General Terms and Conditions / Eligibility  
1)Eligible Class of Contractors Registered as mentioned in the Tender Document. Assessed available bid capacity as per formula (2AN-B) should be greater than the estimated contract value of Rs. 1,68,88,989/- 2) Experience Certificates should show the value of Civil Engineering works executed in any one year during last 5 financial years not earlier than 01.04.2013 3) Experience in similar nature of works not less than Rs. 112.59 lakhs 4)The tenderer should have executed minimum of physical quantities stated below in any one year from 2019-20 to 2023-24, a) Earth - 546.66 Cum b) Brick Masonry /Stone Masonry - 186.88 Cum c) PCC of all grades- 80.49 Cum d) c) VRCC of all grades- 216.73 Cum e) Plastering - 2871.34 Sqm f) Steel - 26.80 MT 5) Statement showing the value of existing commitment and on going works as well as the stipulated period of completion of remaining for each of the works listed should be furnished in the prescribed format, 6) The certificates produced in respect of 2 to 5 above shall be considered only for the works executed in State/ Central government departments or State/ Central Government undertakings. These certificates should be issued by the Government Departments/ Undertakings not below the rank of Executive Engineer or equivalent and countersigned by the Superintending Engineer or equivalent, failing which the tender shall be treated as incomplete and summarily rejected, 7) EMD is to be paid through online or unconditional /irrevocable Bank guarantee issued by any Nationalized /Scheduled Commercial Bank (Valid for Six months from the date of bid submission in favour of State Project Director,Samara Shiksha, Amaravati in the standard format enclosed in the Bid Document) 8) Latest certificate of liquid assets/ latest certificate of credit facility for Rs. 56.30 lakhs, 9a)Statement showing availability of following key personnel : Graduate Engineer-1 (Civil/Mechanical), Diploma Engineer -2 9b) Availability of critical equipment and lab equipment in Statement ?V and VIII on non judicial stamp paper worth of Rs.100/-. (10) Even at the stage of execution of work, if found that the contractor had produced false/ fake certificates or information, he will be black listed and the contract will be determined under clause 60 (a) of PS to APSS, (11) The technical bid will be opened as per the date and time mentioned and evaluated adopting the formula 2 AN-B greater than estimate contract value (12a)The participating bidders have to pay transaction fee @ 0.03% of ECV (Estimate contract value) + 18.00% GST on 0.03% of ECV i.e. Rs. 5,971/-. All tenderers have to pay the above non-refundable service charge in the form of Payment Gateway Service on e-procurement platform. The Electronic Payment Gateway accepts all Master and Visa Cards issued by any bank to facilitate the transaction payable to MD, APTS, Vijayawada and it shall be from a Nationalized/Scheduled Commercial Bank.(12b) Non submission of processing fee DD for Rs.20,000/- before Price bid opening will entail rejection of bid which is mandatory. (13) The successful tenderer has to pay 0.04% of estimate contract value towards e-procurement corpus fund by the way of DD in favour of MD, APTS, Vijayawada and hand over the same to the Chief Engineer, Samara Shiksha, Amaravati at the time of conclusion of agreement.(14)The tender inviting / receiving authority reserves the right to postpone/ cancel/ reject any or all the tenders without assigning any reason whatsoever, (15) The tenders received with more than the estimated rates shall be summarily rejected, (16) Negotiations are not permitted to be conducted at any level, (17) The defect liability for all the works will be 24 months duly taking into account normal wear and tear from the date of completion of total work (18) If the Office happens to be closed on account of extraordinary holiday, the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue, (19) The tender shall be valid for a period of 90 days from the last date of receipt of tender, (20) Any other details can be seen in the tender document.

General Technical Terms and Conditions (Procedure)  
1. The tender shall be accepted as per the information in the Proforma furnished in the Technical bid. 2. The Contractor should furnish the address in the tender to which communication relating to the contract may be sent and also authorise a person to be available at work spot during his absence. Any change in the incumbency of the authorized agent shall be communicated in writing by the Contractor to the Executive Engineer and their acknowledgement obtained on his copy of the communication. 3. It is to be expressly and clearly understood that Contractor shall make his own arrangements to equip himself with all machinery and special tools and plant required for the speedy and proper execution of the work and the Department does not undertake responsibility towards their supply. 4. The works will have to be executed as per the BIS Specifications, Standard Specifications of A.P.S.S. and Special Specifications attached here with or as directed by the Engineer-in-Charge with reference to the working drawings. 5. Premium/ Percentage quoted in Schedule A shall be through rate for finished work insite and inclusive of all incidental and contingent charges. 6. The rates of individual items given in the Price Bid are the through rates for the finished work insitu and inclusive of all incidental charges and contingent charges in respect of materials. 7. Copy of certificate of valid registration in Public Health Engineering of the tenderer or his identified sub-contractor. 8. Any other details can be seen in the tender document.
