General Terms and Conditions / Eligibility

Class ? General Technical Terms and Conditions (Procedure)

The bidders who are desirous of participating in e procurement shall submit their Tender, in the Standard Formats prescribed in the Tender documents displaced at e market place. The bidder shall invariably upload the Statement showing the list of documents to be produced in support of their Tender [THE BIDDER SHOULD ALSO UPLOAD SCANNED COPIES OF CERTIFICATES] The bidder shall sign on the statements, documents, certificates uploaded by him accepting responsibility for their correctness / authenticity. (Originals of the certificates shall be produced at the time of opening of tenders to verify the copies of statements and other information furnished. Copies of all the certificates /Documents shall invariably be attested by any serving Gazetted Officer. The attested copies of certificates; documents as listed in the Statement in support of Technical bid are to be submitted by the bidder to the concerned Municipal Commissioner, so as to reach before the date of opening of Tender. The bidder shall not submit any certificate / documents other than those listed. Failure to furnish any documents, certificates before Price Bid opening date will entail rejection of the bid and forfeiture of EMD. Similarly, if any of the certificates, documents etc., furnished by the bidder is found to be false / fabricated / bogus the bidder will be blacklisted and EMD forfeited. The following qualification information to fulfill the above eligibility criteria shall be uploaded and hard copies of the same shall be submitted before opening of Tender for each work separately. a) Payment for E.M.D must be through online only. b) Contractors registration certificate. c) Latest Income Tax Returns along with proof of receipt and copy of PAN Card d) G.S.T Certificate Documents Required from the Contractor 1. Procedure for Bid Submission

a) Bidders need to contact, Commissioner, Ongole Municipal Corporation, Ongole for information on e-procurement. b) Bidders need to register on the electronic procurement market place of Government of Andhra Pradesh i.e, www.apeprocurement.gov.in. in On registration on the e-procurement market place they will be provided with a user ID and password by the system using which they can submit their bids online. c) While registering on the e-procurement market place, Bidders need to scan and upload the required documents only as per the Tenders requirement onto their profile. d) Such uploaded documents pertaining Technical Bid need to be attached to the tender while submitting the bids on line. Steps for registering and submission of bids are described in details in the ?Bidders Training Booklet? available with the Department as well as at the above web site. e) The technical bid evaluation of the tenderers will be done on the certificates/documents uploaded through on-line only, towards qualification criteria furnished by them. (The tenderers are requested to upload the specified documents as per NIT only to facilitate for easy evaluation of tender) f) The tenderer shall invariably furnish the original DD/ BG for EMD / details of transaction fee / hard copies of uploaded documents to tender Inviting authority before opening price bids either personally or through courier or by post and the receipt of the same shall be the responsibility of the bidder. The department will not take any responsibility for any delay or non-receipt. g) The successful (L1) tenderer shall furnish the original hard copies of all the documents/certificates/statements uploaded by him before concluding agreement. h) The tenderers shall be required to furnish a declaration in on-line stating that the soft copies uploaded by them are genuine. Any incorrectness/deviation noticed will be viewed seriously and apart from canceling the work duly forfeiting the EMD, Criminal Action will be initiated including suspension of business.
