General Technical Terms and Conditions (Procedure)  
Transaction fee: All the participating bidders shall pay a transaction fee (nonrefundable) for Rs.______/- (As generated in On-Line) in favour of APTS, Vijayawada, which Will be generated while bidding and accordingly the Bidder has to pay. 2. All the participating bidders have to pay the E.M.D. of Rs 21,500-00 by way of On-line payment / Challan through e-procurement portal only. The EMD paid through NEFT / RTGS mode to any account or through DD/BG will be summarily rejected. 3. The successful bidder has to pay the balance EMD @ 2.5% of quoted contract value less the EMD paid along with tender at the time of Agreement by way of DD in favour of Executive Officer, TTD, Tirupati. 4. Class of contractor Eligible: Manufacturers/ Authorized Dealers of Cold Storage units. The eligible intending bidders would be required to enroll themselves on the e- procurement market place www.apeprocurement.gov.in and submit their bids online. 5. Any other condition regarding receipt of tenders in conventional method appearing in the tender documents may please be treated as not applicable. 6. The successful bidder shall pay 0.04% of estimate contract value towards eprocurement corpus fund in the shape of demand draft in favour of Managing Director, Andhra Pradesh Technology Services, Vijayawada at the time of conclusion of agreement 7. ?The bidder shall authenticate the bid with his digital certificate for submitting the bid electronically on e-procurement platform and the bids not authenticated by digital certificate of the bidder will not be accepted on the eprocurement platform.? (G.O.Ms.No.6, dated 28/02/2005 of IT & C Dept., Govt. of AP) and as per G.O.Ms.No.67, WR (Reforms) Dept., Dt.16.08.2019. 8. As per the G.O.Ms 174, I&CAD (PW-Reforms) Department dated 01-09-2008 , that the successful bidder found defaulting in submission of hard copies of uploaded certificates / documents, original BG / Online payment towards EMD within the stipulated time i.e. before concluding the agreement or if any variation is noticed between the uploaded documents and the hard copies submitted by the successful bidder, the successful bidder will be suspended from participating in tenders on e-Procurement platform for a period of three years. 9. As per the G.O.Ms 174, I&CAD (PW-REFORMS) Department dated 01-09-2008, if the successful bidder is found defaulting in submission of hard copies of uploaded certificates / documents, original DD towards EMD, within the stipulated time, i.e., before concluding the agreement or if any variations is noticed between the uploaded documents and the hard copies submitted by the successful bidder, the successful bidder will be suspended from participating in the tenders on e-procurement platform for a period of 3 years. 10. Taxes & Duties . (i) The rates to be quoted for open tender items should be of basic price excluding GST. (ii) The applicable GST will be reimbursed / paid as per actuals on production of proof. (iii) Statutory deductions will be made as per norms, if applicable. Any modalities imposed on GST by the Government from time to time, the same will be implemented.
