irr (PW) Dept. Dt:27-09-1997 : ___ Class III (Civil and above) b)477/132, PR&RD Dept, Dt:11-08-1998: ___ Class III (Civil and above) c)94, I&CAD (PW-COD) Dept. Dt:01-07-2003: ___ Class III(Civil and above) d) 8 T.R&B (R1) Dept dt 8.1.2003 ------- Class III (Civil and above) 2. Assessed available Bid capacity as per formula (2AN-B) should be greater than the Estimate Contract Value of Rs 58,20,763/-. Experience Certificates should show the value of Civil Engineering works executed in any one year during last 5 financial years not earlier than 01.04.2011. If the contractor tenders for more than one work invited in the same tender notice and gets qualified for one work its value is added to existing commitment i.e., B while computing the BID capacity to determine his eligibility for award of 2nd work and so on. 3. The bidder should satisfactorily completed the works of similar nature (Road Work) not less than Rs 38,80,509/- as a Prime Contractor in the same name and style in any one year during the last five financial years not earlier than 01/04/2011. Sub Contractors/GPA holders experience shall not be taken into account. 4. The bidder should have executed the minimum quantities of items of work as given below in any one year during the last five financial years.ie from 2011-12 to 2015-16. Failing which his tender shall be treated as incomplete and will be summarily rejected 7 The tenderer should have the following Key and Critical Equipment (either owned or leased) as mentioned in the tender document. For the Equipment owned the tenderer shall furnish the Certificate by EE. For the equipment proposed to be leased the contractor should furnish a Declaration on Rs.100/- Non judicial Stamp Paper (1) Steel centering - 1000Sqm (2) Pin vibrators : 2 Nos (3) Pan vibrators: 2 nos (4) concrete mixers: 2 nos (5) Water Tanker 6KL: 2 Nos 8 Statement showing availability of following Key Personal (1) Graduate Engineer -1 No (2) Diploma Engineer Civil - 1 No., 9 Latest certificate of liquid assets / latest certificate of credit facility for Rs.19,40,254/-(letter of credit lines / Solvency certificate from any Nationalized/scheduled Commercial Bank for the estimated cash flow for three months in peak construction period 10 EMD Rs 58,250/- shall be paid through online in apeprocurement platform OR Unconditional Irrevocable Bank Guarantee on Rs.100/- Non Judicial Stamp Paper valid for 6 Months from the Last Date prescribed for submission of tenders in favour of Superintending Engineer, PR, Chittoor payable at Chittoor issued by Nationalised/Schedule Commercial Bank. Scanned copy of D.D. / Bank Guarantee towards EMD shall be uploaded and Original must be submitted to Superintending Engineer, PR, Chittoor before entering into Agreement. 11 The Participated tenderers has to Pay non-refundable transaction fee @ 0.03% of ECV Plus 12.36% service Charge to the service provider through "Payment Gateway Service on apeProcurement Platform". The electronic Payment Gateway accepts all Master cards and Visa Cards issued by any bank to facilitate thr transaction. 12 The Successful tenderes has to Pay 0.04% of estimate contract Value towards e-procurement Corpus fund by the way of DD in favour of M.D APTS Hyderabad and handover the same to Superintending Engineer Panchayati Raj at the time of agreement. 13 The cost of tender Document is dispensed with. 15 The validity of the tender is 90 days from the last date of receipt of tenders. 16 Even during the execution of the work, if it is found that the contractor had produced false/fake certificates pertaining to experience, qualification criteria or any other aspect, he will be black listed and his contract will be terminated. 17 Tender inviting/receiving authority reserves the right to postpone/cancel/reject any or all the tenders with out assigning any reasons what so ever. 18 No tender shall bear any cause of action or claim against any officer of the department. 19 The tender received more than 0% of Estimate rates shall summarily rejected during 1st call. However for subsequent calls a maximum 5% of estimate rates will be allowed . 20 Negotiations are not Permitted to be conducted at any level 21 The defect liability Period of the work will be 24 months duly taking into account normal wear and tear from the date of Completion of total work 22 If the Office happens to be closed on account of extraordinary holiday the date of opening of bids will be opened on the next working day at the same time and venue. 23 Tender up to 15% less than the estimate may be accepted, but for tenders which are less by more than 15% of the estimate, a Bank Guarantee or Demand Draft for the difference between the tendered amount and 85% of the estimate contract value should be taken so that the tenderer leaves the work midway and the department is forced to call for tenders for he work once again, the Bank Guarantee or Demand Draft shall be used to finance the re-tendered work. 24 The successful (L1) tenderer shall furnish the original hard copies of all the documents/certificates/statements uploaded by him before concluding agreement. 25. If any of the certificates, documents, etc,. uploaded by the tenderer is found to be false/fabricated/bogus, the bidder will be black listed and the EMD is forfeited
