General Terms and Conditions / Eligibility  
General Terms & Conditions Officer inviting tenders: Executive Engineer, APMSIDC Division, Krishna District, Vijayawada 1. Tenders are invited on the e-procurement platform for the above-mentioned work from the contractors / contracting firms eligible as per clause-13.8 registered with State Govt. 2. estimated contract value of work: Rs.39,25,365/- 3. a) Processing fee: A Online payment (non-refundable) for Rs.2,000/-in favour of MD APMSIDC Mangalagiri The Processing fee once received will not be refunded under any circumstances nor adjusted for other works or subsequent ,calls or on any other account. b) All the participating tenderers should pay a Transaction fee of Rs.1,390/-[(@0.03% of ECV (estimate contract value) with a cap of Rs.10,000/-+ service tax @ 18% on transaction fee)] shall be payable to M/s Vupadhi Techno Service Pvt. Ltd., in the manner mentioned at 5(b) above. 4. a) E.M.D. to be paid by way of Online payment for Rs.39,254/-((i.e.1 % of ECV) drawn in favour of Executive Engineer, APMSIDC Division, Krishna District, Vijayawada Scanned Processing fee and E.M.D. may be uploaded with the tenders 5. Period of completion of work: 6 Months 6. Tender Schedules: Tender schedules can be downloaded from the Web site ?www.apeprocurement.gov.in? 7. Form of Contract: Lump sum contract. 8. Class of contractor eligible: Class IV or above as per G.O.Ms. No. 94 of I & CAD (PW-COD) Dept. Dt. 01-07-2003. Note: The dates stipulated above are extendable by an official notification by the department or happen to be Public Holidays. 12. The technical bid evaluation of the tenderers will be done on the certificates /documents uploaded through online only towards qualification criteria furnished by them. 8. After uploading the Technical bid / Price bid, the original Online payment in respect of Processing fee (except the Price bid / offer) is to be submitted by the bidder to the EXECUTIVE ENGINEER, so as to reach before 3.00P.M. on the date of opening of the price bid. 9. The tenderer is subject to be disqualified, if he is found to have misled or furnished false information in the forms / statements/ certificates submitted in proof of qualification requirements or record of performance such as abandoning completion of the works, litigation history & Criminal Records and or financial failures and or participated in the previous tendering for the same work and has quoted unreasonable high bid price. 10. Even while execution of the work, if found that the contractor had produced false / fake certificates of experience, he will be black listed and the contract will be terminated as per clause 60(a) of PS to APDSS and his EMD will be forfeited. 11. Any other condition regarding receipt of tenders in conventional method appearing in the tender documents may please be treated as not applicable. 12. The contractors are requested to upload the information?s in Zip format preferably. 13. Transaction fees: A transaction fee at 0.10% of the estimate contract value of the work towards service charges has to be paid by successful bidder at the time of concluding agreement in the form of Online payment as follows in favour of : 1) Managing Director, APTS, Vijayawada for Rs. /- @ 0.04% of estimate contract value with a cap of Rs10,000/- 2) Managing Director, APMSIDC, Mangalagiri for Rs. /- @ 0.06% of estimate contract value) IMPORTANT NOTE After uploading the Technical bid / Price bid, the original Online payments in respect of Processing fee and EMD (except the Price bid / offer) and Copy of Registration, PAN No., GST Registration is to be submitted by the bidder to the EXECUTIVE ENGINEER, APMSIDC Division, Krishna District, Vijayawada so as to reach before 3.00P.M. on the date of opening of the price bid

General Technical Terms and Conditions (Procedure)  
