GOVERNMENT OF ANDHRA PRADESH ROADS & BUILDINGS DEPARTMENT * * * NOTICE INVITING TENDERS (NIT) NIT No.3/TO/EE (R&B) Ongole/2024-25, Dated: 12-06-2024 of the Executive Engineer (R&B), Ongole 1) Name of the work : Re Construction of Collapsed Compound wall of Southern Side in District court premises at Ongole in Prakasam District. 2) Estimate Contract value of work put to tender : Rs.5,54,796/- 3) Period of completion of work : 2 Months 4) Form of contract : LUMPSUM 5) Class of contractor eligible. : 1) G.O.Ms.No.94, I&CAD(PW-COD) Dept. dated 01-07-2003: Class V Civil & higher 6) EMD to be paid using Net banking/ RTGS/ NEFT from their registered bank accounts or Using Credit Card/Debit card only, at 1% of the estimated contract value of work. : Rs.5,600/- 7) Date and time for down loading the bid documents. : From 18-06-2024 at 3.00 PM to 02-07-2024 upto 3.00 PM 8) Last date and time for submission of Tenders : 02-07-2024 upto 3.30 P.M 9) Date and time of opening of tenders a) Price bid : 02-07-2024 @ 4.00 P.M 1. a) The bidders need to contact the Executive Engineer, (R&B) Ongole for information on ?e? procurement. b) The bidders need to register on the electronic procurement market place of Government of A.P., that is, tender.apeprocurement.gov.in. On registration on the ?e? procurement market place they will be provided with a user ID and password by the system using which they can submit their bids on line. c) While registering on the e procurement market place, bidders need to scan and upload the required documents as per the tender requirements on to their profile. The e procurement market place provides an online self-service registration facility to such of the contractors who are already registered with respective participating departments for supply of specified goods and services. 2. The eligibility of the tenderers will be done on the certificates/ documents uploaded through online only. 3. All the participating tenderers shall invariably furnish the proof of EMD, transaction fee, hardcopies of uploaded documents to the tender inviting authority before opening of price bids either personally or through courier or by post and the receipt of the same within stipulated time shall be the responsibility of the tenderer. 4. Vide ref. G.O.Ms.No.174, I&CAD dept dated:1-9-2008, submission of original hard copies of the uploaded scanned copies by participating bidders to the tender inviting authority before the opening of the price bid is dispensed forthwith... 5. The department shall carry out the technical evaluation solely based on the uploaded certificates/documents in the eProcurement system and open the price bids of the responsive bidders. 6. The department will notify the successful bidder for submission of original hardcopies of all the uploaded documents prior to entering into agreement. 7. The successful bidder shall invariably furnish the Certificates/Documents of the uploaded scan copies to the Tender Inviting Authority before entering into agreement, either personally or through courier or post and the receipt of the same within the stipulated date shall be the responsibility of the successful bidder. The department will not take any responsibility for any delay in receipt/non-receipt of original Certificates/Documents from the successful bidder before the stipulated time. On receipt of documents, the department shall ensure the genuinity of the certificates/documents uploaded by the bidder in eProcurement system. In support of the qualification criteria before concluding the agreement. 8. The GO. Ms. No. 174 ?I&CAD dated: 1-9-2008 Deactivation of Bidders. If any successful bidder fails to submit the original hard copies of uploaded certificates/documents within stipulated time or if any variation is noticed between the uploaded documents and the hardcopies submitted by the bidder, as the successful bidder will be suspended from participating in the tenders on eProcurement platform for a period of 3 years. The eProcurement system would deactivate the user ID of such defaulting bidder based on the trigger/recommendation by the Tender Inviting Authority in the system. Besides this, the department shall invoke all processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delays in the tender process for execution of the development schemes taken up by the government. Other conditions as per tender document are applicable. 9. All the participated bidders shall mandatorily pay the transaction fee to MD, APTS, Vijayawada through ICICI, HDFC Electronic payment Gateway as per G.O.Ms.No. 13, Dt 5-7-2006 (IT&C) Department. 10. As per G.O.RT No.243 TR&B Dept.dt.8.3.2007. Tenders with an excess of above 5% of the estimated contract value shall summarily rejected. 11. The bidder shall authenticate the bid with his digital certificate for submitting the bid electronically on e-procurement platform and bids not authenticated by digital certificate of the bidder will not be accepted on the e-procurement Note:-The above conditions are stipulated in accordance with the instructions given in G.O. Ms.No. 6, I & CAD (PW ? Reforms) department, dated 11.01.2005.The above conditions shall only prevail and any contradictory clause if any provided any bidding document shall not be taken into cognizance. 12. The tenderer shall furnish a declaration in online stating that the soft copies uploaded by them are genuine. Any incorrectness, deviation noticed will be viewed seriously and apart from canceling the work duly forfeiting the EMD. Criminal action will be initiated including suspension of business. 13. The tenders will be opened by the Executive Engineer, (R&B), Ongole or his nominee at his office, on the date mentioned above. 14. If the office happens to be closed on the dates specified above, the respective activity will be performed at the designated time on the next working day without any notification. 15. The Tender inviting authority reserves the right to reject any or all the tenders without assigning any reasons thereof. 16. For Hot Mix items the Contractor shall procure Hot Mix material to the work site duly maintaining the required temperature as per MORT&H Specifications. 17. Any other details can be had from the Office of the Executive Engineer (R&B), Ongole.
