General Terms and Conditions / Eligibility  
To qualify for consideration of award of contract each tenderer should fulfill the following criteria Class -V Registered Contractor in Public Health, Division Guntur, Class-IV Contractors registered in Public Health Circle ,Guntur and Class -III and above in civil as per GOMS No.94, I & CAD (PW & C&D) Dept Dt:01-07-2003 are eligible for participate in the tender 1. EMD through online 2. Copy of latest Income tax returns. 3. Copy of GST Registration Certificate. 4. Copy of Pan card. 5. Any other document as per documents. 6. Registration certificate

General Technical Terms and Conditions (Procedure)  
I. Bids are invited on the e-procurement for the above mentioned work from the contractors/ contracting firms registered with Government of Andhra Pradesh. The details of Tender conditions and terms can be down loaded from the electronic procurement platform of Government of Andhra Pradesh i.e https://tender.apeprocurement.gov.in II. Approximate estimated cost of work Rs.4,10,424/- 1. Contractors would be required to register on the e-procurement Market Place https://tender.apeprocurement.gov.in and submit their bids on line. The department will not accept any bid submitted in the paper form. 1. E.M.D to be paid for Rs.4200/- (i.e. 1.00% of ECV) along with bids. The balance EMD @ 1.5% Contract value to be paid at the time of concluding agreement. 2. The following orders are applicable as per G.O. Ms. No. 174 I & CAD (PW Reforms) Dept., Dt : 01-09-2008. i. Submission of original hard copies of the uploaded scan copies of towards EMD by participating bidders to the tender inviting authority before opening of the price bid is dispensed forthwith. ii. All the bidders shall invariably upload the scanned copies of in the e-procurement system and this will be the primary requirement to consider the bid as responsive. iii. The department will carry out the technical bid evaluation solely based on the uploaded certificates / documents, towards EMD in the e-procurement system and open the price bids of the responsive bidders. iv. The Department will notify the successful bidder for submission of original hard copies of all uploaded documents, towards EMD prior to entering into agreement. v. The successful bidder shall invariably furnish the original certificates / documents of the uploaded scanned copies to the tender Inviting Authority before entering into agreement either personally or through courier or post and the receipt of the same within the stipulated date shall be the responsibility of the successful bidder. The department will not take any responsibility for any delay in receipt/non-receipt of original towards EMD, certificates / Documents, from the successful bidder before the stipulated time. On receipt of the documents, the Department will ensure the genuinity of the towards EMD and all other certificates/documents uploaded by the bidder in e-procurement system in support of the qualification criteria before concluding the agreement. vi. If any successful bidder fails to submit the original hard copies of the uploaded certificates / Documents, towards EMD within the stipulated time or if any variation is noticed between the uploaded documents and the hard copies submitted by the bidder, the successful bidder will be suspended from participating in the tender on e-procurement platform for a period of 3 (three) years. The e-procurement system would de-active the use ID of such defaulting successful bidder based on the trigger/recommendation by the Tender Inviting Authority in the system. Besides this, the department shall invoke all processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delay in the tender process for execution of all development schemes taken up by the Government. The information to this extent will be displayed in the e-procurement platform website. 3. The bidders can view/down load the tender documents from the ?e? market place 4. The successful (L1) tenderer shall furnish the original hard copies of all the documents/certificates/statements uploaded by him before concluding agreement. 5. The Tenderers shall be required to furnish a declaration in on-line stating that the soft copies uploaded by them are genuine. Any incorrectness/deviation noticed will be viewed seriously and apart from canceling the work duly forfeiting the EMD, Criminal Action will be initiated including suspension of business. 6. The bidders who are desirous of participating in ?e? procurement shall submit their Technical bids, price bids etc., in the standard formats prescribed in the Tender documents displayed at ?e? market place. The bidders should upload the scanned copies of all the relevant certificates, documents etc., in the ?e? market place in support of their Technical Bids. The bidders shall sign on all the statements, documents, certificates uploaded by him owning responsibility for their correctness/authenticity. 7. The bidder shall furnish the original for transaction fee, the hard copies of documents should be submitted by the bidders before concluding agreement. 8. The technical bid evaluation of the tenderers will be done on the certificates/documents uploaded through on-line only, towards qualification criteria furnished by them. 9. Copy of Latest Income Tax Return along with proof of receipt and copy of PAN Card must be uploaded. 10. Copy of A P GST Registration Certificate. 11. Period of completion 3 months + 2years defective liability period. 12. Each bidder should demonstrate the availability of key and critical equipment either owned or leased as shown in the NIT. Note: The date stipulated in the NIT is fixed and under no circumstances they will be relaxed under unless otherwise extended by an official notification or happen to be Public Holiday. Any other condition regarding receipt of tenders in conventional method appearing in the tender documents may please be treated as not applicable.

Legal Terms & Conditions  
a) Bidders need to contact, Commissioner Chirala Municipality, Chirala for information on e-procurement. b) Bidders need to register on the electronic procurement market place of Government of Andhra Pradesh i.e, www.apeprocurement.gov.in. in On registration on the e-procurement market place they will be provided with a user ID and password by the system using which they can submit their bids online. c) While registering on the e-procurement market place, Bidders need to scan and upload the required documents only as per the Tenders requirement onto their profile. d) Such uploaded documents pertaining Technical Bid need to be attached to the tender while submitting the bids on line. Steps for registering and submission of bids are described in details in the ?Bidders Training Booklet? available with the Department as well as at the above web site. e) The technical bid evaluation of the tenderers will be done on the certificates/documents uploaded through on-line only, towards qualification criteria furnished by them. (The tenderers are requested to upload the specified documents as per NIT only to facilitate for easy evaluation of tender) f) The tenderer shall invariably furnish the original DD/ BG for EMD / details of transaction fee / hard copies of uploaded documents to tender Inviting authority before opening price bids either personally or through courier or by post and the receipt of the same shall be the responsibility of the bidder. The department will not take any responsibility for any delay or non-receipt. g) The successful (L1) tenderer shall furnish the original hard copies of all the documents/certificates/statements uploaded by him before concluding agreement. i) The Tenderers shall be required to furnish a declaration in on-line stating that the soft copies uploaded by them are genuine.