Procedure for submission of Tenders: (a) Tenderers need to contact Executive Engineer, APMSIDC, Krishna District, Vijayawada for information on e-Procurement. (b) Tenderers need to register on the electronic procurement market place of Government of Andhra Pradesh i.e.www.apeprocurement.gov.in. On registration on the e-Procurement market place they will be provided with a user id and password by the system through which they can submit their tenders online. (c) While registering on the e-procurement market Place, tenderers need to scan and upload the required documents as per the Tender requirements onto their profile. (d) Such uploaded documents pertaining to Technical Bid need to be attached to the tender while submitting the tenders on line. The original DD towards processing fee should be submitted to the Executive Engineer, APMSIDC Division, Krishna District, Vijayawada before 3.00 PM on the date of opening of Price Bid. 14. Qualification Requirements: To qualify for consideration of award of the contract each tenderer should fulfill the following criteria; 1. The details and certificates are to be furnished as per the Proforma available in the tender schedules. 2. The contractor shall furnish a copy of ?Registration of contractor? obtained from the Govt. of AP as per NIT Documents. 3. The contractor shall furnish a copy of valid GST registration (A.P) with commercial tax department and copy of GST clearance update. 4. The contractor should furnish copy of permanent account number (PAN).and copy of I.T. assessment update). 5. Processing fee of The tenderer shall remit Processing fee (Rs:2000) through on line to the account of the Managing Director, APMSIDC, Mangalagiri (Account No. 142410011000314 of Union Bank of India, Mangalagiri Branch, Mangalagiri, IFSC Code : UBIN0803669) or Non refundable Processing fee of Rs.2000/- to be paid by way of crossed Online payment drawn in favour of M.D., APMSIDC, Mangalagiri and upload the original Transaction slip with UTR number. Failure to pay the Processing fee in the aforesaid manner will entitle for rejection of the bid. 6. Transaction fee of Rs.1,390/-[(@0.03% of ECV (estimate contract value) with a cap of Rs.10,000/-+ service tax @ 18% on transaction fee)] shall be payable to A.P.T.S., in the manner mentioned at 5(b) above. 7. EMD in the shape of Online payment for Rs.39,254/- issued be valid for 4 Months from the date of NIT. 8. Information on Litigation history and Criminal Records as per Statement ? II & III. The Hard copies of the above particulars should submitted to this office before Opening of the price bid. Failing which, the price bid will not be accepted. The tenderer should submit the particulars preferably in the format specified in the tender schedule along with necessary certificates. 9. The tenderer is subjected to be black listed and the EMD forfeited if he is found to have misled or furnished false information in the forms / statements / certificates submitted in proof of qualification requirements or record of performance such as abandoning of work not properly completed in earlier contracts, inordinate delays in completion of the works, litigation history & Criminal records and / or financial failures and /or participated in the previous tendering for the same work and had quoted unreasonable high bid prices 10. Even while execution of the work, if found that the contractor had produced false/fake certificates of experience he will be black listed and the contract will be terminated under clause 60 (a) of PS to APSS. 11 The Tenderer should submit signed undertaking of tender online. 12. Procedure for Tender Submission 1 The Tenderers who are desirous of participating in e-procurement shall submit their Technical bids, price bids etc., in the Standard formats prescribed in the Tender documents, displayed at e-market place. The tenderers should upload the scanned copies of documents in support of their Technical bids. The bidders shall sign on all the statements, documents, certificates, uploaded by them, owning responsibility for their correctness / authenticity. 2 After uploading the Technical bid / Price bid, the original Online payments in respect of Processing fee (except the Price bid / offer) is to be submitted by the tenderer to the EXECUTIVE ENGINEER, so as to reach before 3.00 PM on the date of opening of the price bid. The Corporation shall not hold any risk on account of postal delay or non receipt. 3 The Corporation will not hold any risk and responsibility for the loss in transit during uploading of the scanned document, for the invisibility of the scanned document online, and any other problem(s) encountered by the Tenderers while submitting his bids online. 4. The tenderers shall authenticate the bid with his digital certificate for submitting the bid electronically on e-Procurement platform and the bids not authenticated by digital certificate of the bidder will not be accepted on the e-Procurement platform.
