General Terms and Conditions / Eligibility  
NIT No.01(6)/TO/2024-25, Dt:10.06.24 of the Superintending Engineer, (R&B) Circle ,Vijayawada . Name of Work: Reconstruction of weak & narrow Slab culvert at Km 2/10 of Vadlamannada - Pedalanka Road in Krishna District. Estimated Contract Value (INR): Rs.34,73,363 Period of Completion Three (03) Months 1).Bids are invited on the e-procurement plat form for the above mentioned work from the Contractors / Contracting firms registered with Government of Andhra Pradesh/INDIA.The details of Tender conditions and terms can be downloaded form the electronic procurement platform of Government of Andhra Pradesh i.ewww.apeprocurement.gov.in 2).Contractors would be required to register on the e-Procurement Market place 'www.apeprocurement.gov.in' and submit their bids online. The department will not accept any bid submitted in the paper form. 3. E.M.D. to be paid by way of Net banking/RTGS/NEFT from their registered bank accounts only or using Credit Card/Debit Card, as per the VISA/Master Card Guidelines at 1% of the estimated contract value of work for Rs.34,734/- (i.e.,1% of ECV) drawn along with bids and the balance EMD @ 1.0% of Contract Value to be paid at the time of concluding agreement . 4.The service charges payable to M/s MD,APTS, Vijayawada, are as indicated below. The participating bidders will pay transaction fee @ 0.03% of ECV(Estimated contract value) + 18.00% Service tax on 0.03% of ECV i.e Rs.1,230/-(The ceiling amount of Transaction fee for works costing ECV uptoRs 50.00 Crores is Rs 10,000.00 and for works costing with ECV above Rs.50.00 Crores, the ceiling amount of transaction fee is Rs 25,000.00) Service tax as levied by the GOI on transaction fee, through electronic payment gateway charges are to be borne by the bidders. Note: In the endeavor to bring total automation of process in e-procurement , the Govt. has issued orders vide GO Ms. No. 13 dt: 5.7.2006 of IT & C Dept., permitting integration of electronic Payment Gateway of ICICI/HDFC Banks with e procurement platform, which provides a facility to participating Contractors to electronically pay the transaction fee from the platform using their credit cards. The payment Gateway accepts all Master and VISA credit cards issued by any bank to conduct the transaction. The facility is mandatory for all tenders irrespective of its value. The ap-eprocurement platform would enforce mandatory online transaction fee payments through electronic payment gateway 5.The bidders can view/ down load the tender documents from the 'e-market place i.ewww.apeprocurement.gov.in. 6.Class of Contractors eligible is as given below: Eligible class of contractor as per G.O. Ms. No: (i) 178,I&CAD(PW-COD)Dept, Dt:27-09-1997: Class III (Civil and above (ii) 132, T(R&B) Dept., Dt.11-8-1998 : Class III (civil) and above (iii) 94 Irr&CAD(PW&COD) Dept, Dt 01/07/2003: Class-IV (Civil) and above 7.Down loading of Tender Documents: From 15.06.2024 @ 3.00 PM to 29.06.2024 up to 3.00 PM 8.. Date and time for Receipt of tenders: From 15.06.2024 @ 3.00 PM to 29.06.2024 up to 3.30 PM 9.Time and date of opening of tenders: 29.06.2024 @ 4.00PM Note: The dates stipulated above are firm and under no circumstances they will be relaxed unless otherwise extended by an official notification or happen to be Public Holidays. 10. The Successful bidder will pay further fee @ 0.04% of ECV (Estimated contract value) i.e Rs.1390/- payable to APTS. (The ceiling amount of Transaction fee for works costing ECV uptoRs 50.00 Crores is Rs 10,000.00 and for works costing with ECV above Rs 50.00 Crores, the ceiling amount of transaction fee is Rs 25,000.00) to create a eProcurement fund to be administered by APTS. The above fee is payable by the successful bidder through a through electronic payment gateway. drawn in favour of Managing Director, APTS, Vijayawada at the time of conclusion of the agreement. The said electronic payment shall be sent to Managing Director, APTS by the Superintending Engineer who is entering in to agreement with the successful bidder. 11. The tenderer shall submit the copies of documents of (i) Registration as Civil Contractor required as per NIT(ii) Registration copy under AP.GST Taxpayer Identification Number along with GST clearance certificate in the prescribed proforma (iii) PAN Card and copy of latest I.T returns submitted along with proof (iv) Necessary D.D towards E.M.D (v) Transaction fee at 0.03% of ECV+18.00% Service tax on 0.03% of ECV 12.Any further information can be obtained from the office of the Superintending Engineer (R&B) Vijayawada Circle, Vijayawada
