General Terms and Conditions / Eligibility  
1)Eligible Class of Contractors Registered as mentioned in the Tender Document. Assessed available bid capacity as per formula (2AN-B) should be greater than the value of Rs.74,44,185/- 2) Experience Certificates should show the value of Civil Engineering works executed in any one year during last 5 financial years not earlier than 01.04.2018, 3) Experience in similar nature of works not less than Rs.49.63 Lakhs 4) The tenderer should have executed minimum of physical quantities stated below in any one year during 2018-19 to 2022-23, a)Earth work all types - 6429.87 Cum b) GSB - 466.67 c) BT with all types - 87.50 Cum d) WMM or WBM- 560.00 Cum. If a contractor tenders for more than work invited in the same tender notice and gets qualified for one work, its value is added to existing commitments i.e while computing the bid capacity to determine his eligibility for award of the second work and so on, 5) Statement showing the value of existing commitment and on going works as well as the stipulated period of completion of remaining for each of the works listed should be furnished in the prescribed format, 6) The certificates produced in respect of 2 to 5 above shall be considered only for the works executed in State / Central government departments or State / Central Government undertakings. These certificates should be issued by the Government Departments / Undertakings not below the rank of Executive Engineer or equivalent and countersigned by the Superintending Engineer or equivalent, failing which the tender shall be treated as incomplete and summarily rejected, 7) EMD - payment through online only / unconditional and irrevocable Bank guarantee issued by any Nationalized /Scheduled Commercial Bank (Valid for Six months from the last date prescribed for submission of tenders, in favour Superintending Engineer, PR Circle, Machilipatnam in the standard format enclosed in the Bid Document) 8) Latest certificate of liquid assets / latest certificate of credit facility for Rs.24.81 Lakhs(letter of credit lines / Solvency certificate from any Nationalized/scheduled Commercial Bank for the estimated cash flow for three months in peak construction period), 10) Statement showing availability of following key personnel Graduate Engineer -1 (Civil) Diploma Engineer-2(Civil) ,(11) Even at the stage of execution of work, if found that the contractor had produced false / fake certificates or information, he will be black listed and the contract will be determined under clause 60 (a) of PS to APSS, (12) The technical bid will be opened as per the date and time mentioned and evaluated adopting the formula 2 AN-B greater than estimate value (13)The participating bidders have to pay transaction fee @ 0.03% of ECV(Estimate contract value) + 14.50% Service tax on 0.03% of ECV i.e. Rs. 2636/-.All tenderers have to pay the above non-refundable service charge in the form of Payment Gateway Service on eprocurement platform. The Electronic Payment Gateway accepts all Master and Visa Cards issued by any bank to facilitate the transaction payable to M/s.C1 India Pvt Ltd and it shall be from a Nationalized/Scheduled Commercial Bank. (14) The successful tenderer has to pay 0.04% of estimate contract value towards e-procurement corpus fund by the way of online in favour of MD, APTS, Vijayawada and hand over the same to the Superintending Engineer, Panchayati Raj, Machilipatnam at the time of conclusion of agreement.(15)The tender inviting / receiving authority reserves the right to postpone / cancel / reject any or all the tenders without assigning any reason whatsoever, (16) the tenders received with more than 0% of the estimated rates shall be summarily rejected, (17) Negotiations are not permitted to be conducted at any level, (18) The defect liability for all the works will be 24 months duly taking into account normal wear and tear from the date of completion of total work (19) If the Office happens to be closed on account of extraordinary holiday, the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue, (20) the tender shall be valid for a period of 90 days from the last date of receipt of tender, (21) Any other details can be seen in the tender document.

General Technical Terms and Conditions (Procedure)  
Even at the stage of execution of work, if found that the contractor has produced false / fake certificates or information, he will black listed and the contract will be determined under clause 60 (a) of PS to APSS, (2) The participating bidders have to pay transaction fee @ 0.03% ECV (Estimate contract value) + 14.50% service tax on 0.03% of ECV. All tendereres have to pay the above non-refundable service charges through online only. (3) The successful tenderer has to pay 0.04% of estimate contract value towards e-procurement corpus fund by the way of DD in favour of MD, APTS, Vijayawada and hand over the same to the Superintending Engineer, PR, Machilipatnam at Vijayawada at the time of conclusion of agreement. (4) The tender inviting / receiving authority reserves the right to postpone / cancel / reject any or all the tenders without assigning any reason, whatsoever (5) the tenders received with more than 0% of the estimated rates shall be summarily rejected, (6) Negotiations are not permitted to be conducted at any level, (7) The defect liability for all the works will be 24 months duly taking into account of extraordinary holiday, the date of completion of total work (8) If the office happens to be closed on account of extraordinary holiday, the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue, (9) the tender shall be valid for a period of 90 days from the last date of receipt of tenders, (10) Any other details can be seen in the tender document. (11) The successful bidder shall invariably furnish the original BG towards EMD, Certificates/Documents of the uploaded scan copies to the Tender Inviting Authority before entering into agreement, either personally or through courier or post and the receipt of the same within the stipulated date shall be the responsibility of the successful bidder. The department will not take any responsibility for any delay in receipt/non-receipt of original BG towards EMD, Certificates/Documents from the successful bidder before the stipulated time. On receipt of documents, the department shall ensure the genuinity of the BG towards EMD and all other certificates/documents uploaded by the bidder in eProcurement system. In support of the qualification criteria before concluding the agreement.
